1998-01-06: EA32 ACA190 + SW4 PAG1014 - RAMP RADAR SOURCE WAS PROVIDING VERY INTERMITTENT PRIMARY & SECONDARY INFORMATION & WAS LOGGED AS UNSERVICEABLE. ONLY BACKUP AVAILABLE WAS THE WINNIPEG ASR5 PRIME RADAR. PAG 1014 WAS INBOUND FROM SOUTH EAST & WAS NOT DISPLAYED BY THE WINNIPEG RAMP RADAR SOURCE. ACA 190 DEPARTED RWY 18 AT 1258Z & WAS DISPLAYED INTERMITTENTLY BY THE RAMP RADAR. ACA 190 PASSED IN FRONT OF PAG 1014 BY APPROX. 4-5 MILES. AS PAG 1014 WAS NOT RADAR IDENTIFIES, SEPARATION IS IN QUESTION. TIME - 1300Z. ACTION - NIL.
