Incident at TORONTO / LESTER B. PEARSON INTL ON (CYYZ)

A United Airlines Boeing 737-800 (N37273/UAL778) from Chicago/OHare, IL (KORD) to Toronto/Pearson, ON (CYYZ) overshot Runway 23 due to a WestJet Boeing 787-9 (WJA651) from Toronto/Pearson, ON (CYYZ) to Calgary, AB (CYYC) on the runway who was slow to roll on departure. UAL778 landed at 2039Z and taxied to the gate without further incident. No operational impact.

Incident at HALIFAX / STANFIELD INTL NS (CYHZ)

Prior to departure, a WestJet Boeing 737-700 (WJA651) was issued a departure clearance to depart runway 23 with a right turn heading 315. The pilot readback the clearance. On departure, WJA651 was observed in a left hand turn. On initial contact with Moncton TCU WJA651 advised the controller they were in a left turn to a of heading 115. No impact on operation and no other aircraft affected.

Incident at 100NM east of Toronto (Wake turbulence/vortices)

The WestJet Airlines Ltd. Boeing 737-700 series aircraft (operating as flight WJA651) was nearing the conclusion of a scheduled IFR flight from Halifax (SIA) (CYHZ) to Toronto (LBPIA) (CYYZ). The Air Canada Boeing 767-300 series aircraft (operating as flight ACA617) was nearing the conclusion of a scheduled IFR flight from Halifax (SIA) (CYHZ) to Toronto (LBPIA) (CYYZ). NAV CANADA staff at Toronto ACC advised that at 2106Z, while in descent, the WJA651 flight crew reported that their aircraft encountered moderate turbulence while following ACA617 by 13.4NM between FL250-FL240 when it was 100NM east of Toronto. The WJA651 flight crew subsequently reported that their aircraft encountered additional turbulence at 2109Z when it was 15.4NM behind ACA617 between FL19.4 - FL190. The Sector Controller provided a one (1) mile offset to minimize the turbulence. There were no additional reports. Ops. impact -- none.

Runway (RWY) 11/29 was closed due to snow, the foreman advised it would take 30 minutes to re-open. RWY 29 was open at 1735Z. Two aircraft diverted to Halifax (CYHZ); RCH576, a C130 and FLC85, a Challenger. Medevac SPR910, a Citation 550 was delayed approximately 2 minutes and WJA651, a Boeing 737 was delayed 10 minutes.

The Air Canada Embraer ERJ-190-100-IGW aircraft (operating as flight ACA164) was concluding a scheduled IFR flight from Calgary International Airport (CYYC) to Toronto (LBPIA) (CYYZ). The WestJet Airlines Ltd. Boeing 737-700 series aircraft (operating as flight WJA651) was concluding a scheduled IFR flight from Halifax (SIA) (CYHZ) to Toronto (LBPIA) (CYYZ). The ACA164 flight crew reported that a birdstrike had occurred during their arrival on runway 23 at 2046Z. The Toronto Tower controller instructed the flight crew of the following WJA651 to conduct an overshoot. The runway was inspected with nothing found. The runway was returned to normal operations at 2053Z. WJA651 landed on runway 24L at 2057Z. Ops. impact -- none.

Incident at CALGARY INTL AB (CYYC) (Aerodrome - runway or taxiway surface condition)

WJA651 B737 700 was taxiing and slid off taxiway K where it joins Apron 1. The aircraft slid outside of the taxiway lights but did not leave the taxiway shoulder and continued to the gate under its own power. The pilot reported extremely icy conditions, no impact to operations.

Incident at CALGARY INTL AB (CYYC) (Landing gear, Blown tire/wheel failure, Aerodrome, runway or taxiway shutdown)

WJA651 landed runway 28. Once on taxiway J they reported a nose wheel issue, possible blown tire. ST58 did a runway inspection of runway 28 and reported no debris at 0432Z. ST58 and Westjet Maintenance inspected WJA651 in the holding bay of runway 16, reported no observed issue. WJA651 taxiied to Gate 50 at 0440Z. TSC675 and ACA229 were delayed approximately 10 minutes while waiting for runway inspection of runway 28. Weather permitted the use of runway 16 and runway 25 during the inspection. no other impact on operations.

The Westjet Airlines Ltd. Boeing 737-700 aircraft (operating as WJA651) was concluding a scheduled IFR flight from Halifax International Airport (CYHZ) to Toronto (LBPIA) (CYYZ). The flight crew reported that a bird strike had occurred abeam taxiway exit F2 after the aircraft had landed on runway 33L. The runway was cleared for inspection and the subsequent arriving aircraft flight crews were advised to exit by taxiway exit F2 until the inspection was complete. Nothing was found and normal operations resumed.

A Westjet Boeing 737-700 aircraft flight WJA651 was on a IFR flight from Halifax (CYHZ) to Toronto Pearson Airport (CYYZ) landed RWY 23 at 2035Z and was then issued taxi instructions via HOTEL GOLF and ECHO. The aircraft then taxied across ECHO into the closed portion of GOLF taxiway. The aircraft was notified immediately by the ground controller and it made a 180 degree turn to exit the closed portion. One taxiway light was damaged in the process.

Due to a steady snowfall and deteriorating runway conditions (CFRI fell from .41 to .21) and despite continuous snow removal efforts RWY 16/34 was closed at Kelowna. Westjet flight WJA651 a Boeing B737 returned to Calgary and Carson Air flight CA911 returned to Vancouver. RWY 16/34 was reopened at 0535Z, CRFI .27 Temp. -2C.

UPDATE Follow-up information received from Aviation Enforcement [2007/01/29]: Aviation Enforcement staff have reviewed this occurrence.
The Westjet Airlines Ltd. Boeing 737-700 series aircraft (operating as WJA651) was completing a scheduled IFR flight from Halifax International Airport (CYHZ) to Toronto (LBPIA) (CYYZ). At the end of a period of triple runway operation, WJA651 was cleared to land on runway 06R at two (2) miles final. No response was received from the flight crew and the Tower Controller was unable to contact them. WJA651 landed on runway 06R and cleared onto taxiway DELTA3 and called the Ground Controller, who immediately instructed the flight crew to stop the aircraft short of runway 06L and return to the tower frequency as traffic was departing off of runway 06L and the next arrival was on final for runway 06L. Ops. impact -- unknown.

Incident at vicinity of Sault Ste. Marie

The Westjet Airlines Ltd. Boeing 737 aircraft was on a scheduled IFR flight from Toronto (LBPIA) (CYYZ) to Calgary International Airport (CYYC). At approximately 0035Z, the Toronto ACC Shift Manager advised that WJA651 would be diverting to Thunder Bay Airport (CYQT) with a 78 year old female passenger believed to be suffering from a stroke. WJA651 had originally decided to divert to Sault Ste. Marie Airport (CYAM) and an ambulance had been called out at flight crew's request. After the flight had descended to 10,000 feet, the company decided that WJA651 should divert to Thunder Bay Airport instead. The ambulance that had been called out at Sault Ste. Marie Airport was then cancelled. Emergency services and an ambulance were standing by when WJA651 landed on runway 07 at Thunder Bay Airport at 0107Z. Ops. impact -- unknown.

Westjet, flight WJA651 a Boeing 737-200 responded to a RA received east of Victoria (YYJ) control zone in US class 'E' airspace, while on a visual approach to RWY 27 (following the IMPOR arrival). WJA651 reported the aircraft insight but needed to climb.
Update: TSB A03P0092: WestJet Boeing 737 (WJA651) responded to a TCAS RA at IMPOR on the STAR to runway 27 at Victoria caused by an unidentified US Cessna aircraft flying in Class E airspace.
