Incident at Gander Oceanic (CYQX)

SWAO03 C130 climbed from FL210 to FL220 without ATC clearance. Pilot stated that he had forgotten to ask for higher and climbed without a clearance. Traffic at FL220 was same direction SWAP01, 18 minutes longitudinal separation (30 minutes required) and SWAP02, also same direction, with 25 minutes longitudinal separation (30 minutes required). No ATC involvment. Nil TSB

SWAP02 C130 departed St. John's and advised unable to retract Landing Gear. Request fuel dump and returned St. John's landed 0817z.
