Incident at CHARLOTTETOWN AIRPORT

A SkyLink Express Cessna 208B (C-GSKS / SLQ302) from Charlottetown, PE (CYYG) to Halifax, NS (CYHZ) departed Runway 03 with ground visibility at 3/8 SM, and runway visual range (RVR) at 2800 feet.

Incident at CHARLOTTETOWN AIRPORT (Aerodrome - other)

A snow blower (BLOWER136) became stuck in a snow bank on a service road inside runway protected area for Runway 21 at Charlottetown, PE (CYYG). A SkyLink Express aircraft (SLQ302) was inbound for Runway 21 at the time. The aircraft cancelled the IFR and entered a VFR hold. Vehicle was towed clear and the aircraft landed safely. SLQ302 was delayed approximately 10 minutes.

Due to severe turbulence below 3000 feet, a Skylink Express Cessna 208 (SLQ302) from Sydney, NS (CYQY) to Charlottetown, PE (CYYG) elected to discontinue the approach and diverted to Halifax, NS (CYHZ).

Incident at CHARLOTTETOWN AIRPORT

A Skylink Express Cessna 208B (C-GSKS/ SLQ302) from Sydney, NS (CYQY) to Charlottetown, PE (CYYG) executed a missed approach runway 10 at CYYG due to severe turbulence and wind shear. Pilot elected to divert to Halifax, NS (CYHZ) rather than try a second approach at CYYG. Wind at 2218Z was 13023G35. No other impact to operations.

A Skylink Express Cessna 208 (SLQ302) from Charlottetown, PE (CYYG) to Halifax, NS (CYHZ) reported Moderate Rime icing 3000 to 6000, requested and diverted back to CYYG. The aircraft landed safely at 2349Z.

Incident at HALIFAX / STANFIELD INTL NS (CYHZ)

An Air Georgian Beech 1900 (GGN7344) from Fredericton, NB (CYFC) to Halifax, NS (CYHZ) was on a clearance to LEROS for the approach to runway 23 with descent to 3000. The Terminal controller was vectoring several aircraft into Halifax, NS with the aircraft on approach. GGN7344 went no radio (NORDO) and did not respond on current frequency, on 121.5 nor through company. Five aircraft were affected, 2 aircraft on approach had clearances cancelled, 3 aircraft behind GGN7344 (Air Georgian (GGN7327), Porter Airlines (POE290) and Skylink Express (SLQ302)) were given new vectors until communications was re established with GGN7344.

Incident at CHARLOTTETOWN AIRPORT (FOD (foreign object debris), Aerodrome - runway or taxiway surface condition)

When taxiing for departure the pilot of SLQ302 reported piles of rocks in the area where they had shut down for parking on Apron 2 for their cargo pickup. The pilot stated it looked like someone had melted some of the asphalt resulting in small rocks flying around while taxiing. The pilot noted that the area should be swept. The Charlottetown Airport Authority maintenance personnel were advised.

Incident at CHARLOTTETOWN AIRPORT (Aerodrome - visual aids)

The Approach Lighting System (ALS) 28 failed at 23:06Z in Charlottetown (CYYG). The runway edge lights 28 and Precision Approach Path Indicator (PAPI) 28 worked normally. SLQ302 was advised of the outage and landed on Runway 28 at 23:10Z. The Charlottetown Airport Authority electrician was advised. ALS 28 returned to service at 23:37Z. There was no impact on operations.

Incident at HALIFAX / STANFIELD INTL NS (CYHZ) (Aerodrome, runway or taxiway shutdown)

SLQ302, Cessna 208B, landed on Runway 32 in Halifax (CYHZ) and taxied to Runway 23 and onto Taxiway D. The aircraft reported a blown tire and it was disabled. The runways were inspected and no debris was found. SLQ302 was removed from Taxiway D at 00:47Z.

Incident at CHARLOTTETOWN AIRPORT

SLQ302, Cessna 208B, enroute from Charlottetown (CYYG) to Halifax (CYHZ), was given a Standard Instrument Departure (SID) from Runway 03, but proceeded to make a left turn. The error was immediately detected and corrected by the controller.

Incident at HALIFAX / STANFIELD INTL NS (CYHZ) (Incursion - runway - vehicle)

SLQ302, a Cessna 208 enroute from Charlottetown (CYYG) to Halifax (CYHZ) landed on runway 05 while two snow clearing vehicles were attempting to vacate the runway into a taxiway. There was no impact on aerodrome operation.

Incident at CHARLOTTETOWN AIRPORT (ATM - ILS irregularity)

The ILS Glide path Runway 03 failed and could not be reset. A NOTAM was issued reporting the system as unserviceable. The system returned to service at 26/0048Z. There was one missed approach during the outage by SLQ302, Cessna 208B, enroute from Sydney (CYQY) to Charlottetown (CYYG) at 23:45Z. The aircraft landed on the second attempt at 23:59Z.
