Incident at STONY RAPIDS SK (CYSF) (Security acts, Incursion - runway - vehicle)

Upon landing on Runway 06, the pilot of a Transwest Air Limited SAAB 340B (C-GTJX/TW800), from Fond-du-Lac, SK (CZFD) to Stony Rapids, SK (CYSF), noticed 2 snowmobiles on threshold of Runway 24. After watching the aircraft land, the snowmobilers proceeded northward. The Royal Canadian Mounted Police (RCMP) was advised. Incident at VAL-D'OR QC (CYVO) (ATM - weather observation systems)

Update #1: According to information from the ANS and Airspace Division: The information from the automatic station was as follows: CYVO 090300Z AUTO 01010KT 9SM OVC008 18/16 A2969 RMK SLP057. CYVO 090253Z AUTO 36009KT 9SM OVC009 19/16 A2969. CYVO 090200Z 36012KT 15SM -SHRA SCT013 BKN030 BKN088 20/16 A2965 RMK SC3SC2AC1 LAST STFD OBS/NEXT 091000 UTC SLP040. CYVO 090118Z 35017G24KT 10SM -SHRA BKN022 BKN034 OVC094 RMK SC5SC2AC2 WSHFT 0115. Moments after the pilot?s report, the station was reporting a ceiling of 900 ft. Though the elevation of CYVO was 1 170 ft ASL, the station was measuring a ceiling of 2 000 ft ASL. The station was operating according to documented parameters.
The pilot of PRO106M, an aircraft operated by Propair that was on a MEDEVAC flight, reported a ceiling of 1 900 ft ASL on approach to Val d'Or (CYVO) even though the automated weather observation system (AWOS) was reporting the following weather conditions: METAR CYVO 090200Z 36012KT 15SM -SHRA SCT013 BKN030 BKN088 20/16 A2965 RMKSC3SC2AC1 LAST STFD OBS/NXT 091000UTC SLP040.

Incident at IQALUIT NU (CYFB)

MPE 603, a Canadian North DHC-8, was inbound to Iqaluit and the crew received an advisory for an approach to Runway 17 at 1720z. At 1732z, they reported in the missed approach. Incident at KUUJJUAQ QC (CYVP) (Aerodrome - visual aids, Aerodrome - power failure, ATM - NAVAIDS/radar)

Une panne de courant s'est produite à Kuujjuaq (CYVP) à 1519Z, alors qu'AIE516, un Beech King Air d'Air Inuit était en finale pour la piste 13 et AIE621, un Twin Otter d'Air Inuit, en finale pour la piste 25 effectuait une approche indirecte pour la piste 31. L'équipage de AIE621 a mentionné avoir perdu momentanément le signal du radiophare omnidirectionnel à très haute fréquence (VOR). Les transmissions ont été effectuées par la radio de secours. Les lumières de piste ont été éteintes durant un bref moment, le temps de démarrer la génératrice. L'électricité est revenue à 1548Z. AIE621?s crew reported a temporary loss of the VHF omnidirectional range (VOR) signal. Communications were handled using the emergency radio. Incident at Lac Ledden

A privately-owned Cessna 180 was VFR from Lac Ledden to La Grande-4 (CYAH). Because of weather conditions, the pilot returned to land on a lake located five nautical miles north of Chibougamau/Chapais (CYMT). Brandon FSS observed an unknown aircraft 1/2 mile final to Runway 26. The private Cessna 206 then landed and the pilot reported exiting the runway. The pilot advised that he had equipment problems. Incident at IQALUIT NU (CYFB) (Weather - visibility, Overshoot/missed approach)

At 0206z, RSCU 313, a Canadian Forces C-130 Hercules, did a missed approach to Runway 17 at Iqaluit due to weather. The aircraft landed about 30 minutes later at 0232z. Incident at LA RONGE (BARBER FIELD) SK (CYVC) (ATS operating irregularity)

The crew of C-FSCA, a DHC-6 Twin Otter, departed La Ronge without SVFR authorization when weather was METAR 06007KTS 15SM-SN OVC009. The FSS Specialist forgot to pass weather during the airport departure advisory while he busy removing a vehicle from the runway. No other aircraft or vehicles were involved. The FSS Manager will conduct an internal investigation into the incident.

Toronto East Satelite Sector was in contact with C-FRQP, inbound to Buttonville (CYKZ) from the South. Buttonville weather was below SVFR limits, so landing SVFR was coordinated at Toronto City Cetnre (CYTZ). On contact with Toronto City Centre Tower, C-FRQP advised in IMC conditions, unable to locate the airport. Aircraft was switched back to the ACC frequency. Pilot unable IFR, so given emergecy RADAR assistance. Eventually pilot able to see water, but not the shoreline. Aircraft then lead to Toronto City Centre where he landed at 1726Z. Incident at CALGARY INTL AB (CYYC) (Overshoot/missed approach, Aerodrome - power failure, ATM - NAVAIDS/radar)

UPDATE ANS and Airspace advised that the party responsible for the digging operation has been interviewed and re-familiarized with cable locations.
At 2249Z, Edmonton ACC was advised that a power line had been cut during trenching at Calgary International Airport. Initial indications showed that ILS Runways 34 and 16 were on battery backup. ILS for Runway 28 was serviceable. Field electrical personnel were on site. At 2300Z, Navigation Aids technical staff were called out. At 0000Z, battery power was stable. At 0030Z, discussions with SM/DSC/TOC/YC resulted in a request to have Calgary install AC generators to re-charge the batteries for both Glide Path and Localizer. At 0102Z, the ILS Runway 34 failed as technicians attempted to hook up the generators. An additional technician was then called out to assist. Airport personnel were working to splice the power cables. Five aircraft on vectors for Runway 34 were overshot and vectored for Runway 28. At 0159Z the backup generators connected and ILSfor Runway 34 was back in service. Incident at DRYDEN REGIONAL ON (CYHD) (Aerodrome - visual aids, Aerodrome - operations)

The aircraft (C-FAPP, operating as VAL793) was on an IFR flight from Thunder Bay Airport (CYQT) to Dryden Regional Airport (CYHD). The flight crew reported at the Dryden beacon inbound on the ILS runway 11 approach. Approximately one (1) minute later, the operator of a ground vehicle (ST20) advised that the runway edge lights were not on. The lighting control panel indicated that the lights were on strength 3. The flight crew were advised and the lights were re-selected to strength 2. ST20 advised that the edge lights were now on. VAL793 landed safely and reported off the runway at 2224Z. Ops. impact -- unknown.
