Incident
at MONT-JOLI QC (CYYY)

A privately registered Cozy III, on a local flight from Mont-Joli (CYYY), QC, left Runway 06 via Taxiway C (closed). The flight service station (FSS) confirmed that the Cozy III was clear for the arrival of a privately registered Cessna 172N, from Chicoutimi (CYRC), QC, to Mont-Joli (CYYY), QC. The Cessna 172N landed. The FSS asked the two aircraft to backtrack on Runway 06 in order to leave at Taxiway G (open). An Air Cadet League of Canada Cessna 305A (C-FTGC/ SDOG60), on a local flight from Mont-Joli (CYYY), QC, was advised and confirmed that it would lengthen its flight to enable the two aircraft to backtrack and leave the runway. The Cessna 172N did not respond to the request to backtrack on the runway and headed to Taxiway C (closed) and then to Taxiway D (closed). Glider landing activities were taking place on Taxiway D (closed). The people responsible for glider activities on Taxiway D notified the FSS that they had indicated to the Cessna 172N to reintegrate Runway 06 via Taxiway E (closed) since an Air Cadet League of Canada Schweizer SGS2-33A (C-FZIQ), on a local flight from Mont-Joli (CYYY), QC, was inbound for landing on Taxiway D (closed). The Cessna 172N and the Cozy III eventually left Runway 06 on Taxiway G (open). It was not possible to contact the Cessna 172N during ground taxi.
