The aircraft appeared to proceed from present position direct SUVIP and required vectors to avoid restricted airspace CYR724. Surveillance and audio reviewed.

Multiple unsuccessful attempts were made to contact the aircraft on frequency 119.0. A check fire was issued with range control and the aircraft exited CYR724 on its own at 1411Z. No impact on operations.

"Check fire" was issued with range control. The aircraft exited CYR724 without further incident. No impact on operations

Incident at FREDERICTON INTERNATIONAL AIRPORT

A Leading Edge Enterprises Ltd. Cessna 172S (C-GUNB) on a flight from Fredericton International, NB (CYFC) and landing at Fredericton International, NB (CYFC) was doing survey work in the vicinity of the Fredericton aerodrome all day. C-GUNB had been cleared enroute hours earlier. When C-GUNB contacted the tower to return for a landing, the very high frequency directional finder (VDF) bearing indicated that the aircraft was due south of CYFC. The tower observed that the C-GUNB target was in the middle of CYR724. The tower asked the pilot if they had made arrangements to be in CYR724 for survey work, and they replied that they had not. A check fire was initiated with Range control.

An Exploits Valley Air Services Beech 1900D (C-GLXV/EV7767) on a flight from Halifax/Stanfield, NS (CYHZ) to Saint John, NB (CYSJ) was being vectored for Runway 14 approach and ended up with less than minimum separation with CYR724. The aircraft was 2.1NM from CYR724 at 3500 feet.

Incident at 40NM FREDERICTON INTL NB (CYFC)

A United States Air Force Beech B350 (RCH1013) on a flight from Syracuse, NY (KSYR) to St. John's, NL (CYYT) was routed direct CYYT at FL250 and the route of the aircraft infringed on CYR724. Boston air route traffic control center (ARTCC) lost communication with the aircraft. Canadian Forces base (CFB) Gagetown Range Control was called to 'check fire'. When the aircraft checked in with Moncton area control centre (ACC) they were turned south of CYR724. There was no loss of separation with the special use airspace. Gagetown, NB (Heli) (CYCX) range control was advised. Minor impact on the operation.

Fredericton, NB (CYFC) tower contacted Gagetown Range Control who initiated a 'check fire'. No operational impact at the area control centre (ACC).

A Jazz Aviation de Havilland DHC-8-402 (C-GGNY/JZA8948) on a flight from Toronto/Lester B. Pearson, ON (CYYZ) to Saint John, NB (CYSJ) deviated left by 35 degrees due to weather, and in less than 2 minutes the aircraft entered CYR724. Once range control was contacted the aircraft had already entered the CYR. Range control advised that no activity was taking place. No impact on the operation.

A Canlink Diamond DA 20-C1 (C-FRJU) was on a local flight plan from Moncton, NB (CYQM) (CYQM-CYFC-CYSJ-CYQM). Upon leaving Fredericton, NB (CYFC) control Zone (CZ) approximately 8 miles east of CYFC, C-FRJU made a southbound turn and entered CYR724. Cease fire issued with range control. No impact on operations.

Incident at CYR724

On initial contact after identifying the aircraft it was determined that a Bell Helicopter Textron Canada Limited Bell 505 (C-FDKL) from Debert, NS (CCQ3) to Fredericton, NB (CYFC) was in CYR724. The aircraft was told to make a northbound turn to exit the restricted airspace. No requirement for cease fire with range control as they were aware of the airspace incursion before CYFC Tower did. No further impact on operations.

Incident at FREDERICTON INTERNATIONAL AIRPORT

A Go Helico Inc. Eurocopter EC-130 B4 (C-FXSH) on a flight from Saint John, NB (CYSJ) to Fredericton, NB (CYFC) appeared on radar 10 miles south of CYFC within CYR724 boundary. Check fire initiated. The aircraft then made their initial call to CYFC Tower and was instructed to exit the restricted airspace. The aircraft exited the CYR 1927Z.

Incident at FREDERICTON INTERNATIONAL AIRPORT

A Go Helico Inc. Eurocopter EC-130 B4 (C-FXSH) was on a local flight from Fredericton, NB (CYFC) to Saint John, NB (CYSJ). The aircraft did not follow initial instruction when departing CYFC to maintain north of 09/27 east bound due to traffic on final 27 and cross the path of the traffic. The aircraft was later observed entering CYR724 . Numerous attempts were made to contact the aircraft. Gagetown, NB (Heli) (CYCX) range control was contacted for a "check fire". After a short period off radar, the flight was seen again south of the CYR at 1430Z.

Uncorrelated/Unidentified target that had been heading well to the East made a Southbound turn towards CYR724. Tower attempted unsuccessfully to contact the aircraft on 119.0. Gagetown, NB (CYCX) Range Control was advised. Range control requested to know when the target was clear of the CYR. Target left the CYR boundary at 1648Z.

Incident at FREDERICTON INTERNATIONAL AIRPORT

An American privately registered Mooney M20J from Montreal/ St-Hubert, QC (CYHU) to Fredericton, NB (CYFC) called 15 miles south of CYFC airport within CYR724. Range Control was called for a ?check Fire? at 1720Z. Tower suggested left turn 10 degrees for a faster exit from the CYR. Aircraft exited the CYR at 1723Z. The aircraft then continued north entering CYFC control zone without answering at 1725Z. Another American privately registered M20 inbound, was asked to contact the aircraft on their frequency. Once the M20J was on frequency they had set themselves up for a right base Runway 09 and cleared to land from there. The aircraft was not in a position to land and the Tower controller cancelled the landing clearance and re-cleared the aircraft to the left downwind Runway 09. The aircraft landed safely at 1732Z.

Having departed a private strip outside of Amherst, NS en route to Fredericton, NB (CYFC), the Pilot of a privately registered Zenair CH601-HDS called the tower. The aircraft was observed to have entered the NE tip of CYR724. The aircraft was not identified and was told to remain over the river and the Pilot said they would maintain north of the river. On radar, the aircraft crossed the river and was observed inside the CYR724 NE tip.

Incident at CYR724

A Grand Falls Aviation Service Cessna 172M (C-GAJD), flying from Fredericton, NB (CYFC) to Grand Falls, NB (CCK3) for a local flight over the city of Saint John contacted Saint John, NB (YSJ) flight service station (FSS) for advisory. When the flight contacted FSS an aircraft was observed on surveillance within the CYR724 perimeter, just inside the southeast corner of zone. The target was unverified by YSJ FSS at that time. FSS informed the pilot that the aircraft had passed through the Gagetown, NB (CYCX) military zone CYR724. The flight proceeded with local flight over the city and continued enroute.

A Canlink Aviation Diamond DA 20-C1 (C-FJYS) on a local flight from Fredericton, NB (CYFC) called inbound from southwest and was cleared left downwind Runway 27. The aircraft observed on radar entering CYR724. Checkfire issued with range control (no active firing) and C-FJYS was told to fly west to exit the restricted airspace. The aircraft exited the ranges and landed safely without incident.

Incident at 5NM E FREDERICTON INTL NB (CYFC)

A CANLink Aviation Inc. Beech C90A (C-FSXG) on a local flight from Fredericton, NB (CYFC) (CYFC-FRENN-YQM-CYGR approach). The aircraft departed Runway 09 at CYFC at 2241Z and was cleared direct YGR on course at pilot's request and told to climb to FL190. Shortly after the clearance, the Saint-John controller noticed that the aircraft was turning right towards CYR724. The aircraft was told to turn left to a heading of 020 in order to avoid CYR724. The flight got within 0.6NM of the NE corner of CY724 at an altitude of 5600? before turning away from the area, in order to avoid stress in cockpit.

Incident at FREDERICTON INTERNATIONAL AIRPORT

Tower observed a 1200 code squawking emergency in CYR724. Tower contacted range control and confirmed the flight was a Department of National Defence Lockheed C-130 (Hercules) (TSKR344) on a local flight from Greenwood, NS (CYZX) operating in CYR724. It was determined squawk code was an error and the aircraft was not in distress. Joint Rescue and Coordination Centre Halifax (JRCC) was notified.

Incident at In the vicinity of: 26 NM S FREDERICTON INTL NB (CYFC)

A Jazz De Havilland DHC-8-300 (JZA8788) from Montreal, QC (CYUL) to Saint John, NB (CYSJ) was given a heading of 085 to avoid CYR724 which he accepted. As he flew closer to the CYR, the flight began encountering thunderstorms and adverse weather. The controller attempted to offer solutions, but the pilot took longer to decide than anticipated to make a decision. The pilot was eventually given a heading of 260 when he claimed that he could not continue on the assigned heading of 085 or turn any further to the right. While executing the left turn, the pilot flew within 1.7 NM of the CYR724 where 5NM is the required lateral minimum.

Flight service station (FSS) and Moncton area control centre (QMACC) attempted to contact the aircraft without success. Exited CYR724 after transiting about 6NM through the area. No operational impact.

Incident at In the vicinity of: FREDERICTON INTL NB (CYFC) (Communication navigation surveillance/air traffic system, ATS operating irregularity)

A Jazz Bombardier CL-600-2B19 (Series 200) (JZA8502) from Montreal / Pierre Elliott Trudeau (CYUL) to Fredericton, NB (CYFC) was handed off to the Saint John (SJ) sector from Boston air route traffic control center (ARTCC) on an incorrect frequency of 134.25 which is based at Charlo, NB (CYCL). SJ frequencies of 124.3 and 135.5 were unserviceable (U/S) due to a TELCO outage and use of 132.5 had been previously coordinated. Controller vectored JZA8502 on a heading of 140 degrees for spacing at an altitude of 11000 feet when radio contact was lost. The heading took JZA8502 towards CYR724 and while an incursion did not occur separation deteriorated to 1.8 nm. Communication was re-established 30nm south of CYFC as aircraft was just clear of CYR724. One aircraft was delayed due to the issue.

A Porter Airlines de Havilland DHC-8-402 (C-GLQP/ POE253) from Ottawa, ON (CYOW) to Moncton, NB (CYQM) was deviating around weather and was issued a restriction to keep the aircraft north of CYR724. As the aircraft approached the restriction point, the controller issued further instruction to ensure the required separation with CYR724 was maintained. The aircraft was unable to adhere to the restriction or the instruction due to the weather. The required separation with the CYR724 was not maintained but the aircraft did not enter the CYR724. No further impact on the operation.

Incident at FREDERICTON INTERNATIONAL AIRPORT

Update from Commercial & Business Aviation: The company has debriefed the pilot and recommended procedures with respect to a missed approach while visually manoeuvring. An action plan has been developed in response to this occurrence.
A WestJet Encore de Havilland DHC-8-400 (WEN3406) from Toronto, ON (CYYZ) to Fredericton, NB (CYFC) was cleared for a straight in Instrument Landing System (ILS) 15 circling Runway 27 approach with heavy thunderstorm activity. While talking to Tower on approach for Runway 27, the pilot lost site of field and broke off the approach. The Moncton controller issued a 080 heading but due to heavy thunderstorm activity the aircraft continued a southerly heading. When the aircraft finally was able to avoid the weather and started turn on the heading the aircraft had infringed on CYR724. Controller took action to vector the aircraft out of restricted airspace as soon as possible.

A Vision Air Services Bell 206B (C-GXCH) from Saint John, NB (CYSJ) called 15 miles SW of Fredericton, NB (CYFC) looking to transit the control zone towards Miramichi, NB (CYCH). The pilot was questioned about the position in relation to CYR724 and advised that the aircraft was not in the restricted airspace. 1 minute later the aircraft was observed on radar in CYR724 and was suggested to turn left and fly westbound to exit the ranges. Checked fire issued with ranges but no live firing. Helicopter exited the CYR724 at 1443Z and continued enroute. No impact on operations.

Aircraft was in the restricted airspace for approximately 2 minutes. BD175 contacted Fredericton, NB (CYFC) Tower as it was exiting CYR724 and the pilot was advised that he had been in CYR724. The aircraft was observed exiting CYR724 at 1806Z.

This routing would penetrate CYR724. The aircraft continued on course until a right turn was issued to avoid entering the restricted airspace (CYR). The aircraft turned but was less than the required 5 miles from the SE corner of the CYR as he passed by.

A Capital Airways Cessna 172S (C-FCAP) on a local flight from Fredericton, NB (CYFC) observed on radar entering the North east corner of CYR724. Tower called the aircraft but no response. Range control advised. The aircraft was in the restricted airspace for approximately 2 minutes and exited CYR724 on their own volition. No further incident.

Controller observed the aircraft turn towards CYR724. Controller advised tower to inform pilot that their track they would enter CYR724. The aircraft was observed turning immediately to exit area. The aircraft was in CYR724 for less than 2 minutes.

A check-fire was issued to Gagetown and Fredericton Tower was able to get a hold of FMNB to advise him to leave the restricted airspace. FMNB departed CYR724 at 1126Z.
