A Royal Canadian Mounted Police (Government of Canada) Cessna 208 (C-GPMR) from Ottawa/Carp, ON (CYRP) to Ottawa/Carp, ON (CYRP) crossed through restricted airspace CYR537 (active 3 000 ft and lower) from north to south at 2 500 ft. It attempted to communicate with the terminal, which did not seem to receive its communication. Communication was established at 1650Z and C-GPMR was informed of its infraction. It said that it was having radio issues.

Incident at OTTAWA / MACDONALD-CARTIER INTL ON (CYOW)

The Airborne Sensing Corporation Piper PA-31-325 aircraft (C-FLNZ) was on a local VFR flight from Ottawa, ON (CYOW). NAV CANADA staff at the Ottawa Tower reported that the aircraft was observed on radar passing through the Parliament Hill restricted airspace (CYR537) at 1535Z at an altitude of 2,100 feet. The aircraft did not follow the cleared altitude restriction of 2,000 feet and was observed descending to 1,500 feet. This action resulted in a conflict with an aircraft departing CYOW from Runway 04 (although separation was more than required by 1545Z). Operational impact is unknown.

Incident at In the vicinity of: CYR537 & CYR538

An uncorrelated target was seen entering CYR537 and CYR538 at 1000 ft ASL or lower. A privately registered Robinson R44 was contacted on 123.5, the Rockcliffe (CYRO), ON, frequency, and notified of its incursion into the CYRs. The pilot indicated that their global positioning system (GPS) was not working well and that they were looking for the Casino. Visual references were provided to them and they were able to identify the Casino. No impact on operations. The Royal Canadian Mounted Police (RCMP) and the North American Aerospace Defence Command (NORAD) were notified.

Incident at CYR538 (Communication navigation surveillance/air traffic system)

An Ateliers Fermontois Piper PA-23-250 (C-GOBA) from Green Bay, WI (KGRB) to Ottawa/ Rockcliffe, ON (CYRO) was inbound from the NW to CYRO with the airport in sight. C-GOBA elected to remain IFR a little longer since unfamiliar with the region. C-GOBA finally cancelled IFR and trainee proceeded to cancel radar services and switched the aircraft to the CYRO Unicom but omitted to advise the pilot of the existence of CYR538 and CYR537. The On-the-Job Instructor (OJI) immediately tried to get C-GOBA on the frequency to warn the pilot, but the pilot had already switched to the Unicom. C-GOBA did penetrate CYR538 at 2300ft in descent. C-GOBA was VFR.

Update: Follow-up information received from Flight Operations ? East [2015-10-26]: A Civil Aviation Safety Inspector (CASI) looked into this occurrence. The CASI contacted the operator involved for more information and was advised that this occurrence was being managed through the operator?s safety management system (SMS). The CASI was provided with additional details of this occurrence and the actions the operator has subsequently taken to prevent a recurrence. The CASI was satisfied with the information provided and advised that no further follow-up action by Transport Canada, Flight Operations was required.
An Ottawa Flying Club Cessna 172P (C-GPMR), a local flight from Ottawa, ON (CYOW), was observed entering CYR537 despite instructions from Air Traffic Control (ATC) to keep clear of the area. No impact on the operation.

A privately registered Piper PA-24 from Ottawa/ Rockcliffe, ON (CYRO) to Smith Falls, ON (CYSH) departed CYRO and requested to transit the zone at 2500ft. Approved via the threshold of Runway 25. The aircraft entered CYR537 at 2500ft. Before entering controller asked the aircraft if aware of restricted area. The aircraft answered that he was under impression could transit through CYR537 because of the instructions to proceed to the threshold of Runway 25.

When initial contact was made with Terminal, it was evident that C-GOXI was about to enter the CYR537 and corrective vectors were issued to avoid it but the aircraft still penetrated the airspace regardless. At 0131Z, an unidentified aircraft squawking 1200 was observed on radar passing through CYR537 (Ottawa/Parliament Hill, ON) at 2000 feet. The aircraft then continued westbound into the Ottawa control zone. At 0141Z, the aircraft called the Ottawa tower and was identified as C-GJMD, a Toronto Airways Limited Cessna 172S, on a local flight out of Ottawa/Rockliffe, ON (CYRO), westbound 1 mile south of the Champlain Bridge.

Incident at CYR537 (Parliament Hill)

The privately-operated Air Imex Ltée Aeronca 7AC aircraft (C-FSVM) was on a local VFR flight from Ottawa (Gatineau) Airport (CYND). It was alleged that the aircraft reportedly flew through the restricted airspace over Parliament Hill (CYR537) at an altitude of 1,400 feet, travelling in a north to south direction. The aircraft returned to land at Ottawa (Gatineau) Airport shortly thereafter. The aircraft appeared to be accompanying a banner towing aircraft which was flying in the vicinity of Parliament Hill but which was not reported to have entered the CYR537 restricted airspace. The airspace around Parliament Hill is restricted in a 0.35 mile radius centred on 45°25'29.00"N 075°41'59.00"W from the surface to an altitude of 3,000 feet. Ops. impact -- unknown.
UPDATE Supplemental information received from NAV CANADA A.O.R. #152443-V1: C-FSVM (in a formation with C-FHNK) flew through CYR537 at 1,400 feet. Ops. impact -- none.

NAV CANADA staff at Montréal ACC reported that despite being issued a VFR route clear of CYR538 - Rideau Hall and CYR537 - Parliament Hill, the aircraft was observed on radar to have penetrated CYR538 - Rideau Hall while in descent for Ottawa (Rockcliffe) Airport. The aircraft was observed entering the Ottawa (M-CIA) (CYOW) control zone approximately 6NM northwest of the airport. The aircraft proceeded eastbound and flew through CYR537 with the mode C transponder indicating it was at an altitude of 1,000 feet. The aircraft then flew through the Ottawa (Rockcliffe) Airport (CYRO) zone towards Ottawa (Gatineau) Airport. At no time did the flight crew call Ottawa Tower to request permission to enter Ottawa (M-CIA) (CYOW) control zone. Ops. impact - unknown.

The privately-registered, amateur-built Van's RV-9A aircraft was on a VFR flight from Ottawa (Gatineau) Airport (CYND) to Arnprior (South Renfrew Municipal) Airport (CNP3). The Ottawa Flying Club Cessna 150M aircraft (C-GLKN) was on a local VFR flight from Ottawa (M-CIA) (CYOW) to the practice area. NAV CANADA staff at Montréal ACC reported that the RV-9A aircraft was observed leaving the Ottawa (Rockcliffe) Airport (CYRO) control zone in a westerly direction at an altitude of 2,000 feet. The aircraft entered the Ottawa Class D airspace between CYR537 and Constance Lake without ever establishing radio contact. The Cessna 150M aircraft, leaving Ottawa (M-CIA) for the practice area, had to take evasive action by descending to avoid the Van's RV-9A aircraft. The privately-registered Piper PA-28-161 aircraft was on a VFR flight from [origin unknown] to [destination unknown]. The aircraft entered the Ottawa (M-CIA) (CYOW) control zone near the Parliament Buildings (CYR537) at 1,500 feet heading westbound towards the Champlain Bridge at 2,000 feet. Two (2) aircraft were inbound to the field at 1,500 feet and 2,000 feet. The aircraft then proceeded southeast-bound by two (2) miles and began orbiting and climbing to 3,000 feet. NAV CANADA staff at Ottawa (M-CIA) (CYOW) control tower attempted transmissions to the pilot but did not receive a reply. The pilot eventually contacted Ottawa (M-CIA) Terminal Control Unit (TCU) and proceeded westbound. No other operational impact.

UPDATE (Translation) NAV CANADA staff observed unknown traffic on NARDS. The traffic penetrated the Ottawa (M-CIA) (CYOW) control zone without authorization or a discrete transponder code. The aircraft was observed penetrating CYR537 and afterwards landed at Ottawa (Rockcliffe) Airport (CYRO). The helicopter's registration was determined at that time.
