Incident at TORONTO / LESTER B. PEARSON INTL ON (CYYZ) (ATS operating irregularity)

CDN924 B737 CANADIAN AIRLINES INTERNATIONAL LIMITED IFR Winnipeg to Toronto (LBPIA) ROY331 (IFR from Fort Lauderdale, FL (U.S.A.) to Toronto (LBPIA)) was cleared for the approach to runway 06R. The aircraft was established on the localizer, descending through 3,500 feet. CDN924 was being vectored from the north for the approach to runway 06L and was heading 130, cleared to 3,000 feet. CDN924's crew had been advised that there was one more turn to final. CDN924 proceeded through the localizer and conflicted with ROY331 before the controller issued heading 030 to intercept the approach from the south and instructed CDN924 to expedite the descent through 2,500 feet. ROY331 was pulled off the approach to runway 06R and taken around for another approach. The controller was relieved from duty and an investigation commenced. At the closest point, the aircraft were 1.7NM apart at 3,500 feet, about seven (7) NM final on the parallel approaches to runway 06L and 06R. O.P.I.: PAS
