CDN 470 GIVEN DEPARTURE ADVISORY WITH TWO DH8's ON APPROACH TO RUNWAY 25. AFTER ONE DH8 LANDED, CDN470 TAXIED ONTO RUNWAY 07 AND ADVISED THE SECOND DH8 (ARN823) THAT HE WOULD HOLD POSITION ON 07 WHILE ARN 823 LANDED RUNWAY 25. ARN823 REQUESTED CDN 470 TO GET OFF THE RUNWAY WHILE HE CIRCLED. CDN 470 THEN TOOK A VFR DEPARTURE OFF RUNWAY 07. ARN823 LANDED RUNWAY 25 TWO MINUTES LATER.
