Incident at PRINCE ALBERT (GLASS FIELD) SK (CYPA)

After landing Runway 08 at 1411Z, a West Wind Aviation Aerospatiale ATR 42-300 (C-GWWR/WEW481) from Saskatoon/Diefenbaker, SK (CYXE) to Prince Albert (Glass Field), SK (CYPA) advised that exiting the runway would be slow due to a hydraulic issue. Assistance was offered and declined. One aircraft was affected and delayed approximately 3 minutes while a vehicle (ST31) completed a foreign object debris (FOD) check.

Incident at PRINCE ALBERT (GLASS FIELD) SK (CYPA) (Communication error)

A West Wind Aviation Aerospatiale ATR 42-300 (C-GWWR/WEW461) from La Ronge/Barber Field, SK (CYVC) to Prince Albert/Glass Field, SK (CYPA) was inbound for Runway 26 with an estimated time of arrival (ETA) of 1752Z. A vehicle (LO604) was on Runway 26. At 1747Z the flight service station (FSS) called the vehicle to exit the runway. There was no response after numerous calls and flashing of runway lights. FSS contacted another vehicle (ST31) to remove LO604. ST31 proceeded onto Runway 08/26 and at 1749Z ST31 with LO604 reported off Runway 08/26. WEW461 arrived at 1754Z. No impact on operations. Incident at LA RONGE (BARBER FIELD) SK (CYVC)

A West Wind Aviation Aerospatiale ATR 42-300 (C-GWWR/ WEW481) from La Ronge, SK (CYVC) to Prince Albert, SK (CYPA) received an Air Traffic Control (ATC) clearance to Prince Albert, SK that included a standard instrument departure (SID) restriction. The flight departed at 2022Z and did not conform to the SID restriction.

Incident at In the vicinity of: PRINCE ALBERT (GLASS FIELD) SK (CYPA)

A West Wind Aviation Aerospatiale ATR 42-300 (C-GWWR / WEW441) from Cigar Lake, SK (CJW7) to Prince Albert, SK (CYPA) advised they were in the missed approach for Runway 26 at 0108Z; no reason given. The aircraft then advised that they would enter right-hand circuit for Runway 26. At 0110Z ,WEW441 cancelled IFR and stated their intentions to manoeuvre north of the field. At 0113Z WEW441 advised that they were diverting to Saskatoon, SK (CYXE) due to a MEL issue. WEW441 then contacted the area control centre (ACC) for clearance to CYXE; additional assistance was offered and declined. No impact on operations.

Incident at SASKATOON / JOHN G. DIEFENBAKER INTL SK (CYXE)

A Government of Canada, Department of National Defence Raytheon Aircraft Company CT-156 Harvard II (CBRA56) from Moose Jaw, SK (CYMJ) to Saskatoon, SK (CYXE) was instructed to exit Runway 27 onto Runway 15 after landing. In anticipation of CBRA56 exiting as instructed, a Jazz de Havilland DHC-8-402 (C-GGOY / JZA8487) from Saskatoon, SK (CYXE) to Edmonton, AB (CYEG) was cleared for takeoff from Runway 27. CBRA56 was observed to have missed their exit point and subsequently JZA8487 was instructed to abort takeoff. A West Wind Aviation Limited Partnership Aerospatiale ATR 42-300 (C-GWWR) from Trois-Rivieres, QC (CYRQ) to Saskatoon, SK (CYXE) was instructed to pull up and go around. After CBRA56 exited Runway 27, JZA8487 departed and C-GWWR was re-sequenced for arrival as VFR.

A West Wind Aviation Aerospatiale ATR 42-300 (C-GWWR / WEW452) from Prince Albert / Glass field, SK (CYPA) to Saskatoon / John G. Diefenbaker, SK (CYXE) overshot and landed without incident due to a Mitchinson Flying Service Limited Cessna 172N (C-GBKG) having landed Ruwnay 27 and slow to taxi off the Runway. No other operational impact.

A West Wind Aviation Aerospatiale ATR 42-300 (C-GWWR/ WEW462) from Prince Albert, SK (CYPA) to Collins Bay, SK (CYKC) reported traffic alert and collision avoidance system (TCAS) alert during departure Runway 26, no reported traffic, or traffic visual. TCAS alert tracked down to a helicopter on the ground at Prince Albert Fire Centre, SK (CAL6) (3.4NM on BRG265) with incorrect transponder reporting 1500 AGL. Helicopter transponder was turned off.

An Anderson Aviation Cessna 172P (C-GYWW) from Saskatoon, SK (CYXE) to Prince Albert, SK (CYPA) landed long on runway 08 due strong crosswinds and was delayed exiting runway. A West Wind Aviation Aerospatiale ATR42-300 (WEW431) from Saskatoon, SK (CYXE) to Prince Albert, SK (CYPA) initiated a missed approach due to the aircraft on runway and was delayed approximately 10 minutes.

Incident at SASKATOON / JOHN G. DIEFENBAKER INTL SK (CYXE)

Overflying aircraft and Saskatoon Tower reported an ELT signal on 121.5 MHz RCC Trenton confirmed a 406 MHz ELT signal from C-GWWR, a West Wind ATR 42 parked at Saskatoon. RCC contacted the owner and the ELT was shut off at 0220z.

Incident at SASKATOON / JOHN G. DIEFENBAKER INTL SK (CYXE) (Weather - lightning, ATS operating irregularity, ATM - NAVAIDS/radar)

UPDATE TSB reported that an ATR-42-300, C-GWWR, operated by West Wind Aviation as flight WEW 431, was conducting a visual approach to runway 33 under IFR. A Boeing 737 operated by WestJet Airlines as flight WJA 296 was also cleared for a visual approach to runway 33. A thunderstorm with intense lightning activity was occurring in the vicinity of Saskatoon, and, at 1752 CDT the Saskatoon radar failed. Separation standards reverted to procedural control and an ATC Operating Irregularity occurred with WEW 431 and WJA 296 simultaneously cleared for visual approaches. Before WJA 296 landed, a second ATC Operating Irregularity occurred when an Embraer E190 operated by Air Canada as flight ACA 1125 was cleared for an ILS to runway 09. Although safety was not assured, there was no risk of collision in either operating irregularity.
At 2352z the Saskatoon radar failed with three inbound IFR aircraft to the Saskatoon airport. WEW 431, a West Wind ATR 42, was on approach to Runway 33 at 1.5 NM final and WJA 296, a WestJet B737-700, was also cleared for a visual approach Runway 33 and instructed to contact Tower. Subsequently at 0000z, ACA 1125 was cleared to descend to 4,000 feet and at 0001z was further cleared for a straight-in ILS Runway 09 approach. An ATC Operating Irregularity occurred when there was no verification of WJA 296's position or altitude and safety was not assured.

Saskatoon Tower reported hearing a strong ELT signal from 0155z to 0215z. Trenton RCC later advised that it was from C-GWWR, a West Wind Aviation ATR 42 parked on the field.
