While inbound to Norman Wells, the pilot of C-GUAB, a Piper Cherokee, advised FSS that telephone lines in Colville Lake, his point of departure, were U/S and they were unable to file ADIZ flight plans. C-GUAB and C-GEZB, a Cessna 177, were flying VFR together to Norman Wells.
