Although vehicle (PLH346) received instructions to hold short of Runway 29 and readback was received, the vehicle was observed to have passed the hold short line. An RCMP Air Services Branch Pilatus PC-12/47E (C-GMPM/SST011) on a flight from Greater Moncton/Romeo Leblanc Intl, NB (CYQM) to Greater Moncton/Romeo Leblanc Intl, NB (CYQM) on short final was pulled up.

An RCMP Air Services Branch Pilatus PC-12/47E (C-GMPM/SST011) from Charlottetown, PE (CYYG) to Halifax/Stanfield International, NS (CYHZ) overshot Runway 14 due to an "instrument problem". SST011 returned to land on Runway 23 at 1849Z. No impact on operations.

Incident at 7NM MONCTON / GREATER MONCTON INTL NB (CYQM)

The controller instructed an RCMP Air Services Branch Pilatus PC-12/47E (C-GMPM/SST107) from Toronto / Buttonville Municipal, ON (CYKZ) to Moncton / Greater Moncton Intl., NB (CYQM) to switch to the Moncton tower frequency. SST107 switched as instructed. No approach clearance had been issued, however the aircraft conducted an approach without clearance. No impact to operations.

Incident at 14NM MONCTON / GREATER MONCTON INTL NB (CYQM) (Communication navigation surveillance/air traffic system)

The controller cleared an RCMP Air Services Branch Pilatus PC-12/47E (C-GMPM/SST011) on a flight from Halifax/Stanfield Int'l, NS (CYHZ) to Moncton/Greater Moncton Int'l, NB (CYQM) for visual approach instead of an RCMP Air Services Branch Pilatus PC-12/47E (C-FGMQ/SST107) on a flight from Toronto/Buttonville, ON (CYKZ) to Moncton/Greater Moncton, NB (CYQM). The controller then transferred communication of SST107 to the control tower. No loss of separation. No impact on operations.

Incident at ST. JOHN'S INTL NL (CYYT)

TSB #A17A0082: C-GMPM, a Pilatus PC-12/47E aircraft operated by the RCMP, was conducting flight SST011 from Moncton Airport, NB (CYQM) to St John?s Intl, NL (CYYT) with 1 flight crew member on board. During the approach into CYYT, the pilot conducted a missed approach due to the nose gear unsafe indication. The pilot elected to divert to Gander Intl, NL (CYQX) because of the low visibility and ceilings in CYYT. Following 45 minutes of fuel burn, the pilot conducted a touch and go at CYQX to try to lock the nose gear down, however was unsuccessful. The pilot conducted a second approach and executed a landing with the nose gear still in the up position, which resulted in a nose down landing with the propeller coming into contact with the runway. To limit the engine and propeller damage on landing, the pilot shut down the engine once the main landing gear touched, which also resulted in the propeller feathering. The pilot egressed from the aircraft uninjured after it came to a stop on the runway, and AARF responded. Upon inspection, a tow bar pin was found partially attached to the nose wheel tow point, resulting in the nose wheel unable to lower for landing. The RCMP Air Services are in the process of completing an investigation through their safety management system.

Accident at ST. JOHN'S INTL NL (CYYT) (Aerodrome, runway or taxiway shutdown)

A Royal Canadian Mounted Police Pilatus PC-12/47E (C-GMPM/SST011) on a flight from Moncton/Greater Moncton, NB (CYQM) to St. John's, NL (CYYT) conducted a missed approach at CYYT Runway 11 at 1500Z due to nose gear issues. The aircraft requested to divert to Gander, NL (CYQX) due to the nose gear and CYYT weather. Emergency vehicles were requested to be on standby. At 1550Z, the aircraft conducted a low and over Runway 13 at CYQX for the tower to observe if the nose gear was down (it was not down). After deciding to burn off fuel for approximately 45 minutes, the aircraft conducted an approach Runway 13 without nose gear. The aircraft rested between Taxiway "D" and "E". No injuries. Runway closed.
UPDATE AOR 226349-V1: Gander area control centre (ACC) advised that a Royal Canadian Mounted Police Air Services Branch Pilatus PC-12/47E (SST011) on a flight from Moncton/Greater Moncton, NB (CYQM) to Gander, NL (CYQX) was diverting from St. John's, NL (CYYT) due to a gear indication. No assistance required at the time 1511Z. ACC advised the aircraft was requesting emergency response services (ERS) on standby and would be conducting a low approach for a gear inspection at 1524Z. ERS was on standby positions at 1532Z. At 1550Z, the aircraft conducted a low approach, and the nose gear did not appear to be down. The aircraft burnt fuel for approximately 45 minutes before conducting a 2nd approach. At 1645Z, on the 2nd approach, the aircraft conducted a touch and go to attempt to force the nose gear down. The gear did not appear to drop. At 1700Z, the aircraft conducted a 3rd approach with the nose gear up. ERS responded after touch down, no fire observed. The pilot was observed exiting the aircraft and did not appear to have sustained any injury.

After departing Halifax/Stanfield, NS (CYHZ), a Government of Canada, Royal Canadian Mounted Police, Pilatus PC-12/47E (C-GMPM) on a flight from Halifax/Stanfield, NS (CYHZ) to Moncton/Greater Moncton, NB (CYQM) advised needing to return to CYHZ due to a flap issue. Halifax International Airport Authority (HIAA) was advised. The aircraft landed on Runway 23 at 0232Z.

A Government of Canada, Royal Canadian Mounted Police Pilatus PC-12/47E (C-GMPM) was on a flight from Halifax/Stanfield, NS (CYHZ) to St. John's, NL (CYYT). The aircraft departed CYHZ at 1500Z. The Halifax radar did not pick up the aircraft's transponder until 1512Z, 35NM east of CYHZ at 13 000 feet. A prime target represented the aircraft until its transponder was picked up. No impact on other aircraft.

The Royal Canadian Mounted Police (RCMP) Air Services Branch Pilatus PC-12/47E (C-GMPM / SST011) from St. John's Intl, NL (CYYT) to Moncton / Greater Moncton Intl, NB (CYQM) on final Runway 29 reported red-light indication for nose wheel landing gear. Instrument flight rules (IFR) was cancelled to do checklist. The aircraft landed Runway 29 at 2219Z no impact on operation.

The Government of Canada, Royal Canadian Mounted Police Pilatus PC-12/47E aircraft (C-GMPM) was on a VFR flight from Ottawa (M-CIA) (CYOW) to [destination reported as same]. NAV CANADA staff at Ottawa Tower reported that the pilot advised of smoke in the cockpit and requested to return to Ottawa (M-CIA). No emergency was declared. The aircraft landed without incident at 2050Z. Ops. impact -- none. Note: NAV CANADA did not provide a reason for the three week delay in reporting this occurrence.

The Air Canada Embraer EMB-190 aircraft (operating as flight ACA675) was on a scheduled IFR flight from Halifax (S.I.A.) (CYHZ) to Ottawa (M-CIA) (CYOW). The Government of Canada, Royal Canadian Mounted Police Pilatus PC12 aircraft (C-GMPM) on an IFR flight from Ottawa (CYOW) to Fredericton (CYFC). C-GMPM, Pilatus PC 12, enroute from Moncton (CYQM) to St. John?s (CYYT), aborted takeoff due to the presence of birds. The aircraft taxied back to the hanger to conduct an aircraft inspection. There were no reports of damage and no birds were found on the runway. Nil TSB.

Incident at J.A. DOUGLAS MCCURDY SYDNEY AIRPORT (Communication navigation surveillance/air traffic system)

A malfunctioning microphone in ST31, a Sydney Airport Authority maintenance vehicle, from 16:08Z until 16:12Z, prevented the Charlottetown Flight Service Station (FSS) from delivering an IFR clearance to TSKR328, C130, enroute from Sydney (CYQY) to Greenwood (CYZX), and an airport advisory to C-GMPM, Pilatus PC12, enroute from Sydney to St. John's (CYYT), on the Remote Aerodrome Advisory Service (RAAS) frequency 122.0. TSKR328 contacted the Moncton frequency 118.6 to pick up clearance directly from the Area Control Centre (ACC). RAAS frequency 122.0 was cleared at 16:12Z and communications were established with TSKR328 and C-GMPM. TSKR 328 subsequently departed at 16:17Z, resulting in a slight delay to C-GMPM.

Incident at GREATER MONCTON ROMEO LEBLANC INTERNATIONAL AIRPORT (Overshoot/missed approach, Engine failure, Aerodrome, runway or taxiway shutdown)

UPDATE Maintenance & Manufacturing: Aircraft C-GPEE was on a test flight following an inspection. When the pilot landed, he pulled back on the throttle and the engine speed went below 600 RPM and the engine quit. Maintenance checked the engine and found they were unable to satisfactorily adjust the carburetor. The engine quit for a second time in the same manner . The carburetor will be removed and sent to the overhaul shop for inspection and repairs.
C-GPEE, Cessna R182, landed on Runway 24 and reported engine failure on Taxiway D prior to the hold short line. C-GMPM, Pilatus PC 12 47E, on final approach, was instructed to pull up and go around. C-GPEE restarted the engine and taxied off Runway 24. C-GMPM landed on Runway 24 at 14:53Z. There was no other reported impact on operations.
