Incident at TORONTO / BILLY BISHOP TORONTO CITY AIRPORT ON (CYTZ) (Aerodrome, runway or taxiway shutdown)

A privately registered Luscombe 8E (C-GAOQ) on a flight from Toronto/Billy Bishop, ON (CYTZ) and landing at Toronto/Billy Bishop, ON (CYTZ) was conducting a touch and go on Runway 26 and experienced a partial power loss on departure. The pilot rejected the takeoff, rolled to the opposite threshold, and spun the aircraft to avoid rolling off the end of the runway. The aircraft was disabled on Runway 26 for approximately five minutes before being pushed onto the taxiway. The succeeding arrival, a Porter Airlines de Havilland DHC-8-402 (POE462) on a flight from Montreal/Pierre Elliott Trudeau, QC (CYUL) to Toronto/Billy Bishop, ON (CYTZ) was pulled off the approach. Additionally five other IFR aircraft, a Government of Canada, Royal Canadian Mounted Police Pilatus PC-12/47E (C-GMPO), a Porter Airlines de Havilland DHC-8-402 (C-GKQD/POE386), a Porter Airlines de Havilland DHC-8-402 (C-GLQM/POE941), a Jazz Aviation de Havilland DHC-8-402 (C-GJZX/JZA7962) and a Porter Airlines de Havilland DHC-8-402 (C-GLQE/POE575) were delayed and two VFR aircraft, an Island Air Flight School & Charters Cessna 172M (C-GHZL) and an Island Air Flight School and Charters Cessna 150M (C-GHZL) who were in the circuit were instructed to land.

A Porter Airlines de Havilland DHC-8-402 (C-GKQD/POE513), from Toronto/Billy Bishop (CYTZ), ON, to Québec/Jean Lesage (CYQB), QC, reported that it struck its tail upon landing on Runway 24. Impact: An ExpressJet Airlines Embraer E135 (ASQ4233), from Newark (KEWR), NJ, to Québec/Jean Lesage (CYQB), QC, conducted a go-around at the request of air traffic control (ATC) because of a runway inspection which did not reveal any debris.
UPDATE: TSB report no. A16Q0002: A Porter Airlines DHC-8-400 (C-GKQD/POE513) took off from Billy Bishop/Toronto City Airport for Québec airport. During landing, the aircraft conducted a hard landing and the tail touched the runway. An examination of the aircraft revealed that the weight on wheels switch cover was destroyed and that the aircraft skin was slightly damaged.

TSB Report #A13O0074: The Porter Airlines Inc. Bombardier DHC-8-402 aircraft (POE433, C-GKQD) was being pushed back from the gate when it struck a baggage cart that remained directly behind the aircraft. There were no reported injuries to passengers or ground crew. Damage to the aircraft included a skin scrape six feet in length, stringers and frame members. The trailing edge of the left strake was also damaged. The aircraft was removed from service and is undergoing repairs. During pushback, the wing walkers provided no indication to the crew or the tug operator that the cart was located behind the aircraft. The operator has filed the incident in their SMS system and an investigation will be initiated.

The Porter Airlines Inc. Dehavilland DHC8 402 aircraft (operating as POE684) was on a scheduled IFR flight from Sault Ste. Marie (CYAM) to Toronto (CYTZ). While enroute, the flight crew declared an emergency and advised that they had secured the left engine. The flight crew elected to return to CYAM and landed on runway 30 without further event. ARFF was on standby for the landing.
UPDATE Supplemental information received from T.S.B. Daily Notification [#A12O0042]: The Porter Airlines Inc. de Havilland DHC-8-402 aircraft (C-GKQD, operating as flight POE684) departed Sault Ste. Marie, Ontario destined for the Toronto, Billy Bishop Airport. While in cruise flight at FL250, the "#1 ENG FUEL PRESS" caution light illuminated, followed by an un-commanded engine failure of the left engine. The aircraft returned to Sault Ste. Marie and landed without incident with ARFF services standing by. Prior to the flight, scheduled maintenance was performed on the fuel system. Post-flight troubleshooting by maintenance department staff did not reveal any anomalies in the fuel system that would have contributed to the engine failure. The Full Authority Digital Engine Control (FADEC) unit was replaced and the aircraft was returned to service. There have been no further reported anomalies since the aircraft was returned to service.

An emergency locator transmitter (ELT) signal was heard at the Montréal (CYUL) area control centre and at the Montréal/Trudeau (CYUL) control tower on frequencies 121.5/243.0 MHz between 1257Z and 1314Z. The technical operations coordinator (TOC) and the Trenton Rescue Co-ordination Centre (TR RCC) were notified. Following the receipt of supplementary information from TR RCC, the source of the signal was located and was coming from C-GKQD, a de Havilland Dash 8 operated by Porter Airlines as flight number POE410 that was parked on the ramp; the ELT was activated accidentally.
