Traffic, a Helijet International Sikorsky S76 (JBA705) from Vancouver/Harbour (Public), BC (Heli) (CBC7) to Victoria Harbour (Camel Point), BC (Heli) (CBF7), was passed.

Incident at HALIFAX / STANFIELD INTL NS (CYHZ)

A Jazz de Havilland DHC-8-402 (C-GJZY/JZA8632) from Ottawa/MacDonald-Cartier, ON (CYOW) to Halifax/Stanfield, NS (CYHZ) pulled up at 1450Z, when five miles final for Runway 14, due to excessive turbulence on approach. JZA8632 attempted another approach for Runway 14 and pulled up at 1502Z, when one mile final, due to turbulence. JZA8632 diverted to Deer Lake, NL (CYDF).

Airport Wildlife Control was advised and the runway was inspected, but no evidence of bird remains were found. The aircraft was advised.

The pilot informed the tower that they required emergency medical services (EMS). The Duty Manager (DM) was advised. The aircraft departed at 1516Z.

Incident at NANAIMO AIRPORT

A Jazz de Havilland DHC-8-402 (C-GJZY/JZA8274) on a flight from Nanaimo, BC (CYCD) to Calgary Int'l, AB (CYYC) departed CYCD Runway 16 with the FAXTO transition after the clearance cancelled time. Subsequently, the aircraft failed to climb to 2000 ft over the airport and did not intercept the inbound YVR R-253. As a result, JZA8274 entered an area with a minimum vectoring altitude of 5500 ft at an altitude of 3500 ft. The aircraft was given vectors when safe. No operational impact.

Airbus A320 (UAL547) from Toronto/Lester B. Pearson International, ON (CYYZ) to Chicago/OHare International, IL (KORD), and lined up on Runway 05 without a clearance. The Aviation Operations Centre (AVOPS) was advised. No impact on operations.

The aircraft took Taxiway M and V and asked if they were ahead or behind the United Airlines Boeing 737-824 (N76505/UAL1275) on a flight form Vancouver, BC (CYVR) to Denver, CO (KDEN). The tower advised they took the wrong route and were behind the UAL flight, and to taxi K J to the gate. No impact on operations or risk of collision.

Incident at 8NM VANCOUVER INTL BC (CYVR)

A Jazz Aviation de Havilland DHC-8-402 (C-GJZY/JZA8062) on a flight from Victoria, BC (CYYJ) to Vancouver, BC (CYVR) reported getting a traffic alert and collision avoidance system (TCAS) resolution advisory (RA) to start a slow descent and queried the arrival controller about traffic. The closest traffic to JZA8062 was 1NM east and 1500 feet below. The aircraft acknowledged a false resolution advisory (RA) and continued at its cleared altitude. If JZA8062 had descended, it would have put the aircraft into Boundary Bay's control zone and compromised separation with aircraft in the circuit. No operational impact.

JZA8099 departed runway 08R and did not maintain the SID heading as expected. When queried by the controller the pilot stated they had an avionics issue and were electing to return to CYVR. The preceding aircraft was told to expedite climb to maintain separation.

Following departure from Runway 27, a Jazz Aviation de Havilland DHC-8-402 (C-GJZY/JZA8193) from Kamloops (CYKA), BC, to Vancouver (CYVR), BC, indicated that they had to take action for a traffic alert and collision avoidance system (TCAS) resolution advisory involving an inbound Down to Earth Enterprises Cessna 182(C-FIGG) on a local flight from Kamloops (CYKA), BC, who previously stated that they had JZA8193 in sight. Prior to the TCAS action being taken, JZA8193 had advised that they were switching to Vancouver Centre Frequency.

A Jazz de Havilland DHC-8-402 (C-GJZY/JZA8245) from Terrace, BC (CYXT) to Vancouver, BC (CYVR) declared PAN PAN due to cargo door indication. Aircraft returned safely to CYXT after holding for 45 minutes to burn fuel. No operational impact.
UPDATE TSB#A17P0037: C-GJZY, a de Havilland DHC-8-400 aircraft operated by Jazz Aviation Lp, was conducting flight JZA8245 from Terrace, BC (CYXT) to Vancouver Intl, BC (CYVR). When 34 nautical miles South of CYXT at approximately 8000 feet, the flight crew observed a cargo door warning light. The flight crew elected to return to CYXT and declared a PAN PAN. The aircraft circled for 45 minutes to eliminate the risk of an overweight landing and landed without further event at CYXT. Upon inspection, the door sensor proximity indication values were checked serviceable in accordance with the aircraft maintenance manual (AMM). The aircraft was returned to service as per the minimum equipment list.
UPDATE: Aviation Incident Report#14697: A Jazz de Havilland DHC-8-402 (C-GJZY/JZA8245) from Terrace, BC (CYXT) to Vancouver, BC (CYVR) reported that they had an indicator that the cargo door was not closed. Told the charge hand that they would be returning, closing the door and taking off again. Later, flight service station (FSS) called the charge hand to let them know the aircraft would be circling for an hour to burn off fuel before landing. Airport operations supervisor was called and advised of the situation. New Runway report was completed at 0453Z. The aircraft landed safely and the Ground crew and pilots inspected aircraft.

A runway inspection found one dead crow. 1 IFR arrival and 2 VFR departures were delayed 5 minutes due to the runway inspection.
