A Moncton Flight College Diamond DA 20-C1 (C-FNXA) from Moncton, NB (CYQM) to Moncton, NB (CYQM) entered the control zone from the south without permission. Aircraft came within 5 miles of the airport, was contacted via flight school and returned to the training area. Circuit traffic was slightly delayed on the ground until contact was made with aircraft.

C-FNXA was climbed to 2000 feet to avoid conflict.

Incident at GREATER MONCTON ROMEO LEBLANC INTERNATIONAL AIRPORT

A Porter Airlines de Havilland DHC-8-402 (C-GLQC/POE227) on a flight from Ottawa/MacDonald-Cartier, ON (CYOW) to Moncton/Greater Moncton, NB (CYQM)on vectors 10NM SE of CYQM at 5000 feet above sea level (ASL) reported a strong emergency locator transmitter (ELT). One minute later the signal was gone. Halifax joint rescue coordination centre (JRCC) was called and they were just receiving corroborating information on an ELT from an aircraft at the Moncton Flight College (MFC). MFC was called and verified one of their aircraft, a Diamond DA 20-C1 (C-FNXA) on a flight from Moncton/Greater Moncton, NB (CYQM) and landing at Moncton/Greater Moncton, NB (CYQM) was emitting the ELT, but was safe on the ground. JRCC was notified.

Incident at GREATER MONCTON ROMEO LEBLANC INTERNATIONAL AIRPORT (Aerodrome, runway or taxiway shutdown)

A Canlink Aviation Diamond DA 20-C1 (C-FNXA) on a local flight from Moncton, NB (CYQM) veered off the south side of Runway 29 after landing. The aircraft went into snow and stopped about 50 feet from runway edge approximately 2000 feet from threshold. Emergency Response Services (ERS) responded. Runway 29 closed until the aircraft could be removed from snow bank. No damage or injuries.

A Jazz de Havilland DHC-8-402 (C-GUJZ/JZA8938) from Toronto, ON (CYYZ) to Moncton, NB (CYQM) was turning final on the area navigation (RNAV) for Runway 24 when they got a traffic alert and collision avoidance system (TCAS) warning and stopped decent due to a CANLink Aviation Diamond DA 20-C1 (C-FNXA) on a local flight from CYQM, below them outside the control zone and not on Tower frequency, working near a local training area.

After landing Runway 24, a Canlink Aviation Diamond DA 20-C1 (C-FNXA) on a local flight from Moncton, NB (CYQM) instructed to taxi Runway 24 and hold short Taxiway D to accommodate a departure Runway 24 from Taxiway D. C-FNXA requested confirmation of instructions to hold short taxiway and was given the affirmative, because a clear understanding of the read back to hold short was ascertained, departing aircraft were not given instructions to line up Runway 24 at Taxiway D. C-FNXA after given the affirmative to hold short Taxiway D then proceeded onto Taxiway D and was given further taxi instructions.

Departure of a second DV20 was given a right hand turn for circuits. C-FNXA was observed joining right downwind Runway 24. C-FNXA was again cleared to join left downwind Runway 24.

JZA7674 was delayed several for minutes, arriving CYYG after being cleared for a second approach.

Incident at HALIFAX / STANFIELD INTL NS (CYHZ) (Aerodrome, runway or taxiway shutdown)

Update Maintenance & Manufacturing: It was reported by the pilot to the safety officer that during the stop and go the mixture control was not advanced to full rich and the engine quit when the pilot advanced the throttle. After a normal restart the flight continued on. The aircraft was not snagged as a result of this.
A Canlink Aviation Diamond DA 20-C1 (C-FNXA) on a local flight from Moncton, NB (CYQM) was landing runway 05 during a Stop-and-Go, and engine stalled. After a brief delay, engine was restarted and C-FNXA departed. Impact - Cargojet (CJT619) was delayed approximately 5 minutes.

Incident at FREDERICTON INTERNATIONAL AIRPORT

C-FNXA, Diamond DA 20 C1, reported a high oil temperature reading.The aircraft returned to Fredericton (CYFC) and landed safely at 17:11Z. There was no impact on operations.
UPDATE Airworthiness: The aircraft was ground run and the oil pressure gauge was found reading approximately 8 to 10 PSI too high. A new oil pressure gauge and sender kit was installed and the aircraft was released with no occurrence since.

Incident at FREDERICTON INTERNATIONAL AIRPORT

UPDATE Airworthiness: The aircraft's oil pressure was found to be reading low compared to the external test gauge. A new oil pressure gauge and gauge sender kit was installed. The aircraft was ground run and the oil pressure reading was accurate.
C-FNXA DV20 Diamond aircraft aborted take-off on runway 09 due to high oil temperature, and low oil pressure. Aircraft returned to MFC hanger. A C-152 doing circuits on runway 09 did a go around due to the aborted takeoff.

Incident at CYFC - CYQM

C-FNXA, a Diamond DV20 enroute from Fredericton (CYFC) to Moncton (CYQM) encountered cloud en route and was reported by the pilot as "on top". The pilot advised he was returning to CYFC. The pilot was directed to contact CYQM Area Control Center (ACC). CYQM ACC and CYFC Tower were advised of the situation by Flight Information Center (FIC). The aircraft landed safely at 1427Z.

Incident at FREDERICTON INTERNATIONAL AIRPORT

C-FNXA, Diamond DA 20 C1, was inbound to Fredericton (CYFC) with clearance to land. When the flight reported entering the zone, the tower controller issued a clearance and received no response. Multiple attempts were made to contact C-FNXA, after which the operator then contacted the tower by phone and reported that they were in communication with the pilot on their frequency and that the pilot could not read the tower transmission on frequency 119.0. After coordination with the operator, the tower began communicating with the aircraft on frequency 123.5. The aircraft landed without further incident.
UPDATE Maintenance & Manufacturing: The COMM volume was turned down too low to hear the tower communications.

C-FNXA, Diamond DA 20 C1, completed a touch-and-go maneuver on Runway 27 and advised of two deer on the right side of the runway proceeding towards the runway. C-FNZQ, Diamond DA 20 CA that had been lined up for takeoff, was taxied back around to hold short of the runway. C-FNZQ, C-GPUX, and C-FVDH (Diamond DA 20 C1?s), and C-FCAP and C-GUNB (Cessna 172's) all had departures delayed approximately eight to ten minutes. Nil TSB.

Incident at FREDERICTON INTERNATIONAL AIRPORT

C-FNXA, Diamond DA 20 C1, was instructed to hold short of Taxiway A in Fredericton (CYFC). The aircraft entered Taxiway A, and then was told to hold short of Runway 33. While still on the ground frequency, C-FNXA taxied across the hold short line towards Runway 33. JZA959 was in position on Runway 27, not yet cleared for takeoff. C-FUZG, on final for Runway 33, was pulled up and had not originally been cleared to land. C-FNXA was instructed to taxi to Runway 33 to exit in Taxiway B. JZA959 departed at approximately 19:53Z.

C-FNXA, Diamond DA 20 C1, departed Fredericton (CYFC), enroute to St. Stephen (CCS3) and return, advised after departure of a Gyro problem affecting the Attitude Indicator and Heading Indicator. The aircraft returned and landed without incident at 17:01Z.
UPDATE Maintenance & Manufacturing: Maintenance determined that the vacuum system was above green at full power. The vacuum system regulator was adjusted as per the Diamond maintenance manual. The system was ground tested serviceable and the aircraft was released conditional to a satisfactory test flight.

C-FNXA, Diamond DA 20 C1, was observed on the NAV CANADA Auxiliary Radar Display System (NARDS) entering the zone at 2,000 feet without radio contact (Mandatory Frequency ? MF). Once inside the zone, the aircraft established contact and advised that they were initiating a 360-degree turn and would call back with their intentions. The aircraft landed safely.

Incident at FREDERICTON INTERNATIONAL AIRPORT (TCAS alert, Conflict - potential)

GGN7476, Beech 1900D, enroute from Fredericton (CYFC) to Halifax (CYHZ), departed Runway 15 on the Jemseg1 departure. Traffic was C-FNXA, DA 20 C1 crossing YFC VOR at 1,800 ft. inbound to join downwind for Runway 15. Traffic was passed to both aircraft. Ten minutes later, GGN7476 reported on frequency 121.7 that he had TCAS Alert and a ground proximity warning alarm. The Moncton Area Control Centre Shift Manager was advised. Nil TSB.

Incident at FREDERICTON INTERNATIONAL AIRPORT (Conflict - potential, Alleged Canadian Aviation Regulations (CARs) infraction)

UPDATE TSB: A08A0057: Two Moncton Flight Collage Diamond DA-20-C1 aircraft were operating in the circuit at Fredericton Airport. Aircraft registration C-FNTJ was stopped on RWY 33 as part of the "stop and go" circuit. Aircraft registration C-FNXA was on final approach for RWY 33. The Flight Service Specialist (FSS) contacted C-FNXA and requested that the aircraft pull up and go around. C-FNXA continued the approach and landed on RWY 33 while C-FNTJ was still on the runway. FSS then requested that C-FNXA hold position as C-NTJ continued to roll. C-FNXA stopped short of C-FNTJ and returned to the ramp.
C-FNTJ was on Runway 33 in the stop and go for circuits while C-FNXA was on final approach for Runway 33. The Flight Service Station (FSS) requested C-FNXA to pull up and go around. C-FNXA landed on Runway 33 while C-FNTJ was still on the runway. FSS requested C-FNXA hold position as C-FNXA continued to roll. C-FNXA stopped short of C-FNTJ and returned to the ramp. TSB Case Closed.

UPDATE TSB: A08A0049: The Moncton Flight College Diamond DA-20, C-FNIN, was to depart Fredericton Airport on a local flight. FSS provided the traffic advisory and taxi instructions to hold short of RWY 27. Another Diamond DA-20, C-FNXA, was conducting circuits and on short final for a full stop. As C-FNXA continued for landing C-FNIN entered RWY 27 at taxiway ALPHA. C-FNXA was requested to conduct an overshoot to which the pilot complied. C-FNIN taxied via RWY 33 and taxiway BRAVO to the apron. An MFC instructor requested through the FSS that C-FNIN return to the MFC apron.
C-FNXA, Diamond DA 20 C, was conducting circuits on Runway 27. C-FNIN, Diamond DA 20 C1, was provided an airport advisory including traffic and requested to hold short of Runway 27. While C-FNXA was on short final, C-FNIN entered Runway 27 at Taxiway A. C-FNXA was requested to overshoot Runway 27. C-FNIN taxied via Runway 33 and Taxiway B to the apron. TSB Case Closed.

Incident at FREDERICTON INTERNATIONAL AIRPORT (Conflict - potential, Communication error)

UPDATE TSB: A08A0016: Two Moncton Flight Collage Diamond DA-20 aircraft, C-FNIN and C-FNXA, were conducting left hand circuits from RWY27. C-FNIN was preceding C-FNXA in the circuit and both pilots indicated their intention to make full stop landings. C-FNIN was observed on short final for RWY27 when C-FNXA reported final RWY27 as well. C-FNXA was provided traffic information on C-FNIN as 1/2 mile final RWY27 for a full stop. The pilot of C-FNXA acknowledged the information. C-FNIN landed and was still on RWY27 when the FSS specialist noticed C-FNXA was on short final RWY27. The FSS specialist then requested that the pilot of C-FNXA conduct an overshoot; the pilot acknowledged the information. The pilot then requested a full stop landing and proceeded to land while C-FNIN was still occupying the runway.
Two Diamond aircraft were conducting left hand circuits on RWY27 at the Fredericton airport. CFNIN was preceeding CFNXA in the circuit. Both aircraft indicated their intentions to make full stop landings. CFNIN was observed on short final RWY27 when CFNXA reported final RWY27 as well. CFNXA was passed traffic as 1/2 mile final RWY27 full stop. CFNXA responded ROGER. CFNIN landed RWY27 and was still on RWY27 when CFNXA was observed short final RWY27. CFNXA was requested to overshoot. CFNXA replied roger, then asked if he could make a stop landing, and then proceeded to land while CFNIN was still occupying the runway. TSB Case Closed
