Incident at In the vicinity of: TOFINO / LONG BEACH BC (CYAZ)

A Seair Seaplanes Cessna 208 (C-FLAC) from Vancouver/ Richmond Water, BC (CAM9) to Kyuquot Water, BC (CAR7) entered and descended in the Tofino, BC (CYAZ) control zone without prior contact on the mandatory frequency (MF). C-FLAC did not respond to calls from Nanaimo, BC (CYCD) FSS on the CYAZ RAAS MF. At approximately 2212Z, C-FLAC contacted CYCD on the MF and advised that they had passed a PC12. C-FLAC was advised that they had entered the control zone without prior call and IFR traffic departed CYAZ. The PC12 was IFR traffic registration N670WH. The American corporately registered Pilatus PC-12/45 (N670WH) from Tofino, BC (CYAZ) to Bellingham, WA (KBLI) was passed C-FLAC traffic prior to departure from CYAZ.

Incident at VICTORIA INTL BC (CYYJ)

C-FLAC a Cessna 208 owned by Seair Seaplanes entered Class C airspace without contacting Victoria Tower. No operational impact.
Update from C&B: Disussed the violation with the company training pilot as the aircraft was on a training scenerio. A tight left turn was initiated, after departure, to avoid the restriction but as the aircraft was very light, the climb was at a high rate, not too familiar to the pilots. They just touched the edge of the restricted zone and were ""surprised"" to hear from the controler, regarding the matter. However, they have accepted the circumstances and will avoid another occasion for a repeat. Information relayed to all crews on this matter
Update from C&BA: occurrence was discussed with compnay. No further action required.
