UPDATE TSB: A08A0037: The Canadair CRJ aircraft, operating as Air Canada Jazz (JZA) 8802, was on a flight from Moncton to Halifax. The ATR 42 aircraft, operating as Air Saint-Pierre (SPM) 1221, was on a flight from Saint Pierre and Miquelon to Halifax. JZA 8802 was on right downwind for a visual approach to runway 32, descending to 3000 feet. SPM 1221 was inbound from the east for a straight in visual approach to runway 32, descending to 2000 feet. When SPM1221 was 12 miles east of the airport, the controller instructed SPM 1221 to turn left 10 degrees to ensure spacing. The aircraft correctly read back the instruction, and then turned right 10 degrees. The controller recognized that the aircraft had turned the wrong way, and issued a second left turn to a heading of 250 degrees. JZA8802 passed behind SPM1221 with 2.5 miles lateral and 800 feet vertical spacing, were 3 miles or 1000 feet was required.
JZA8802, RJ 100, enroute from Moncton (CYQM) to Halifax (CYHZ), was on right downwind for a visual approach to Runway 32, descending to 3,000 feet. When SPM1221, AT42-300, enroute from St. Pierre (LFVP) to Halifax, was 12 miles east of the airport, the controller instructed SPM1221 to turn left 10 degrees to ensure spacing. The aircraft correctly read back the instruction, and then turned right 10 degrees. The controller recognized the pilot error, and issued a second left turn to a heading of 250 degrees. JZA8802 passed behind SPM1221 with 2.5 miles lateral and 800 feet vertical spacing. TSB Case Closed.

ICN2244 AT42 enroute Fredericton to Saint John was cleared Direct the Fredericton VOR V310 Saint John. After passing the Fredericton VOR the aircraft was observed on radar to be proceeding direct Saint John. A vector was issued which minimized the time that the aircraft was in CYR724. Nil TSB

ICN1668 received departure instructions to turn left on a heading of 210 after take off. When ANU405 was ready to roll out, the controller gave him the information that ICN1668 was turning on heading 210. The ANU405 pilots took this information as an authorization and turned to a heading of 210 after take-off rather than climb in the runway axis. The 2 aircraft came within 2 miles lateral and 900 ft vertical where a separation of 3 miles and 1000 ft is required. BPR: NAN, NAP

CDR1885 (Canadian Regional AT42). While CDR1885 was on a straight-in back course approach to runway 29, C-FOPJ was cleared to depart runway29, turn left to a heading of 160 degrees and maintain 9000'. When C-FOPJ was radar identified after departure, it was instructed to "proceed on course when leaving 3500'" (CDR1885 being out of 25000' on descent). C-FOPJ read back "proceed on course to 3500'". The controller failed to detect the read-back error and a loss of separation occurred when C-FOPJ turned eastbound on course. At that time, the aircraft were on reciprical courses at 5 nm and 100' vertical spacing. When the aircraft actually passed, there was one mile lateral and 1600' vertical spacing. Ops. Ground controller instructed N2083C to hold short runway 15 on juliet taxiway eastbound. Pilot read back the hold short, stopped briefly, then crossed runway 15 while OEL1923 (AT42) was departing runway 33 from bravo-two. Ops. Impact -- none.

VFR Montreal to Toronto Island. Pilot requested weather from Kingston FSS. Due weather, the pilot decided to land at Kingston and reported 22 NM east. FS Specialist advised the pilot that SVFR would be required and to request it before entering zone. Pilot requested SVFR which was approved by ATC and a landing advisory for runway 19 was given. OEL1930 (AT42) requested advisory and IFR clearance for departure. C-GJZG reported on top of cloud and looking for a break to descend. Located a break over the field by GPS and descended. While cirlcing, weather became IMC. Relocated airport with GPS and did an approach for runway 30. Pilot advised of traffic holding on that runway. Pilot overshot and landed 19. Ops. UPDATE Supplemental information received from T.S.B. Final Report (Synopsis): After the pilot started the right engine of the Avions de Transport ATR-42 aircraft, the ramp station attendant disconnected the ground power unit (GPU). He proceeded to move the GPU with a tractor tug from the right nose section of the aircraft to a parking area located near the aft left side of the aircraft. A continuous sharp left turn was made and the tractor tug struck the left nose section of the aircraft. The impact caused the Flight Attendant to be thrown into the fold-down aft galley table tray, receiving minor injuries to her right side. The passengers on-board the aircraft were seated at the time and were not injured. The ramp station attendant on the tractor tug was not injured.
