Although it had received and read back standard instrument departure (SID) DEP06R, an ABC Aerolineas Airbus A320 (AIJ811) from Montreal/Pierre Elliott Trudeau Intl, QC (CYUL) to Mexico City, Mexico (MMMX) advised the air traffic services (ATS) unit that it was flying direct FAWNS. The SID calls for a climb along the runway centreline. No impact on operations.

Incident at MONTRÉAL / PIERRE ELLIOTT TRUDEAU INTL QC (CYUL)

Shortly after it had received and read back clearance to cross Taxiways L, A, and A3, a Propair Inc. Beech A100 (C-FWRM/PRO4651) from Montreal/Trudeau, QC (CYUL) to Chibougamau/Chapais, QC (CYMT) reported that its brakes were not working. The aircraft received and read back the instruction to hold short of Runway 06R. Two other aircraft (RAG200 et JZA8454) received and read back clearance to take off from Runway 06R. PRO4651 then reported that it had crossed the stopline. Impact: an Aeromexico Boeing 737-800 (XAAME/AMX681) from Montreal/Trudeau, QC (CYUL) to Mexico City, Mexico (MMMX) received the instruction to reject its takeoff, and an Executive Jet Management Inc. Bombardier BD-700-1A10 (N898MJ/EJM898) from Teterboro, NJ (KTEB) to Montreal/Trudeau, QC (CYUL) was instructed to pull up. No other impact.

A Lufthansa Airbus A330-300 (DLH471) from Toronto/Lester B. Pearson, ON (CYYZ) to Frankfort, Germany (EDDF) incurred a 5-minute delay while waiting for departure. Runway inspection found nothing.

Incident at RONTA intersection

A Jazz Bombardier CL-600-2D24 (JZA7917) from Raleigh-Durham, NC (KRDU) to Toronto/Lester B. Pearson, ON (CYYZ) was instructed to fly a heading of 030 to intercept the Instrument Landing System (ILS) for Runway 05, and read back the same. When approaching the localizer (LOC), JZA7917 was observed beginning a left hand turn and the crew advised they had bad tracking. The controller cancelled the approach clearance for an Air Canada Rouge Airbus A319 (ROU1981) from Mexico City, Mexico (MMMX) to Toronto/Lester B. Pearson, ON (CYYZ), which was the next aircraft in sequence, and instructed an Air Canada Embraer ERJ 190-100 IGW (ACA475) from Ottawa/Macdonald-Cartier, ON (CYOW) to Toronto/Lester B. Pearson, ON (CYYZ) to climb back to 4000 feet. The controller issued vectors to JZA7917 in order to re-sequence them. There were no conflicts and JZA7917 landed uneventfully at 2334Z.

A Pegasus Elite Aviation Learjet 60 (N618L/PEG180) from Toronto/Lester B. Pearson, ON (CYYZ) to Westchester, NY (KHPN) departed Runway 24R at CYYZ, and was given a clearance of 7000ft, read back was correct. PEG18 climbed through 7000ft. By the time the controller noticed the error and re-cleared PEG18 back to 7000ft, PEG18 had passed behind an Air Canada Rouge Airbus A319-114 (C-GARO/ROU1981) from Mexico City, Mexico (MMMX) to Toronto/Lester B. Pearson, ON (CYYZ), with 1.3NM and 900 feet separation. No operational impact.
Update TSB Report #A20O0021: N618L a Learjet 60 aircraft operated by Pegasus Elite Aviation LLC flight PEG18, departed runway 24R at Toronto LBPIA (CYYZ) ON, and was given a clearance of 7000 feet, read back was correct. However, PEG18 climbed through 7000 feet. By the time the controller noticed the error and recleared PEG18 back to 7000 feet, PEG18 had passed behind Air Canada Rouge flight ROU1981, an Airbus A319-100 (C-GARO) aircraft from Mexico City/Benito Juarez International Airport (MMMX) MX to CYYZ. Separation was reduced to 1.3 NM and 900 feet where 3 NM or 1000 feet were required.

TSB Report #A20F0100: C-FYKR, an Air Canada Airbus 319-100, was operating as flight AC992 from Mexico City/Benito Juarez Intl. (MMMX), Mexico, to Toronto/Lester B. Pearson Intl. (CYYZ), ON. During the takeoff run, the flight crew noticed a left hand engine surge of around 60-70kts. Flight crew rejected take-off and taxied to the gate. There was no injury and no emergency was declared.

Upon intercepting, on a heading of 220 at 10NM final and 3000, AIJ2810 executed a hard right turn, breaking away from the approach. The controller queried the pilot and asked if they wanted to be vectored for a new approach. The pilot asked to proceed direct VOLAX (Final Approach Fix) to continue the approach. AIJ2810 landed normally. No impact on operations.
