Coordination was carried out. ASQ4074 was on the ground on Runway 06R at 0013Z. Impact: eight departures were delayed by approximately 10 min and four arrivals were delayed by 6 min. The National Operations Centre (NOC) and the Air and Space Operations Centre (AOC) were notified.

TSB Update #A19Q046: A SkyWest Airlines Bombardier CRJ-200 (N928EV/SKW3130), with 3 crew members and 44 passengers on board was on an instrument flight rules (IFR) flight from Chicago O’Hare, IL (KORD) to Montreal/Pierre Elliott Trudeau, QC (CYUL). While inbound for CYUL, at FL200, speed indications became unreliable; the pilot-in-commands anemometer displayed an "amber IAS flag" (indicated airspeed); the co-pilots indicated 40 kts and his altimeter was fluctuating. The flight crew declared an emergency. The aircraft landed without incident on Runway 06R, with Aircraft Rescue and Fire Fighting (ARFF) services present and ready to intervene. No damage or injuries to report.

At the Montreal/Trudeau, QC (CYUL) aerodrome, a vehicle (PER20) taxied on Taxiway A, then received and read back the instruction to hold short of Runway 24L. The follow-me vehicle made an incursion on the threshold of Runway 24L. The controller instructed a Skywest Airlines Bombardier CL-600 2B19 (series 200) (N902EV/SKW3130) from Chicago/OHare, IL (KORD) to Montreal/Trudeau, QC (CYUL) to conduct a go-around.
Update - TSB Report #A19Q0015: N902EV, a SkyWest Airlines Bombardier CL-600-2B19 CRJ200, was on instrument flight rules (IFR) flight SKW3130 from Chicago/O’Hare Intl, IL (KORD) to Montreal/Pierre Elliott Trudeau, QC (CYUL). Snow removal operations had been conducted on Runway 24R, and the convoy of vehicles was heading towards Runway 24L via Taxiway Alpha. The convoy received and correctly read back the instruction to hold short of Runway 24L. SKW3130 was on short final for Runway 24L when the head vehicle made an incursion onto Runway 24L, followed by 2 other vehicles; the rest of the convoy held short of the runway. The air controller instructed SKW3130 to reject its approach. The crew of SKW3130 conducted a pull-up and returned to land without incident on Runway 24R. There were no injuries.

An American Airlines Inc. Boeing 737-823 (N871NN/AAL397) from Vancouver, BC (CYVR) to Chicago/OHare, IL (KORD) blew a tire departing Runway 26L. The runway was closed for about 30 minutes due to the sweeping up of the rubber.
Update TSB #A19P0054: N871NN, a Boeing 737-800 aircraft operated by American Airlines, was conducting flight AAL397 from Vancouver Intl (CYVR), BC to Chicago/O’Hare Intl (KORD), IL. During the takeoff from Runway 26L at CYVR, one of the tires on the left main landing gear blew. The YVR Airport Authority reported tire fragments on the runway, as well as a hydraulic line support bracket. The flight crew was contacted and determined that the aircraft would be overweight if they returned to CYVR; therefore, the decision to divert to Seattle-Tacoma Intl (KSEA), WA, was elected. The flight crew reported that the hydraulic system A quantity was depleted to 23%, and the ANTI-SKID INOPERATIVE light illuminated after takeoff. An emergency was declared, and the aircraft proceeded to KSEA.
