After initial contact, a Ministry of National Defense of Turkey Lockheed C-130 (TUAF401) from Goose Bay, NL (CYYR) to Dover Air Force Base, DE (KDOV) reported that it was flying DCT YRI while the cleared route was YYR L600 YZV J582 PQI J55 HTO. The aircraft was cleared again for DCT PQI J55 HTO to its destination. No impact on operations.

An Atlas Air Boeing 747-400 (N416MC/GTI8045) on a flight from Ramstein Air Base, Germany (ETAR) to Dover Air Force Base, DE (KDOV) advised that they were shutting down one engine as a precaution, however, were not declaring an emergency. The aircraft proceeded without further incident. No impact on operations.
Update TSB Report #A19A0089: N416MC, a Boeing 747-412F operated by Atlas Air, was conducting flight GTI8045 from Ramstein Air Force Base, Germany (ETAR) to Dover Air Force Base (KDOV), DE. During cruise, 82 nm NW of Goose Bay Airport (CYYR), NL the crew observed the right hand outbard engine oil quantity turn magenta on the EICAS. The crew consulted with company flight dispatch and maintenance control. The crew completed a precautionary shut down of the right hand outbard engine but did not declare an emergency. The flight continued to KDOV where it landed without further incident. Maintenance has removed the engine and is being investigated for the original fault.

Incident at GANDER INTL NL (CYQX)

Approximately one hour after touchdown of a U.S. Military Airlift Command Lockheed C-5 (Galaxy) (RCH326) from Dover Air Force Base, DE (KDOV) to Gander, NL (CYQX), the CYQX tower first became aware of an issue when emergency response services (ERS) contacted the tower to inquire if they had any further information about where the aircraft had struck the debris that had caused the damage to the C5 Galaxys horizontal stabilizer. Subsequent information was obtained from the aircrew, where it was discovered that there was a panel missing from the right wing close to the leading edge between the inner engine and the fuselage. The crew suspects that this panel came off in flight and then caused the damage to the horizontal stabilizer, but they could not be sure as to when this had occurred. The airport conducted a thorough inspection of the runway and could not locate any debris.

It flew over 54/30. Pitt Meadows, BC (PK) handled the gross navigational error (GNE) and reported it. When queried by PK the pilot acknowledged it was their mistake.

When queried, the pilot indicated their flight planned route was YWG J515 YQU. The flight plan on file showed YWG YQU. No other aircraft in the vicinity and no impact to operations.

An Atlas Air Boeing 747-400 (N496MC/GTI8880) from Dover Air Force Base, Delaware (KDOV) to Frankfurt–Hahn, Germany (EDFH) was passed from New York (NY) oceanic area control centre (OAC) to Gander (QX) oceanic area control centre (OAC) at 2200Z. At 2221Z, Gander (QX) air traffic control (ATC) called New York (NY) and approved GTI8880 with a reroute from the flight plan. The flight plan was 48/30 49/20 KOGAD BIMGO. Gander (QX) air traffic control (ATC) approved 48/30 50/20 SOMAX ATSUR). New York (NY) air traffic control (ATC) confirmed that the reroute was issued to GTI8880 via controller-pilot data link communications (CPDLC) and a "will comply" (WILCO) response was received back from GTI8880 at 2222Z. GTI8880 advised that an air traffic control (ATC) intervention to prevent gross navigational error (GNE) may be filed.

Automatic dependent surveillance ? contract (ADS-C) reports for the aircraft had indicated the flight had descended to FL367 and shortly after another indicated the flight climbed to FL375. The aircraft advised the deviation was due to severe turbulence. No injuries were reported.

UPDATE: JRCC HALIFAX SARSUM REPORT#[S2017-00324]: (471500N 0473600W). Gander Oceanic called to report that RCH695 FL320 had suffered a dual FMS failure and returned towards St. John's. Gander received an updated report saying that RCH695 was on radar and returning to Dover Airforce Base.
At 2254Z a United States Air Force Lockheed C-5 Galaxy (RCH695) on a flight from Dover Air Force Base, DE (KDOV) to Ankara, Turkey (LTAC) declared an emergency due to a dual flight management system (FMS) failure. The aircraft requested to turn around and head towards the coast of Newfoundland and requested radar vectors. The flight was given a heading of 290 degrees. RCH695 coasted in approximately 15 minutes later and was radar identified. The aircraft then continued to their point of departure, KDOV.

No traffic. Aircraft was re-cleared as requested. At 1410Z flight requested climb to FL340 to check on the pressurization issue. They established level FL320 and when queried advised they were cancelling the emergency and continuing to destination. Flight exited the Gander FIR at 1506Z.

A United States Air Force Lockheed C-5 (Galaxy) (RCH216), from St. John's, NL (CYYT) to Dover Air Force Base, DE (KDOV), departed Runway 29 at 1840Z and, due to the Foreign Object Debris (FOD) Program, all surfaces the heavy RCH216 taxied on were closed, until inspected and cleaned. An Air Canada Airbus A319-114 (C-FYKC/ACA681), from St. John's, NL (CYYT) to Toronto, ON (CYYZ), was delayed until 1906Z. A Woodward's Oil Cessna 525 (C-GWGZ), from St. John's, NL (CYYT) to Goose Bay, NL (CYYR), was delayed until 1919Z. Additionally, a PAL Airlines de Havilland DHC-8-100 (C-GPAL/PVL411), from Gander, NL (CYQX) to St. John's, NL (CYYT) was also put into an IFR hold until 1903Z.

30 minutes after landing Runway 29, a United Sates Navy Lockheed C-130 (CNV3363) from Dover Air Force Base, DE (KDOV) to St John's, NL (CYYT) advised they were missing the lens from their landing light. A Runway inspection found nothing. The departure of Kelowna Flightcraft (KFA289) was delayed approximately 7 minutes while the runway was inspected.

At 2328Z the aircraft executed a missed approach due to a terrain warning. RCH286 was vectored again for Runway 21 and landed at 2347Z without incident. Visibility was 20 miles with an 8400 foot ceiling.

The clearance could not be issued due to traffic. The flight was rerouted into Gander's airspace and upon radar identification, just south of TALGO Intersection, was cleared from 34,000 feet to 30,000 feet. No emergency was declared and the flight continued to destination.
