The flight service station (FSS) observed an Air Creebec de Havilland DHC-8-314 (C-FNXN/CRQ530) from Sept-Îles, QC (CYZV) to Mont-Joli, QC (CYYY) deviating from the standard instrument departure (SID) for Runway 27. The FSS contacted CRQ530 to confirm that it was still following SID. CRQ530 reported that it was conducting a 10-degree left turn to avoid geese. No impact.

An Air Inuit de Havilland DHC-8-314 (C-GXAI/AIE861) from Port-Menier, QC (CYPN) to Mont-Joli, QC (CYYY) was cleared for CYYY. The aircraft cancelled its IFR at 1641Z, directly above the airport while it was heading to Runway 06. The aircraft landed at Rimouski, QC (CYXK) instead of CYYY. The Montreal Area Control Centre (CZUL) was notified. A Government of Canada Department of Transport de Havilland DHC-8-102 (C-GCFJ/TGO950) from Greater Moncton/Romeo Leblanc Intl, NB (CYQM) to Greater Moncton/Romeo Leblanc Intl, NB (CYQM) was in the sector. No known impact. Duplicate AOR 258749-V1 deleted.

Incident at MONT-JOLI QC (CYYY)

Runway 24 was designated at Mont-Joli, QC (CYYY). A Chrono Aviation Beech 1900D (C-FKNO/NDL901) from Quebec/Jean Lesage Intl, QC (CYQB) to Mont-Joli, QC (CYYY) asked the Montreal Area Control Centre (CZUL) for Runway 06. Request denied. During the initial call, the specialist mentioned that Runway 24 was in service. NDL901 did not want to use the circuit established by the specialist.

Incident at BAIE-COMEAU QC (CYBC)

A Jazz de Havilland DHC-8-311 (C-FRUZ/JZA8928) from Baie-Comeau, QC (CYBC) to Mont-Joli, QC (CYYY) reported that it was rejecting its takeoff due to a light on the dashboard, and it returned to the terminal. The IFR clearance was cancelled, and the Montreal Area Control Centre (CZUL) was notified. No impact on operations. On the second attempt, the same problem occurred. The aircraft returned to the terminal. CZUL was notified. IFR clearance was cancelled. No impact.
UPDATE from Airworthiness: A Civil Aviation Safety Inspector (CASI) looked into this occurrence. On takeoff, the Flight Crew received a "#2 FUEL FLTR BYPASS" amber caution light; takeoff was rejected and the aircraft exited the runway. After contacting Company Maintenance Operations Control (MOC), resetting the system and completing a successful ground run-up, a second takeoff was attempted with the same result. The flight was cancelled and the aircraft returned to the terminal. The aircraft was removed from service and a Maintenance Crew travelled to the station. The engine high pressure fuel filter was replaced along with the pressure switch before returning the aircraft to service. No Service Difficulty Report (SDR) is necessary.

A Nolinor Aviation Convair 440 (C-GQHB/NRL520) from Mont-Joli, QC (CYYY) to Baie-Comeau, QC (CYBC) chose Runway 28 while a Jazz de Havilland DHC-8-301 (JZA8960) from Montreal/Pierre Elliott Trudeau, QC (CYUL) to Baie-Comeau, QC (CYBC) was inbound for Runway 10 and had previously established a circuit on Runway 10.

An Air Creebec de Havilland DHC-8-314 (C-FNXN/CRQ530) from Mont-Joli, QC (CYYY) to Sept-Iles, QC (CYZV) declared an engine failure emergency with the Montreal regional control centre (ZUL) after takeoff and returned and landed at CYYY. It was on the ground without any problems by 1504Z. Impact on operations: the departure of a PAL Airlines de Havilland DHC-8-300 (PVL3071) was delayed by approximately 30 minutes.
Update - TSB #A19Q0070: an Air Creebec DHC-8-300 (C-FNXN/CRQ530) on an instrument flight rules (IFR) flight from Mont-Joli, QC (CYYY) to Sept-Îles, QC (CYZV) with 3 crew members and 43 passengers on board. Shortly after takeoff from Runway 06 at CYYY, the crew noted torque and power fluctuations in the left engine (Pratt & Whitney Canada PW123B), then turned off the engine as a precaution and declared an emergency. The aircraft returned to CYYY where it landed without incident. No one was injured.

UPDATE from Airworthiness: A Civil Aviation Safety Inspector (CASI) looked into this occurrence. A Provincial Airlines Beech 1900D (C-FNCP/PVL903), on departure from Halifax/Stanfield, NS (CYHZ), was unable to retract the landing gear. The aircraft returned to base without incident. Maintenance determined that a right-hand (R/H) wheel well connector was at fault. The connector was cleaned, inspected and re-seated. Landing gear function checks were carried out and the aircraft was returned to service.
