A privately registered Cessna 210B on a flight from Îles-de-la-Madeleine, QC (CYGR) experienced a radio failure 30NM North of Charlottetown, PE (CYYG). The pilot established contact with the London (YXU) flight information centre (FIC) via cellphone. The Moncton area control centre (QM ACC) relayed clearances via the YXU FIC and the aircraft diverted and landed safely at CYYG. A privately registered Piper PA-24-250 from Halifax/Stanfield, NS (CYHZ) to Debert, NS (CCQ3) did not hold at the Moncton very high frequency omnidirectional range (VOR) as cleared, and kept altering its heading when cleared for the instrument landing system (ILS) 03 approach at Charlottetown, PE (CYYG), via VILRI. The clearance was cancelled and the aircraft returned to CCQ3. No separation issues or impact to operations.

A Shoreland Transport Inc. Beech B200GT (C-FMGC) had departed from Charlottetown, PE (CYYG) and was en route to Saint John, NB (CYSJ) at 1511Z. After departure, the pilot advised of a possible bird strike upon rotation. The flight service station (FSS) advised the Field Foreman (FF) to conduct an inspection of the runway. The Field Foreman confirmed a bird strike, as a juvenile falcon was found injured on the runway. The bird was removed and the pilot was advised. No impact on operations.

The Sydney Airport Authority (SAA) phoned the Charlottetown (YYG) flight service station (FSS) and advised there was no answer from radio on 122.0 MHz. Two different vehicles conducted test calls, with a result of "no reply heard" (NRH). The Technology Operations Coordinator (TOC) was advised that both the "main" and "back-up" were unserviceable (U/S).

At Charlottetown, PE (CYYG), a privately registered Piper PA-28-180 landed on Runway 10 at 1654Z and proceeded to taxi off of the runway, onto Runway 21, to return to the apron. When approximately 1000ft south of the intersection, the aircraft advised it had a flat tire (the nose wheel). The flight service station (FSS) advised the Charlottetown Airport Authority (CAA) maintenance staff to assist. The aircraft was towed off of Runway 21, back to the general aviation (GA) apron, at 1729Z. No impact on operations.

The Charlottetown, PE (CYYG) radio (RDO) remote aerodrome advisory service (RAAS) frequency 122.0MHz failed while a vehicle was on the runway. Vehicle attempted several times to contact Charlottetown, without response. Vehicle broadcasted its intentions to vacate the runway via Taxiway H. The technical operations coordinator (TOC) was notified and a NOTAM was issued. No aircraft was involved.

A Jazz de Havilland DHC-8-402 (C-GGND/JZA8734) from Fredericton, NB (CYFC) to Iles-de-la-Madeleine, QC (CYGR) declared PAN PAN and reported flaps stuck at 15 degrees. The pilot requested diversion to Halifax/Stanfield, NS (CYHZ). The aircraft landed at 1758Z, No impact on operations.
UPDATE AOR-266121-V1: The Moncton (ZQM) air traffic control (ATC) advised the Charlottetown, PE (CYYG) flight service station (FSS) that a Jazz de Havilland DHC-8-402 (C-GGND/JZA8734) on an IFR flight from Fredericton, NB (CYFC) to Îles-de-la-Madeleine, QC (CYGR) declared "Pan Pan" on approach into CYGR. JZA8734 was now diverting to CYYG and the pilot requested the CYYG Aircraft Rescue and Fire Fighting (ARFF) unit be alerted and put into position. The aircrafts flap operation was abnormal. At 1718Z ZQM ATC advised that JZA8734 was now diverting to Halifax/Stanfield, NS (CYHZ) vice CYYG. At 1721Z ZQM ATC confirmed that the CYYG ARFF unit could "stand down". Update: TSB Report #A20A0033: C-GGND, a de Havilland DHC-8-402 aircraft operated by Jazz Aviation LP, was conducting flight JZA8734 from Fredericton Intl (CYFC), NB, to Îles-de-la-Madeleine (CYGR), QC. On approach to CYGR, the crew received a FLAP POWER caution indication and the flaps did not extend beyond 17 degrees. The crew declared PAN PAN with air traffic services (ATS) and requested a diversion to Halifax/Stanfield, (CYHZ), NS. The aircraft landed at CYHZ without further incident.

Frequency 118.0 MHz and 121.5 MHz on the National Voice Communication System (NVCS) were found to be unserviceable. The Technical Operations Coordinator (TOC) was advised. Frequency 118.0 MHz was serviceable via hand-held radio (NICAN).
