A Nolinor Aviation Boeing 737 (NLR665) from Wabush, NL (CYWK) to Sept-Îles, QC (CYZV) conducted a missed approach for Runway 27 due to thunderstorm activity. NLR665, on final for Runway 27, deviated to the south to head to Mont-Joli, QC (CYYY) as its alternate airport. Thunderstorm activity to the west and severe lightning were observed on the final approach to Runway 09. No impact on operations.

A Pascan British Aerospace Jetstream 3212 (C-FPSC/PSC701) from Baie-Comeau, QC (CYBC) to Wabush, NL (CYWK), descending to CYWK, received a traffic alert and collision avoidance system (TCAS) traffic advisory. The conflicting traffic, a Terraquest Ltd. Cessna U206 (C-GGLS), was contacted on the en route frequency. C-GGLS was on a non-radar and no-flight-plan VFR flight at 11,500 ft. No impact on operations.

On April 28th at 1454Z, the Quebec (YQB) Flight Information Centre (FIC) received a NOTAM cancellation request in order to open Runway 13/31 at Sept-Îles, QC (CYZV). The request was for 1600Z, but was transmitted immediately and was effective on the NOTAM Entry System (NES) at 1458Z. A Provincial Airlines de Havilland DHC-8-311 (C-GVPA/PVL1902) from Sept-Îles, QC (CYZV) to Wabush, NL (CYWK) taxied and then took off from Runway 13/31 at 1502Z.

At Sept-Îles, QC (CYZV), a vehicle (ST40) was observed inside the runway protected area (RPA) of Runway 13/31 when it had reported that it was clear. The vehicle was observed by a Pascan Saab 340B (C-FJEP/PSC312) from Wabush, NL (CYWK) to Sept-Îles, QC (CYZV) that was landing on Runway 13. No operational impact.

A Provincial Airlines de Havilland DHC-8-102 (C-FDND/PVL1902) from Sept-Îles, QC (CYZV) to Wabush, NL (CYWK) departed from Runway 09 on an IFR clearance, which included instructions to follow a runway heading of 050, but was observed in a left turn towards CYWK. PVL1902 reported being on a VFR departure. Another aircraft was descending in the opposite direction, so the controller took action to maintain spacing between the aircraft.

Beech 1900D (C-GDSG/LSJ607) from St-Augustin, QC (CYIF) to Sept-Îles, QC (CYZV) was 5NM final for Runway 27. PVL1902 cancelled its takeoff and LSJ607 decided to join a downwind for Runway 09. Impact: change of runway for LSJ607 while on final and more than 5 minutes of delay for PVL1902.

On initial contact, the crew of a Pascan British Aerospace Jetstream 3212 (C-GUSC/PSC837) from Sept-Îles, QC (CYZV) to Wabush, NL (CYWK) reported an indication issue for the main landing gear and asked to fly the runway heading. At 30NM west, PSC837 asked to return to CYZV. No emergency declared.

At Iqaluit, NU (CYFB), at 1830Z, a Cargojet Airways Ltd. Boeing 767-328 (C-FMIJ/CJT470) from Ottawa/Macdonald-Cartier, ON (CYOW) to Iqaluit, NU (CYFB) advised of conducting an unauthorized (UNA) turn in the turnaround bay due to snow and low visibility (VIS). CJT470 requested a tug to turn it around. At 1929Z, CJT470 was turned around and was being towed off of the runway. At 1939Z, CJT470 reported off of the runway. An RCMP Air Services Branch Pilatus PC-12/47E (C-GMPV/SST181) from Sanikiluaq, NU (CYSK) to Iqaluit, NU (CYFB) and a Keewatin Air Beech B200 (C-FSKO/KEW204) from Wabush, NL (CYWK) to Iqaluit, NU (CYFB) had their arrivals delayed. A First Air Aerospatiale ATR 42-320 (C-GUNO/FAB888) from Iqaluit, NU (CYFB) to Clyde River, NU (CYCY) and a First Air Aerospatiale/Aeritalia ATR 42-500 (C-FTIZ/FAB882) from Iqaluit, NU (CYFB) to Pond Inlet, NU (CYIO) had their departures delayed.

The Wabush, NL (CYWK) flight service station (FSS) opened late due to a building fire alarm. The Wabush fire department was on the scene when the specialist arrived. The "all clear" was given at approximately 1015z and the FSS was opened and resumed normal operations at 1020Z.

There was an equipment outage at Wabush, NL (CYWK), including the Extended Computer Display System (EXCDS), the Automatic Terminal Information Service (ATIS), frequency 132.25 MHz, and the direct line to Montreal (ZUL). The ZUL Technology Operations Coordinator (TOC) was advised. The outage was due to Bell phone lines. Equipment was still unserviceable (U/S) when the station closed at 0230Z.

At 1332Z, a failure of the following equipment occurred: the Wabush, NL (CYWK) flight service station (FSS) Extended Computer Display System (EXCDS), the ATC656 interphone, the Wabush automatic terminal information service (ATIS) frequency 128.125 MHz, the Montreal Area Control Centre (CZUL) peripheral station (PAL) frequency 132.25 MHz, and the Quebec/Jean Lesage, QC (CYQB) frequencies 132.25 MHz and 126.7 MHz. The Technology Operations Coordination Centre (TOCC) was advised. All equipment returned to service at 2308Z.

At 2049Z, all communications at the Wabush (WK) flight service station (FSS) failed. The following equipment was affected: the Human Weather Observation System (HWOS) transmitter (TX); the automatic terminal information service (ATIS); the Montreal (ZUL) peripheral station (PAL) frequency 132.25 MHz; NAVNet; the local Internet; mobile service; the Extended Computer Display System (EXCDS); the Tower Aircraft Movement (TAM) application; land lines; and hot lines. Service was restored at 2256Z, with all equipment serviceable (SVCBL).

Incident at WABUSH NL (CYWK) (ATM - inaccurate aeronautical information)

The Wabush, NL (CYWK) flight service station (FSS) received a fax regarding 2 separate blasts for Mont Wright. Both blasts were written on the same sheet. A strip was made for the first blast (from 1530Z until 1630Z), but no strip was made for the second blast (from 1730Z until 1900Z). At 1730Z, the FSS started calling around to see if there was in fact a second blast. The Montreal (ZUL) air traffic control (ATC) unit had no idea, and flight planning had no idea. When the Quebec (YQB) flight information centre (FIC) was called, it was discovered that the strip was not made by them. The strip was finally put on the board at 1742Z.

While conducting a touch-and-go at Wabush, NL (CYWK), a Zlin Z242L aircraft from Fermont, QC (Heli) (CSD5) to Fermont, QC (Heli) (CSD5) was non-compliant with flight service station (FSS) instructions. The aircraft did not report as instructed. No impact on operations.
UPDATE: AOR-273342-V3: Correction to aircraft registration. Narrative updated to read as follows: While conducting a touch-and-go at Wabush, NL (CYWK), a privately registered ultralight Normand Dube Aerocruiser was non compliant with flight service station (FSS) instructions. On approach to Wabush, NL (CYWK), a Nolinor Aviation Boeing 737-400 from Sept-Îles, QC (CYZV) to Wabush, NL (CYWK) was instructed to turn right by 10 degrees and descend to FL220. Despite a correct re-reading, NRL420 turned left. Impact: NRL420 had to be reauthorized to FL280 due to the presence of an Air Inuit Beech B300 (AIE532) from Sept-Îles, QC (CYZV) to Schefferville, QC (CYKL) at FL270. No loss of separation.

A Provincial Aerospace Beech B300 (SPR700) from Wabush, NL (CYWK) to Halifax/Stanfield, NS (CYHZ) was observed off of the flight plan route and when the pilot was queried, they advised receiving direct routing from the previous controller. Direct routing was updated in the Canadian Automated Air Traffic System (CAATS) by Montreal (UL), but had not been received by Gander (QX) or Moncton (QM). No separation issues or impact to operations.

Air traffic services (ATS) assigned 155knts to a Chrono Aviation Pilatus PC-12 (NDL543) from Quebec/Jean Lesage Intl, QC (CYQB) to Wabush, NL (CYWK) behind a Grondin Transport Beech A100 (C-FDOV) from Quebec/Jean Lesage Intl, QC (CYQB) to Baie-Comeau, QC (CYBC) that was assigned 160knts or higher. ATS observed NDL543 accelerate and catch up to C-FDOV. ATS attempted contact with NDL543 on 4 occasions without success. When NDL543 communicated, ATS had to give vectors reassigning their speed in order to maintain separation. ATS requested that NDL543 be vigilant in listening to the frequency.
