Incident at 6045N / 07269W

At 1915Z, a Cargojet Airways Ltd. Boeing 767-39H (C-FGSJ/CJT462) from Winnipeg/Richardson, MB (CYWG) to Iqaluit, NU (CYFB) was cleared for DCT YFB. At 1934Z, an automatic dependent surveillance – contract (ADS-C) report indicated that the flight was not following the cleared route even though the pilot confirmed that he was following DCT YFB. The flight was seen 2 NM off course and straying away from the cleared route. No impact on operations.

Incident at Kelowna

A Pacific Coast Jet Charter Inc. Cessna 525B (N525CR/PXT525) from Kelowna, BC (CYLW) to Seattle/Boeing Field, WA (KBFI) was given taxi instructions that included a hold short of Runway 16. PXT525 read back the hold short but, upon taxiing, crossed over the hold line and incurred on Runway 16 with a WestJet Encore Ltd. de Havilland DHC-8-402 (C-GWFE/WEN3181) from Winnipeg/Richardson, MB (CYWG) to Kelowna, BC (CYLW) on a 5 mile final. The arriving WEN3181 was instructed to reduce as safely able and continue approach as an aircraft had incurred and was clearing the runway. The arriving WEN3181 was given their landing clearance at 3NM final and landed safely. No other operational impact.

UPDATE TSB Report #A20O0038: Flair Airlines flight FLE134, a Boeing 737-400 (C-FLHJ) was on final approach to Toronto /LBPIA (CYYZ) Runway 24R, when a master caution illuminated and a number of indications were lost, including: hydraulic, engine, electrical, flight control, and pneumatic. The flight crew declared a PAN PAN and determined that it was only indication problems. The aircraft landed on Runway 24R without further incident, taxied clear of the runway, and had the aircraft inspected for hydraulic leaks.

SLQ720 was given priority landing at CYQR and landed without incident at 1629Z. Two arrivals, a Government of Canada, Department of National Defence Beech King Air 90A-90E BE9L (MSTG83) from Portage La Prairie/Southport, MB (CYPG) to Regina, SK (CYQR) and a Carson Air Ltd. Fairchild SA227-DC (CRN8059) from Calgary, AB (CYYC) to Regina, SK (CYQR) were delayed by a few minutes while the aircraft was inspected on the runway prior to taxiing off.

Incident at IQALUIT NU (CYFB) (Incursion - runway - vehicle, Incursion - runway - pedestrian)

At Iqaluit, NU (CYFB), vehicles (ST21+3) were working 50ft beyond the hold short line on Taxiway A and were authorized to be on the runway. A Cargojet Airways Ltd. Boeing 767-39H (C-FGSJ/CJT462) from Winnipeg/James Armstrong Richardson, MB (CYWG) to Iqaluit, NU (CYFB) was inbound for Runway 34, and was advised of the vehicles on the runway. 6 minutes before CJT462s estimated time of arrival (ETA), the flight service station (FSS) instructed ST21+3 to exit the runway. ST21+3 acknowledged the instruction, but did not proceed to exit the runway. After multiple instructions to exit the runway (twice asked to exit without delay), ST21+3 reported crossing the hold short lines at 1857Z. The FSS observed that a worker seemed to still be on the runway protected area (RPA) and queried ST21+3. ST21+3 advised that a worker was picking up equipment from the RPA and would be off shortly. The FSS requested ST21+3 to advise when they were off the runway and advised CJT462 that the runway was not yet cleared. ST21+3 reported being off of the runway when CJT462 was passing the final approach fix (FAF) (four minutes after first instructed to exit). The FSS advised CJT462 that the runway was clear.

A Perimeter Aviation de Havilland DHC-8-300 (PAG1551) on a flight to Winnipeg/James Armstrong Richardson, MB (CYWG) conducted a missed approach (M/A) for Runway 36 due to a nose gear issue. PAG1551 remained VFR with the tower and held West of CYWG to troubleshoot. PAG1551 declared an emergency, and the Aircraft Rescue and Fire Fighting (ARFF) unit responded. PAG1551 landed on Runway 36 safely at 0058Z. No operational impact.

A WestJet Boeing 737-8CT (C-FUMF/WJA205) from Winnipeg/James Armstrong Richardson, MB (CYWG) to Calgary, AB (CYYC) reported a bird strike on rotation Runway 31. Three inbound aircraft were moved to Runway 18 while awaiting a runway inspection. No remains were found. No other impact to operations.
