A Government of Canada, Department of National Defence Lockheed C-130 (CFC2203) from Winnipeg/James Armstrong Richardson, MB (CYWG) to Kelowna, BC (CYLW) exited Taxiway Alpha and turned onto Taxiway D instead of straight ahead onto Apron 03. A Lockheed C-130 aircraft is too wide to be on Taxiway D. The aircraft eventually reversed onto Apron 03.

A Government of Canada, Department of National Defence de Havilland DHC-8-101 (GRZL15) from Winnipeg/James Armstrong Richardson, MB (CYWG) to Kenora, ON (CYQK) was cleared for the area navigation (RNAV) 26 via AMBAP. After switching to the mandatory frequency (MF) with the Kenora flight service station (FSS), the aircraft was observed deviating off course and orbiting south of the extended centre line. An Executive Jet Management Inc. Cessna 560XL (EJM790) from Toronto/Lester B. The aircraft came to a stop and advised the tower that it had inadvertently crossed the hold line. No other traffic was involved and there was no impact on operations.

Incident at THUNDER BAY ON (CYQT) (Aerodrome - power failure, ATM - inaccurate aeronautical information, ATM - weather observation systems)

At Thunder Bay, ON (CYQT), a scheduled maintenance of the uninterruptible power system (UPS) occurred, which resulted in a complete power failure at the Thunder Bay (YQT) flight service station (FSS). The extended computer display system (EXCDS), the National Voice Communication System (NVCS), and the Weather Information Display System (WIDS) were all unserviceable from 1438Z to 1450Z. During this time, Pickle Lake, ON (CYPL) had one vehicle (LO144) on the runway and an Ornge Global Air Pilatus PC-12/47E (C-GRXH/PUL105) on a MEDEVAC flight from Pickle Lake, ON (CYPL) to Sioux Lookout, ON (CYXL) that departed during the outage. Island Lake, MB (CYIV) had a Custom Helicopters Ltd. Bell 206L-1 (C-GIPG) on a flight from CYIV to St. Theresa Point, MB (CYST), and a Perimeter Aviation de Havilland DHC-8-314 (C-GLKY/PAG639) inbound to CYIV from Winnipeg/James Armstrong Richardson, MB (CYWG). No other operational impact.

Incident at In the vicinity of: Victor Mine, ON (CVM2)

A Fast Air Ltd. Beech 200 (C-GFAV/PBR215) from Winnipeg/James Armstrong Richardson, MB (CYWG) to Victor Mine, ON (CVM2), when approximately 10NM final for the runway, informed the tower that it could not get its landing gear down. The aircraft went back to the Winnipeg terminal and resolved the issue. The Aircraft Rescue and Fire Fighting (ARFF) unit was put on standby as a precaution. The aircraft landed safely at 2009Z. UPDATE: TSB Report #A21C0015: C-GFAV, a Beech 200 operated by Fast Air Ltd. as flight PBR215, was conducting a flight from Winnipeg/James Armstrong Richardson, MB (CYWG) to Victor Mine, ON (CVM2). During the approach to CVM2, the flight crew selected "gear down" for landing and the gear did not extend. The flight crew carried out an overshoot, contacted flight operations and an operational decision was made to return to CYWG. Upon arriving in CYWG, the flight crew declared an emergency and successfully carried out a manual gear extension. C-GFAV landed safely, with ARFF on standby. There were no injuries. The operators maintenance found the landing gear would retract, but the landing gear would not extend with the selection of "gear down". The landing gear handle was replaced and the aircraft was returned to service.

Incident at 60NM NW SAULT STE. MARIE ON (CYAM)

A Cargojet Airways Aerospatiale ATR 42-300 (CJT587) from Thunder Bay, ON (CYQT) to Winnipeg/James Armstrong Richardson, MB (CYWG) relayed a MAYDAY call from a privately registered Cessna 152, from Marathon, ON (CYSP) to Sault Ste. Marie, ON (CYAM), to the Winnipeg (WPG) area control centre (ACC). The Cessna 152 reported a rough running engine while following Highway 17 in the vicinity of Agawa Bay, ON. The CYAM tower confirmed that it was in contact with the Cessna 152, which was 20 minutes from landing. The Cessna 152 declared an emergency with the tower and landed safely at 0315Z. UPDATE: Duplicate AOR 271179-V1: The Joint Rescue Coordination Centre (JRCC) Trenton reported a "MAYDAY" call north of Sault Ste. Marie, ON (CYAM). A privately registered Cessna 152 from Marathon, ON (CYSP) to Gore Bay-Manitoulin, ON (CYZE) reported engine trouble and sent a "MAYDAY" call on the emergency frequency, which was overheard by an Air Canada pilot. The CYAM tower confirmed it was in contact with the aircraft and that the aircraft was inbound, 27NM from the north, and planning to land at CYAM. JRCC Trenton was notified that the aircraft was inbound to CYAM. The CYAM Tower Aircraft Movement (TAM) application indicated a safe arrival of the aircraft at 0314Z. UPDATE: TSB Report #A21C0013: C-GJXV, an Airbus Canada Limited Partnership A220-300 aircraft operated by Air Canada, was conducting flight ACA317 from Montreal/Pierre Elliott Trudeau, QC (CYUL) to Calgary, AB (CYYC). While cruising approximately 193NM west northwest (WNW) of Winnipeg/James Armstrong Richardson, MB (CYWG), the flight crew received a No. 1 hydraulic system low-pressure warning. The flight crew elected to divert to CYWG and declared "PAN PAN" with ATC. The subsequent landing was uneventful and the aircraft taxied to the gate. The operators maintenance personnel replaced the No. 1 engine-driven hydraulic-pump attenuator and seal.

C-GJYZ carried out an aborted its take-off at Winnipeg/James Armstrong Richardson, MB (CYWG) due to a #2 engine-driven pump (EDP) caution light illuminating. All other hydraulic parameters were normal. Maintenance replaced the #2 engine driven hydraulic pump pressure switch and returned the aircraft to service.

The Royal Canadian Mounted Police (RCMP) was called to go check on the aircraft, but cancelled after their dispatch was able to get a hold of the pilots and had them call in to confirm that they were down and safe. Incident at 32NM E SASKATOON / JOHN G. DIEFENBAKER INTL SK (CYXE)

A Morningstar Air Express Inc. Boeing 757-2B7 (C-FMHA/MAL7070) from Edmonton, AB (CYEG) to Winnipeg/James Armstrong Richardson, MB (CYWG) declared "PAN PAN" at FL350 due to a cabin pressure issue and requested descent to 14,000ft above sea level (ASL). The pilot reported that the situation normalized while descending through FL230 and requested to level off at FL210. MAL7070 continued to its destination with no further issues. No impact to operations.
UPDATE: TSB Report #A21C0022: C-FMHA, a Boeing 757-200 aircraft operated by Morningstar Air Express Inc., was conducting flight MAL7070 from Edmonton, AB (CYEG) to Winnipeg/James Armstrong Richardson, MB (CYWG). While cruising at FL350, the flight crew received a "Cabin Alt" master warning. The cabin altitude was noted to have risen above 10 000 feet with the outflow valve fully closed. The flight crew declared "PAN PAN", and requested a descent to 14,000 feet above sea level. As the aircraft descended through FL230, the flight crew reported normal pressurization and requested FL210. The flight continued to its destination without further incident. The aircraft was operating with an inoperative right-hand air conditioning pack that had been deferred in accordance with the minimum equipment list (MEL), which restricted operation to a maximum altitude of FL350. However, the aircraft was unable to maintain maximum cabin differential pressure at the flight planned FL350. The next leg of flight MAL7070 was cancelled pending the replacement of the air conditioning pack and clearing the MEL item.

An alternate landing gear extension was carried out, with no further issues. Maintenance carried out gear swings and confirmed the snag. Landing gear control relay 3261-K7 was replaced and the aircraft was returned to service.

At the time, a Nolinor Aviation Boeing 737-200 (NRL946) from Val-dOr, QC (CYVO) to Rankin Inlet, NU (CYRT) was over TIGEP with an estimate to land at CYRT at 1706Z, and a First Air Boeing 737-406 (C-FFNC/FAB150) from Winnipeg/James Armstrong Richardson, MB (CYWG) to Rankin Inlet, NU (CYRT) was inbound from TIGEP with an estimate to land at CYRT at 1714Z.

An Air Navigation Data Inc. Piper PA-46-310P (C-GGUU) from Victoria Intl, BC (CYYJ) to Winnipeg/James Armstrong Richardson Intl, MB (CYWG) lost radio contact with air traffic control (ATC) on the frequency transfer from 132.25 MHz to 119.5 MHz. The aircraft descended on the standard terminal arrival (STAR) and established contact with the Winnipeg tower 12NM southeast of CYWG. The arrival controller relayed the approach clearance to the tower controller, and the aircraft landed safely on Runway 31. No other impact to operations.
