At 2039Z, a secondary surveillance radar (SSR) target was observed entering the Stony Rapids, SK (CYSF) mandatory frequency (MF) area from the Northwest (NW) at 033 above sea level (ASL) (unverified) without establishing radio communication with the flight service station (FSS). The FSS made a “blind call” on the MF for the aircraft to identify itself and the pilot responded as a privately registered Cessna A185E “at three point five” en route to La Ronge (Barber Field), SK (CYVC).

A privately registered, amphibious Cessna A185F from La Ronge (Barber Field), SK (CYVC) to Saskatoon/John G. Diefenbaker, SK (CYXE) landed on Runway 09 with its wheels up, on its floats, and came to a stop at the intersection of Runway 09/27 and Runway 15/33. All runways were closed from 0022Z to 0135Z. An Air Canada Airbus A319 (ACA1130) from Saskatoon/John G. Diefenbaker, SK (CYXE) to Toronto/Lester B. Pearson, ON (CYYZ) delayed its departure by 1 hour, and 3 other known inbound aircraft delayed their departures.

Incident at STONY RAPIDS SK (CYSF)

The pilot of a privately registered Cessna A185E on a flight to Stony Rapids, SK (CYSF) reported they were on final for Runway 06 at CYSF at 1628Z. No call was made once the aircraft was off of the runway. The Royal Canadian Mounted Police (RCMP) unit of Black Lake was contacted to confirm that the aircraft had landed safely, but before they were able to verify, the pilot of the Cessna A185E called to depart for La Ronge, SK (CYVC) at 1650Z. RCMP reported that C-FVZA landed safely at 1802Z. (Duplicate AOR 264640 deleted after information merged)

A Transwest Air de Havilland DHC-6 (C-GIGK) and a Transwest Air de Havilland DHC-6 (C-FPGE) landed further down the runway to avoid the debris. A vehicle (TK20) was dispatched to remove the debris.

A Saskatchewan Public Safety Agency (Air Operations) Convair 340 (C-GSKQ/TKR475) on a flight from La Ronge (Barber Field), SK (CYVC) to La Ronge (Barber Field), SK (CYVC) reported an engine failure. The aircraft declared an emergency, and returned to CYVC. TKR475 landed safely at 0026Z with emergency services standing by. No impact on operations.
UPDATE TSB Report #A20C0031: C-GYSK, a Convair CV340/580 aircraft operated by the Province of Saskatchewan/Northern Air Operations, was conducting a local flight as TKR475 from Prince Albert/Glass Field (CYPA), SK with 2 crew members on board. While joining downwind in the circuit, the flight crew noted an issue with the right engine propeller. The flight crew actioned the checklist, shut down and secured the right engine, declared an emergency and returned to the airport. The aircraft landed safely with emergency services standing by. No impact on operations. The operators maintenance identified that the control valve of the propeller controller unit had failed. The control valve was replaced and the aircraft was returned to service.

They taxied onto Runway 11/29, shutdown and waited for vehicle (TK1) to provide assistance. The tire was fixed and the aircraft called to exit the runway at 2159Z. No impact to operations.

There was no bird strike, but they rejected the takeoff as a precaution. Clearance was cancelled and re-issued a few minutes later. C-GKCY departed with no other impact on operations a few minutes later.

Accident at PRINCE ALBERT (GLASS FIELD) SK (CYPA) (Aerodrome, runway or taxiway shutdown, FOD (foreign object debris))

The nose gear of a Province of Saskatchewan Gulfstream 695A (C-GOVT/BD167) from La Ronge (Barber Field), SK (CYVC) to Prince Albert (Glass Field), SK (CYPA) collapsed after exiting Runway 26 onto Taxiway D. NAO aircraft maintenance engineers (AMEs) removed BD167 from Taxiway D at 2238Z. A foreign object debris (FOD) inspection was completed and FOD was removed from the intersection of Runway 08/26 and Taxiway D. No impact on operations.
Update TSB #A19C0093: C-GOVT, a Rockwell Commander 695A operated by the Province of Saskatchewan as flight BD167, landed on runway 26 at Prince Albert/Glass Field (CYPA), SK with only the pilot on board. After turning off the runway onto taxi way Delta, the nose gear collapsed. The aircraft came to a sudden stop and the engines were then shut down. There were no injuries and the aircraft sustained substantial damage. The aircraft was removed from the taxi way and taken to the tanker base. The operator will advise of their findings.

A VFR target was observed on radar to enter the southwestern edge of the La Ronge (Barber Field), SK (CYVC) control zone without contacting the flight service station (FSS). Multiple attempts were made to contact the target on the mandatory frequency (MF) without success. The target transited to the southeast before turning and flying along the edge of the control zone, westbound. Two other aircraft were in the zone at the time. Both were advised of the traffic, no conflicts, no other impacts to operations.

The flight service station (FSS) asked them to click their microphone to confirm information. FSS told them to report when they were entering the zone. FSS received a transmission from the aircraft at approximately 0240Z that was entirely unreadable. At approximately 0255Z, the FSS received a call from Winnipeg radio reporting that the aircraft had landed nearby at Nut Point at approximately 0240Z.
