A Fast Air Ltd. Beech B300 (C-FYTY/PBR360) from Toronto/Billy Bishop, ON (CYTZ) to Ottawa/Rockcliffe, ON (CYRO) was observed on radar at 2000 feet. PBR360 entered the Ottawa/Gatineau, QC (CYND) control zone 5NM west, then turned south over the threshold of CYND Runway 09 to join the circuit in CYRO, without contacting the air traffic services (ATS) unit. The ATS unit attempted contact on 122.3 MHz, with no response. No impact on operations.

Pearson, ON (CYYZ) reported a fuel cap (red) on the threshold of Runway 22 during their taxi for departure. ASP846 departed without incident. A vehicle (ST29) confirmed and retrieved a red fuel cap on the threshold after the departure. The Toronto (YYZ) centre was advised due to a prior IFR departure 5 minutes earlier, a Jazz Bombardier CL-600-2B19 (C-FFJA/JZA8240) from Sudbury, ON (CYSB) to Toronto/Lester B. Pearson, ON (CYYZ). The cap could also have belonged to a Porter Airlines Inc. de Havilland DHC-8-402 (C-GLQF/POE539) from Toronto/Billy Bishop, ON (CYTZ) to Sudbury, ON (CYSB). A runway check had been completed at 2204Z, 6 minutes before, and no foreign object debris (FOD) had been found.

The aircraft was asked if the field was in sight, and once confirmed, was re-cleared for the visual approach. THU880 then landed without incident.

Incident at 180NM THUNDER BAY ON (CYQT) (Aerodrome, runway or taxiway shutdown)

A Porter Airlines de Havilland DHC-8-402 (C-GLQE/POE630) from Thunder Bay, ON (CYQT) to Toronto/Billy Bishop, ON (CYTZ) declared an emergency due to a hydraulic issue and advised returning to CYQT. The Aircraft Rescue and Fire Fighting (ARFF) unit was dispatched. The aircraft arrived at 1414Z, shut down on the runway and was towed off. Two departures and two arrivals were delayed between 7-20 minutes.

Cessna 172M (C-FGRI) from Burlington, ON (CZBA) to Burlington, ON (CZBA). C-FGRI was towing a banner and C-GVBO was instructed to pass behind, and did have C-FGRI in sight. It appeared on radar as if they would not pass behind, so the pilot was questioned. No confirmation was given, so C-FGRI was instructed to do an orbit, which they replied to but did not action. C-FGRI also had C-GVBO in sight and said they had to descend to avoid a potential collision. C-GVBO claimed to have passed above the banner and behind the aircraft, with traffic in sight at all times. C-FGRI said it was unacceptably close and had to descend to avoid C-GVBO.

The aircraft flew over the downtown area and crossed over the airport to join the downwind. No impact to operations.

Incident at TORONTO / BILLY BISHOP TORONTO CITY AIRPORT ON (CYTZ) (Incursion - runway - pedestrian)

An ALCI Aviation Ltd. Beech C90 (C-GTGV) from Toronto/Billy Bishop, ON (CYTZ) to Oshawa, ON (CYOO) saw a person walking towards the aircraft to cross the runway from the south side of the airfield. Airport staff vehicles intercepted the individual after they crossed the runway and they escorted them off the field.

A Skycare Air Ambulance Swearingen SA227-AC (C-FIOC) on a MEDEVAC flight from Sudbury, ON (CYSB) to Toronto/Billy Bishop, ON (CYTZ) was on visual approach to Runway 08 and was observed to be lined up with Runway 06. C-FIOC conducted a missed approach and landed on Runway 08 without further incident.

An Island Air Flight School & Charters Inc. Piper PA-23-250 (C-FBIL) from Toronto/Billy Bishop, ON (CYTZ) to Toronto/Billy Bishop, ON (CYTZ) declared an emergency (PAN PAN) due to a hydraulic issue and returned to CYTZ. The aircraft landed safely at 1821Z. No impact on operations.

A Brampton Flying Club Bellanca 7ECA (C-GONI) on a VFR flight from Brampton-Caledon, ON (CNC3) to Brampton-Caledon, ON (CNC3) lost their ability to transmit to the Toronto/Billy Bishop, ON (CYTZ) tower while sightseeing over the downtown area. The aircraft was able to hear instructions. The aircraft exited the CYTZ control zone (CZ) and squawked 7600. C-GONI regained communication at 2108Z.
