The separation between two aircraft departing from Runway 06L was not maintained. The minimum separation reached between a Jazz de Havilland DHC-8-311 (C-FACT/JZA8753) from Montreal/Pierre Elliott Trudeau Intl, QC (CYUL) to Val-dOr, QC (CYVO) and a Porter Airlines de Havilland DHC-8-402 (C-GLQM/POE480) from Montreal/Pierre Elliott Trudeau Intl, QC (CYUL) to Toronto/Billy Bishop, ON (CYTZ) was 2.4 NM and 600 ft. The required separation is 3 NM or 1 000 ft.

A Jazz de Havilland DHC-8-402 (JZA87961) from Montreal/Pierre Elliott Trudeau, QC (CYUL) to Toronto/Billy Bishop, ON (CYTZ) heading west at 11 000 ft indicated that it had picked up the loud signal of an emergency locator transmitter (ELT), which was then lost at 1950Z. The Joint Rescue Coordination Centre (JRCC) in Trenton was notified. Identified source: a PPD Group Rockwell 115 (C-GMQQ), which was on the ground and safe. Set off accidentally.

An Orizon Aviation Quebec Inc. Diamond DA 20-C1 (C-GIIL) from Quebec/Jean Lesage, QC (CYQB) to Toronto/Billy Bishop, ON (CYTZ) entered the Ottawa/Gatineau, QC (CYND) zone 5 NM to the east without contacting the flight service station (FSS). The aircraft was established on final for Runway 27. The runway in service was 09 and a privately registered Zenair Zenith CH200 from Ottawa/Gatineau, QC (CYND) to Ottawa/Gatineau, QC (CYND) was on the downwind for Runway 09 to conduct a touch-and-go. The downwind traffic was notified of the traffic that had not established communication, and it decided to extend its downwind. C-GIIL contacted the FSS 1 NM on final for Runway 27.

A Jazz de Havilland DHC-8-402 (C-GJZC/JZA7974) from Toronto/Billy Bishop, ON (CYTZ) to Montreal/Pierre Elliott Trudeau, QC (CYUL) declared an emergency due to a hydraulic problem. The aircraft landed without incident on Runway 24R at 2331Z. Aircraft Rescue and Fire Fighting (ARFF) services were deployed. Impact: Runway 24R was unavailable between 2331Z and 2335Z, the time required for the inspection.
Update TSB #A19Q0121: C-GJZC, a Jazz Aviation LP DHC-8-400 operating as JZA7974 with 4 crew members and 36 passengers, was conducting an IFR flight from Toronto/Billy Bishop Toronto City Airport, ON, to Montreal/Pierre Elliott Trudeau Intl (CYUL), QC. Shortly before beginning the descent, the flight crew noted a failure in the No. 1 hydraulic system. An emergency was declared and the aircraft landed without flaps on Runway 24R at CYUL. The aircraft was subsequently towed to the passenger bridge.

No other impact on operations.
TSB Update #A19Q0111: C-GKQH, a Porter Airlines de Havilland DHC-8-400, was on instrument flight rules (IFR) flight POE473 from Toronto/Billy Bishop Toronto City, ON (CYTZ) to Montreal/Pierre Elliott Trudeau, QC (CYUL). A privately registered Mooney M20R was on an instrument flight rules (IFR) flight from Louisburg/Triangle North Executive, NC (KLHZ) to CYUL. During the approach at CYUL, the Mooney M20R went outside the glide path, thus creating a loss of separation with POE473. The lateral distance was reduced to 2.6 NM, while the standard is 3 NM.

After the inspection, Runway 24L was back in service at 1435Z. JZA7954 landed on Runway 24L at 1447Z.

Update - TSB #A19Q0071: a Jazz Aviation LP Bombardier DHC8-400 (C-GJZF/JZA7953) flew on instrument from Montreal/Pierre Elliott Trudeau, QC (CYUL) to Toronto/Billy Bishop Toronto City, ON (CYTZ) with 4 crew members and 71 passengers on board. After takeoff from CYUL, the flight crew declared an emergency after having felt strong vibrations coming from the nose wheel, accompanied by a rubber smell. The aircraft returned to CYUL where it landed without incident. No one was injured.

While downwind for Runway 24R, a Jazz de Havilland DHC-8-402 (C-GGDU/JZA7968) from Toronto/Billy Bishop, ON (CYTZ) to Montreal/Trudeau, QC (CYUL) received and read back the instruction to turn right towards H070. A few moments later, air traffic services (ATS) saw the aircraft turn much further south and immediately ordered it to follow H060 to avoid ending up in conflict with an Air Canada Rouge Airbus A319-114 (C-FYJE/ROU1893) from Providenciales, Turks and Caicos (MBPV) to Montreal/Trudeau, QC (CYUL), which was established on final on Runway 24R. No loss of separation. No impact on operations.

POE471 was seen at FL203 before starting to descend. A WestJet Encore de Havilland DHC-8-402 (WEN3526) from Toronto/Lester B. Pearson, ON (CYYZ) to Montreal/Pierre Elliott Trudeau, QC (CYUL) was also in the holding pattern at ARVIE and FL200. For a few seconds, separation was reduced to 700 ft and 3,3 NM, where normally, separation must be 1 000 ft or 5 NM.
Update: TSB Report #A19Q0027: C-GLQZ, a Porter Airlines Bombardier DHC-8-400, was on flight POE471 from Toronto/Billy Bishop Toronto City, ON (CYTZ) to Montreal/Pierre Elliott Trudeau Intl, QC (CYUL). During the descent at CYUL, air traffic control (ATC) assigned POE471 to a holding pattern at ARVIE, at FL200. C-GENM, a WestJet Encore Bombardier DHC-8-400, was on flight WEN3526 from Toronto/Lester B. Pearson Intl, ON (CYYZ) to CYUL, and was also in the holding pattern at ARVIE, FL210. When POE471 was cleared to leave the holding pattern, it was seen at FL203, which caused a loss of separation with WEN3526. Separation was reduced to 700 ft vertically and 3.3 NM laterally, while the standard was 1 000 ft or 5 NM.

Update - TSB Report #A19Q0008: C-GKQI, a Porter Airlines Bombardier DHC-8-400, was on instrument flight rules (IFR) flight POE450 from Montreal/Pierre Elliott Trudeau Intl, QC (CYUL) to Toronto/Billy Bishop Toronto City, ON with 4 crew members and 32 passengers on board. While the aircraft was on its initial climb after takeoff from Runway 24L at CYUL, the flight crew received an indication that one of the main landing gear doors was still open. The applicable checklist was followed, and the flight crew declared an emergency before returning and landing at CYUL without any other incidents. No one was injured and the aircraft was not damaged.
