A Fast Air Ltd. Beech B300 (C-FYTY/PBR360) from Toronto/Billy Bishop, ON (CYTZ) to Ottawa/Rockcliffe, ON (CYRO) was observed on radar at 2000 feet. PBR360 entered the Ottawa/Gatineau, QC (CYND) control zone 5NM west, then turned south over the threshold of CYND Runway 09 to join the circuit in CYRO, without contacting the air traffic services (ATS) unit. The ATS unit attempted contact on 122.3 MHz, with no response. No impact on operations.

It joined the circuit on right downwind for Runway 27 and landed without incident. A Richcopter Inc. Cessna 150M (C-FTOD) from Ottawa/Gatineau, QC (CYND) to Ottawa/Gatineau, QC (CYND) that was on a circuit for Runway 27 was advised of the "no radio" (NORDO) aircraft and it answered that it had seen it. No operational impact.

At 1624Z, the aircraft was observed going through CYR538 at 1400ft, in descent. No impact on operations.

Incident at OTTAWA / GATINEAU QC (CYND) (Parachute-related event, Aerodrome property - death/injury, Aerodrome, runway or taxiway shutdown)

Around 1730Z, a vehicle (ST22) informed the flight service specialist (FSS) that it was looking for 2 parachutists who had crashed north of the runway. The parachutists were located approximately 500 feet northeast (NE) of the Runway 27 threshold by a privately registered Pitts S-1T, from Ottawa/Gatineau, QC (CYND) to Ottawa/Gatineau, QC (CYND ) which was flying over the airport. Emergency services were called. Emergency vehicles embarked on the runway around 1740Z without escort or authorization. Impact: Runway 09/27 closed from 1750Z to 1849Z; a Parachutisme Adrenaline Cessna 208B (C-GYRQ/ADRNL8) from Ottawa/Gatineau, QC (CYND) to Ottawa/Gatineau, QC (CYND), and a privately registered Cessna 172K from St- Jean, QC (CYJN) to Ottawa/Gatineau, QC (CYND) landed at Ottawa/Rockliffe, ON (CYRO); and a privately registered Piper PA-28-236 from Bromont, QC (CZBM) to Ottawa/Gatineau, QC (CYND) proceeded to CZBM. National Operations Centre (NOC), Aviation Operations Centre (AVOPS) and Transportation Safety Board of Canada (TSB) notified.

A Cargair Ltee Cessna 152 (C-FOPC) from Montreal/St-Hubert, QC (CYHU) to Montreal/St-Hubert, QC (CYHU) called the flight service station (FSS) via cell phone to report that it had a radio and transponder failure. The aircraft reported 10NM southeast, inbound with "no radio" (NORDO) for a full stop. An airport advisory was provided, which included information about traffic in the circuit. Other traffic, including a Government of Canada, Department of Transport Bell 412 (CTG942) from Ottawa/Macdonald-Cartier, ON (CYOW) to Ottawa/Macdonald-Cartier, ON (CYOW) and a Rockcliffe Flying Club Cessna 172M (C-GMME) from Ottawa/Rockcliffe, ON (CYRO) to Ottawa/Rockcliffe, ON (CYRO), were advised as well of the inbound NORDO aircraft. C-FOPC landed on Runway 27 without further incident at 1545Z.

FSS attempted to contact aircraft multiple times on the mandatory frequency (MF), 126.7 MHz, and 121.5 MHz with no success. No operational impact.

Incident at RIDEAU HALL, ON (CYR538)

Aviation Incident Report #17044: A privately registered Mooney M20C from Barrie-Orillia (Lake Simcoe), ON (CYLS) to Ottawa/ Rockcliffe, ON (CYRO) inadvertently flew over Rideau Hall (CYR538) en route to join the circuit for CYRO. The aircraft contacted Ottawa Terminal Air Traffic Control (ATC) before entering Class C airspace in Ottawa, but had radio issues and switched to a secondary radio. As they were preparing for their approach into CYRO, forgetting they had switched radios, the aircraft announced their intention to cross over the field and join left downwind Runway 09 to ATC instead of CYRO. ATC advised the aircraft of their infraction.

A privately registered Beech C24R from Ottawa/Rockcliffe, ON (CYRO) to Toronto/Buttonville, ON (CYKZ) turned final Runway 33 and conducted a go-around Runway 33 due to C-GLRUs presence on the runway.

When closing their flight plan on the phone, the pilot of a privately registered Piper PA-28-161 from St-Mathieu-de-Beloeil, QC (CSB3) to Ottawa/Rockcliffe, ON (CYRO) advised that they had crossed 2 drones in the circuit at CYRO. One was on a head-on collision course and passed about 200ft above them in the circuit, and the other one was slightly below them when they passed over the Ottawa River in their circuit. No impact on operations, but a collision with a drone was possible.

The CYRO Flying Club advised the Quebec flight information centre (FIC) that a Rockcliffe Flying Club Diamond DA 20-C1 (C-GDEF) from Ottawa/Rockcliffe, ON (CYRO) to Ottawa/Rockcliffe, ON (CYRO) declared "MAYDAY" due to an engine failure. Emergency services were requested and subsequently cancelled. The aircraft landed at 2350Z. Impact on operations: closure of the runway from 2350Z to 0016Z. No other impact on operations.
