at REGINA INTL SK (CYQR)
A taxiing 1847698 Ontario Inc. Cessna 172G (C-FUEX) from Regina, SK (CYQR) to Regina, SK (CYQR) informed ground control that the left main landing gear of a departing Lipsett Holdings Ltd. Piper PA-31T (C-GZGL) from Regina, SK (CYQR) to Regina, SK (CYQR) did not appear to be retracted. C-GZGL elected to join the circuit and conduct a low approach for a visual inspection by the tower. On the second approach, C-GZGL declared an emergency, joined the right circuit and subsequently landed and taxied to the apron under its own power.
Update TSB Report #A20C0101: C-GZGL, a privately operated Piper PA-31T Cheyenne, was conducting a local flight from Regina International, SK (CYQR). After takeoff, another pilot reported that the left main landing gear was not retracted. The pilot flew to the west of CYQR to conduct troubleshooting. The Regina tower asked if an emergency was being declared. The pilot responded "negative" and asked the tower for permission to conduct a "low-and-over" to allow for a landing gear inspection. After the fly-past, the tower reported that the landing gear appeared to be down. The pilot requested a full-stop landing on the next approach. While on the base leg, the tower asked again if an emergency was being declared, to which the pilot responded "negative". On short final, the pilot declared an emergency and the subsequent landing occurred without further incident. Maintenance personnel replaced the hydraulic power pack due to internal leakage and conducted successful landing gear swings.
