The pilot of a Montair Aviation Cessna 172S (C-GMKG) from Red Deer, AB (CYQF) to Red Deer, AB (CYQF) contacted the flight service station (FSS) using their cell phone to advise the aircraft was experiencing a total electrical failure and was inbound for landing. C-GMKG landed without incident at 2004Z. No emergency was declared. No impact to the operation.

Incident at RED DEER REGIONAL AB (CYQF)

A Sky Wings Aviation Academy Ltd. Cessna 172M (C-GWVR) from Twin Ponds to Red Deer, AB (CYQF) was inbound for Runway 17 with two Cessna 172s in the circuit. Traffic was passed on final for C-GWVR to follow, C-GWVR then turned south and was passed the other circuit traffic in the early right downwind. After C-GWVR was east of the downwind, the pilot said they were joining the left downwind, but the circuit pattern is right for Runway 17. The flight service station (FSS) requested a right turn to follow the second circuit traffic. C-GWVR landed at 1557Z with no further incident.

A Montair Aviation Cessna 172S (C-GMDT) from Red Deer, AB (CYQF) to Red Deer, AB (CYQF), inbound for circuits on Runway 17, was advised of winds being 130010G017, and Runway 12 was offered. The pilot requested Runway 17. A wind check was given on final. C-GMDT left Runway 17 after landing, into the east field. The appropriate agencies were advised. No foreign object debris (FOD) found, Runway 17 kept open. No impact on operations.

An Airwave Electronics Ltd. Cessna 182S (C-GDTX) advised that a faint emergency locator transmitter (ELT) signal was heard in the background of an aircraft communicating on the enroute frequencies. C-GDTX heard it at approximately 2130Z, 15NM Southwest (SW) of Red Deer, AB (CYQF). Air Traffic Operations Specialist (ATOS) advised.

Cessna 172N (C-GKMC) from Red Deer, AB (CYQF) to Red Deer, AB (CYQF) reported having a rough running engine and needed to return to the airport. No assistance was required. C-GKMC landed safely without incident.

A foreign object debris (FOD) check was completed - nothing was found.

After landing, an aircraft reported bird activity on the threshold of Runway 17 at Red Deer, AB (CYQF). A following aircraft elected to land long to avoid the birds. During its climb out, the pilot of a Montair Aviation Inc. Piper PA-34-200T (C-GYPD) from Red Deer, AB (CYQF) to Red Deer, AB (CYQF) reported trouble with one of their engines. The pilot indicated they did not require assistance and cancelled their IFR clearance to return for landing. C-GYPD landed safely at 2139Z. Multiple aircraft were asked to remain outside the zone or delay their departure to accommodate the return.

A 1630408 Alberta Ltd. Cessna 172S (C-FORE) from Calgary/Springbank, AB (CYBW) to Edmonton/Cooking Lake, AB (CEZ3) was observed on the NAV CANADA Auxiliary Radar Display System (NARDS) entering the Red Deer, AB (CYQF) zone from the south at 060. The aircraft transited the zone and descended to 050 while over SLACKS. Multiple attempts to contact the aircraft were tried on 118.5, 121.9, and 122.875, and then contact was made on 126.7. No impact to operations.

A privately registered, amateur-built Zenair CH 200 from Calgary/Springbank, AB (CYBW) to Red Deer, AB (CYQF), on a VFR flight, requested to climb into Class C airspace due to a cloud. The pilot was told to standby due to traffic. The Zenair subsequently climbed into the Class C airspace without authorization. A WestJet Encore Ltd. de Havilland DHC-8-402 (WEN3348) from Edmonton, AB (CYEG) to Calgary, AB (CYYC) had to be stopped on its descent due to the Zenair entering the Class C airspace.

A Sky Wings Aviation Academy Ltd. Piper PA-34-200 (C-FFEE) from Calgary/Springbank, AB (CYBW) to Red Deer, AB (CYQF) was behind a privately registered Cessna T210L from Calgary/Springbank, AB (CYBW) to Calgary/Springbank, AB (CYBW) on Taxiway D, holding short for Taxiway C for taxi. The Cessna was instructed to taxi via Taxiway D, Runway 26, and Taxiway A due to traffic on Taxiway C. C-FFEE had the same instructions, and was told to follow the Cessna. Tower then observed both the Cessna and C-FFEE taxiing west on Taxiway C. Tower re-issued the taxi instructions for both to taxi Taxiways C, A, and cross Runway 26.

Tower observed C-FZRO taxiing west on Taxiway C. C-FZRO was told to stop, turn around and taxi north on Taxiway D, Runway 26, and Taxiway A due to traffic on Taxiway C. C-FZRO instead went east on Taxiway C. Tower then turned aircraft around and was able to taxi them successfully to Runway 17.

Incident at RED DEER REGIONAL AB (CYQF) (ATM - inaccurate aeronautical information)

At Red Deer, AB (CYQF), the National Voice Communication System (NVCS) at Workstation 103 was briefly intermittent. Two aircraft tried calling unable to get through, the NVCS was still lighting up but no audio could be heard. About 20 seconds later it was working fine. The south position (Workstation 102) was working fine as well. The Technical Operations Coordinator (TOC) was advised.

Incident at 5NM NNW MARKERVILLE / SAFRON FARMS AB (CSF5)

The Joint Rescue Coordination Centre (JRCC) Trenton advised the Red Deer, AB (CYQF) Flight Service Station (FSS) about an Emergency Locator Transmitter (ELT) that went off, possibly from an aircraft at or near Innisfail, AB (CEM4). The signal source was identifed as a privately registered Bellanca 8GCBC. No contact with the aircraft from the FSS. No ELT sound was heard on 121.5 from the specialist. Local traffic also did not hear any ELT on 121.5. A call was received from CEM4 to update the CYQF FSS that the Bellanca was not on the field at CEM4. Air Traffic Operations Specialist (ATOS) and JRCC Trenton advised at 2138Z.
Update TSB Report #A20W0026: A privately operated Bellanca 8GCBC (Scout), equipped with , was operating from Winters Aire Park/Indus, AB (CFY4) to a private airfield 5 nm NNW of Markerville, AB. Prior to landing on the private airfield, the pilot conducted 2 field surface inspection passes at low altitude. Due to the field crop stubble being visible through the snow, the pilot determined that the landing surface snow cover was only a few inches thick. As the pilot attempted to land and the tires contacted the landing surface, the aircraft sunk into approximately 10 inches of snow. The aircraft nosed over and came to rest upside down. The pilot, who was the sole occupant, was uninjured and the 406 ELT was activated. The aircraft received minor damage.

Incident at RED DEER REGIONAL AB (CYQF)

A Montair Aviation Inc. Cessna 172R (C-FSOF) from Red Deer, AB (CYQF) to Red Deer, AB (CYQF), on final, reported failure of their flaps. Aircraft was able to land safely without issue.
UPDATE from Airworthiness: A Civil Aviation Safety Inspector (CASI) looked into this occurrence. Montair generated an internal safety report which stated that the report was submitted by an instructor who had witnessed an event with one of Montairs aircraft in the circuit. The student pilot had said on the radio that the flaps would not extend. When the logbook was requested it was discovered the student had landed and not snagged or reported the aircraft issue and the aircraft had subsequently flown on other flights. Upon discovery of this the aircraft was immediately grounded and sent for inspection. Logbook records were attached and the aircraft returned to service.
