After the engines had been started, the crew activated the bleed air and smoke emerged in the cockpit. The bleed air was turned off and the plane returned to the gate. A privately registered Piper PA-28-140 on a flight from Ottawa/Rockcliffe, ON (CYRO) to North Bay, ON (CYYB) took off from CYRO without a flight plan. Rockliffe Flying Club informed the tower at Ottawa/MacDonald-Cartier Intl, ON (CYOW) of the aircrafts possible difficulties, without detail. There was no communication between air traffic services (ATS) and the aircraft. The Joint Rescue Coordination Centre (JRCC) in Trenton, police services, and the shift manager were notified. The aircraft was back in contact with ATS via telephone while in flight. No problem reported by the aircraft. No impact on operations.

An Air Canada Airbus A320 (ACA326) from Calgary, AB (CYYC) to Montreal/Pierre Elliott Trudeau, QC (CYUL) and a Jazz de Havilland DHC-8-301 (JZA8754) from Val-dOr, QC (CYVO) to Montreal/Pierre Elliott Trudeau, QC (CYUL) were redirected to Runway 24R. After an inspection, no FOD was found. Runway 24L reopened at 2257Z.

Emergency vehicles were deployed. The aircraft landed without incident at CYOW at 1256Z. A runway inspection was carried out and nothing unusual was reported. Impact: a WestJet Encore de Havilland DHC-8-402 (C-GWEO/WEN3458) from Toronto/Pearson, ON (CYYZ) to Ottawa/Macdonald-Cartier, ON (CYOW) was delayed by 5 minutes at arrival. A Porter Airlines de Havilland DHC-8-402 (C-GKQA/POE242) from Fredericton, NB (CYFC) to Ottawa/Macdonald-Cartier, ON (CYOW) declared "PAN PAN PAN" and reported an erroneous fuel reading. The aircraft decided to divert to Montreal/Trudeau, QC (CYUL). No equipment was requested on the ground and the pilot reported no fuel loss before landing. No impact on operations.
Update TSB #A19Q0064: C-GKQA, a Bombardier DHC-8-400 aircraft operated by Porter Airlines, was conducting flight POE242 from Halifax/Stanfield Intl (CYHZ), NS to Ottawa/MacDonald-Cartier Intl (CYOW), ON with 4 crew members and 72 passengers on board. During cruise flight, the flight crew noticed a fuel imbalance and initiated a fuel transfer from the right main tank, to the left one. Subsequently, the flight crew stopped the fuel transfer when it was realized that the left wing fuel quantity was indicating 200 lbs, and decreasing. No fuel leak could be observed by the cabin crew. A PAN PAN was declared, and the flight diverted to Montreal/Pierre Elliott Trudeau Intl (CYUL), QC. During the approach, fuel quantity indications returned to normal; consequently, the emergency was cancelled. The aircraft landed without further incident. The operator’s maintenance identified the left wing fuel indication system to be faulty.

TSB Report #A19Q0024: C-GGAH, a Jazz Aviation LP Bombardier DHC-8-400, was on flight JZA8971 from Montreal/Pierre Elliott Trudeau Intl, QC (CYUL) to Ottawa/MacDonald-Cartier Intl, ON (CYOW) with 4 crew members and 41 passengers on board. During the pushback from the gate at CYUL, light smoke and the smell of oil were discovered in the cabin. When the bleeds to the engines were turned off, the smoke and odour went away. The aircraft returned to the gate and passengers were transferred to another aircraft.

At departure from CZBM, a Novatem Aviation Piper PA-31 (C-GJDD) from Bromont, QC (CZBM) to Ottawa/Gatineau, QC (CYND) contacted the Montreal terminal directly. The aircraft was cleared to climb VFR to 8 000 ft while heading towards Ottawa/Macdonald-Cartier, ON (CYOW). Air traffic services (ATS) did not remove the controller jurisdiction symbol (CJS) during the position transfer and did not inform the person replacing them. Impact on operations: a Jazz de Havilland DHC-8-301 (C-GETA/JZA8742) from Montreal/Trudeau, QC (CYUL) to Windsor Locks-Bradley, CT (KBDL) was instructed to turn and change its heading to avoid a loss of separation.

A Jazz de Havilland DHC-8-102 (C-FGQK/JZA8748) from Ottawa/Macdonald-Cartier, ON (CYOW) to Quebec/Jean Lesage, QC (CYQB) conducted a go-around, because the Canadian Runway Friction Index (CRFI) was below the acceptable minimums for the applicable conditions. JZA8748 diverted to Montreal/Trudeau, QC (CYUL).

Incident at BOBKI intersection

An Air Canada Airbus A330-300 (ACA419) from Montreal/Trudeau, QC (CYUL) to Toronto/Pearson, ON (CYYZ), which was on a heading of 280 and climbing to FL200, was instructed to fly direct MELTI. Fifty seconds passed before the beginning of the turn. The result was a loss of separation with a Jazz Bombardier CL-600-2B19 (series 200) (JZA8851) from Moncton/Roméo LeBlanc, NB (CYQM) to Ottawa/Macdonald–Cartier, ON (CYOW), which was abeam and descending to FL210. The paths were therefore divergent. No impact on operations.
Update - TSB Report #A19Q0013: C-GFAJ, an Air Canada Airbus A330-300, was on instrument flight rules (IFR) flight ACA419 from Montreal/Pierre Elliot Trudeau Intl., QC (CYUL) to Toronto/Lester B. Pearson Intl., ON (CYYZ). While it was climbing to FL200, the flight crew was instructed to proceed direct MELTI. 50 seconds passed before the beginning of the turn. Consequently, its separation with C-GGJA, a Jazz Aviaton LP Bombardier CRJ-200 on flight JZA851 to Ottawa/MacDonald-Cartier Intl., ON (CYOM), was reduced to 4.7 miles laterally, while the standard is 5 miles. The paths of the aircraft were divergent.

Incident at 5NM OTTAWA / GATINEAU QC (CYND)

A Government Of Canada, Department Of Transport Bell 429 (CTG438) from Ottawa/MacDonald-Cartier Intl, ON (CYOW) to Ottawa/MacDonald Cartier Intl, ON (CYOW) entered the Ottawa/Gatineau, QC (CYND) control zone from the North, up to the power-lines, then returned to the practise area without contacting the flight service station (FSS) .

Incident at MONTRÉAL / PIERRE ELLIOTT TRUDEAU INTL QC (CYUL)

A Jazz de Havilland DHC-8-402 (C-GJZG/JZA8671) from Montreal/Trudeau, QC (CYUL) to Ottawa/Macdonald-Cartier, ON (CYOW), which had been cleared for takeoff, crossed the stopline on Runway 06R and reported that it had received an indication preventing its takeoff. Impact on operations: a Jazz de Havilland DHC-8-311 (C-GEWQ/JZA8750) from Val-dOr, QC (CYVO) to Montreal/Trudeau, QC (CYUL) was instructed to conduct a go-around.

Incident at MONTRÉAL / PIERRE ELLIOTT TRUDEAU INTL QC (CYUL)

An Endeavor Air Bombardier CL-600-2D24 (series 900) (N936XJ/EDV5497) from Montreal/Trudeau, QC (CYUL) to Detroit/Wayne County, MI (KDTW) crossed the stopline on Runway 06L. The controller then instructed a Jazz de Havilland DHC-8-402 (C-GGMI/JZA8978) from Ottawa/Macdonald-Cartier, ON (CYOW) to Montreal/Trudeau, QC (CYUL) to conduct a go-around. No other impact on operations.

Incident at ONDOB intersection

An Air Bravo Corp. Pilatus PC-12 (AB237) from Sudbury, ON (CYSB) to Ottawa/Macdonald-Cartier, ON (CYOW) crossed ONDOB while following the MEECH arrival at CYOW at FL207, though there was a crossing restriction at FL200 or less. AB237 was also seen conducting a right turn and deviating from the MEECH standard terminal arrival (STAR) after ONDOB, without clearance.
