Incident at LANGLEY REGIONAL BC (CYNJ)

An Okanagan Aviation Academy Inc. Cessna 172M (C-GWJZ) from Langley, BC (CYNJ) to Langley, BC (CYNJ) was issued the Poppy departure off of Runway 19 by ground control. On departure, C-GWJZ was observed heading directly Northeast (NE). The tower instructed C-GWJZ to start the turn towards Poppy as there was inbound traffic at 3NM East, westbound at 1200 and descending. C-GWJZ continued NE, and the tower instructed C-GWJZ to turn towards Poppy again, and when they did not comply, C-GWJZ was instructed to turn right on a heading of 100. An inbound Langley Flying School Inc. Cessna 172N (C-FYFT) from Langley, BC (CYNJ) to Langley, BC (CYNJ) had C-GWJZ in sight.

Incident at LANGLEY REGIONAL BC (CYNJ)

A privately registered Beech F33A on an IFR flight from Langley, BC (CYNJ) to Calgary/Springbank, AB (CYBW) did not follow the IFR departure clearance off of Runway 01. The aircraft departed straight out, and when the tower attempted to contact the aircraft to get them to turn towards the WHATCOM VORTAC (HUH) very high frequency omnidirectional range (VOR), there was no response. The aircraft had switched to the Victoria, BC (CYYJ) terminal without being instructed to by the tower. No impact on operations.

Incident at LANGLEY REGIONAL BC (CYNJ)

A Pacific Flying Club Cessna 172P (C-GOSB) from Vancouver/Boundary Bay, BC (CZBB) to Vancouver/Boundary Bay, BC (CZBB) was overflying the Langley, BC (CYNJ) control zone. The aircraft was passed traffic when it was approximately 1 mile southwest of CYNJ. C-GOSB had traffic in sight, then proceeded to descend into the control zone without clearance as they proceeded southwest, and were not reachable on the radio. No impact on operations.

Incident at LANGLEY REGIONAL BC (CYNJ)

Aviation Incident Report: A Dr. G.C. Prinsloo Inc. Robinson R44 II (C-FKCH) on a flight to Langley, BC (CYNJ) did not follow correct landing procedures. C-FKCH flew over Hangar #10 (instead of using Helipad Alpha and then slowly taxiing in) and then "flared" around in front of Unit 103 of Hangar #12. Then, C-FKCH hovered there, waiting for a Hunter Helicopters Hughes 369HS (C-FJJO) on a flight to Langley, BC (CYNJ) to approach. C-FJJO used the same incorrect landing method. The doors and flaps of the fixed wing aircraft on the ramp of Hangar #12 were slamming open and closed, creating a wind tunnel. Staff on the ramp had to attempt to secure all moving parts.

A privately registered, amateur-built Bearhawk on a flight from Langley, BC (CYNJ) was issued the Trinity Departure from Runway 25, and was observed on the NAV CANADA Auxiliary Radar Display System (NARDS) climbing through 1300 feet. No operational impact.

Incident at LANGLEY REGIONAL BC (CYNJ)

A privately registered Piper PA-28-151 from Langley, BC (CYNJ) to Langley, BC (CYNJ) accepted the take-off clearance for a 544211 BC Ltd. Navion (C-FEZI) and crossed the hold short line of Runway 19 at Taxiway Bravo. The Piper PA-28-151 did stop when instructed by the tower, as C-FEZI had already begun their take-off roll and departed without incident. Subsequently, the tower instructed the Piper PA-28-151 to backtrack from Bravo and line up on Runway 19. The Piper PA-28-151 rolled around the corner and departed without further contact. The tower informed the pilot of the Piper PA-28-151 once they were airborne that no clearance had been issued yet, and also that the aircraft had not flown the noise avoidance procedure.

A Langley Flying School Inc. Cessna 172M (C-GQGR) from Langley, BC (CYNJ) to Langley, BC (CYNJ) was issued the Trinity Departure with taxi clearance. The aircraft was observed on radar climbing through 1300ft, Northwest (NW) bound. The pilot was reminded of the altitude restriction for 1000ft on the route, as well as reminded of Trinity (their 3 oclock and 3 miles). The pilot disregarded both, stating they would be departing Northbound. Minimal operational impact.

Incident at LANGLEY REGIONAL BC (CYNJ)

A 1063682 BC Ltd. Cessna 172M (C-FDGO) from Kelowna, BC (CYLW) to Kelowna, BC (CYLW) departed Runway 19 on the POPPY departure. The aircraft was observed turning off course and into the approach of Runway 25 where a Skyquest Aviation Ltd. Cessna 152 (C-GTYQ) was about to turn base. C-FDGO was initially unresponsive to calls from the tower, but C-GTYQ was able to avoid the aircraft and continue their approach.The tower called C-FDGO several times to try and turn them back on course, and when that wasn’t successful, the tower restricted C-GTYQ to 1 000 ft and passed the traffic. When C-GTYQ reported C-FDGO in sight, they said they could turn in behind them and the conflict was resolved. Contact was made with C-FDGO soon after and they were informed of their error and said they were unfamiliar with the area.

Incident at LANGLEY REGIONAL BC (CYNJ)

The pilot of a privately registered Piper PA-28-151 from Langley, BC (CYNJ) to Langley, BC (CYNJ) called to close their fight plan at 0700Z (the estimated time of arrival (ETA) was 0523Z). The aircraft had landed safely and the pilot had forgotten to close the flight plan. The Joint Rescue Coordination Centre (JRCC) Victoria and Royal Canadian Mounted Police (RCMP) were both involved with the search.

While departing Runway 19, a Pacific Professional Flight Centre Ltd. Cessna 172M (C-GRXV) from Langley, BC (CYNJ) to Vancouver/Boundary Bay, BC (CZBB) struck and killed a Canada Goose as a flock departed from Pad C, Westbound. When queried, the pilot was unaware of the impact and chose to fly to CZBB, as both runways were occupied with birds. The pilot reported the aircraft did not seem affected. No operational impact.

A privately registered, amateur-built, Mustang II on a flight to Langley, BC (CYNJ), flying inbound overhead the man-made lakes, was cleared straight-in for Runway 01. The Mustang II approached from the West instead, conflicting with traffic in the downwind, a Langley Flying School Cessna 152 (C-GPUK). Multiple attempts were made by the tower to get the Mustang II to correct its course, without success. The tower issued vectors to C-GPUK and the Mustang II in order to resolve the conflict. Spacing was approximately 1NM before tracks began to diverge.

A privately registered Cessna 172H on a flight from Langley, BC (CYNJ) was instructed to backtrack, line up and wait for Runway 19 due to geese on the runway. A privately registered Cessna 172F was instructed to taxi via Taxiway C, across Runway 19 and Taxiway A, to the East side. Once the geese vacated the runway, the Cessna 172H started the take-off roll without a take-off clearance, while the Cessna 172F was still on the runway. The Cessna 172H was instructed to stop and backtrack to line up and wait for Runway 19. No operational impact.

The tower observed on the NAV CANADA Auxiliary Radar Display System (NARDS) that the code that was observed was 4074. Delayed entry as a result of NAV CANADA safety and evaluation quality assurance (QA) review: At Langley, BC (CYNJ), a Skyquest Aviation Ltd. Cessna 152 (C-GVNM) that was departing from Runway 01 was given the straight-out departure to exit over the 232nd interchange. The tower observed the aircraft turning right. A privately registered, amateur-built Osprey II was inbound for Runway 25 over the 264th interchange. The tower advised C-GVNM about the traffic. The pilot of the Osprey II aircraft reported the traffic in sight. At the time, there was no Radar or Extended Computer Display System (EXCDS) (reference AOR-261679-V2 / CADORS 2020P0278).

C-GVVG did not fly the noise avoidance procedure and was observed flying Northwest (NW) bound. The pilot reported climbing through 1400ft and the tower observed that the aircraft was not flying the Trinity departure. Tower informed the pilot of the routing requirements and issued new routing instructions. No further impact to operations.

The pilot of a privately registered, amateur-built Mustang II from Vancouver/Boundary Bay, BC (CZBB) to Vancouver/Boundary Bay, BC (CZBB) was instructed to taxi via "E" and contact the tower on 119.0, holding short. The Mustang II crossed the hold short line onto Runway 01, where the pilot was then instructed to backtrack Runway 01 to line up. The aircraft proceeded to commence a backtrack for Runway 19. The tower informed the pilot that they were backtracking for the wrong runway, at which point they were instructed to turn around, eventually departing Runway 01. A Pacific Professional Flight Centre Cessna 172P (C-GHFH) in the circuit (CCT) for Runway 01 was extended to accommodate.
