Incident
at 2NM NW SEPT-ÎLES QC (CYZV)
UPDATE: TSB#A18Q0071: C-GJBQ, a Strait Air Beech A100, was on flight NUK105T for training in the circuit at Sept-Îles, QC (CYZV) with just 2 crew members on board. C-FAIP, an Air Inuit Beech A100, was on instrument flight rules flight AIE527 from Schefferville, QC (CYKL) to CYZV with 3 passengers and 2 crew members on board. During initial contact on CYZV?s mandatory frequency, AIE527 stated that it was heading north from its position for a contact approach on the left for Runway 09, behind a DHC-8 also on approach for Runway 09. When NUK105T was on the downwind for Runway 09 at 1 200 ft ASL, the crew announced its intention to follow the DHC-8 that was about to land. At that moment, AIE527 was on the extended left base for Runway 09. Attempts to reconcile traffic with the aim of establishing the order of landing did not work. AIE527 climbed to 1 800 ft ASL and saw NUK105T for a few seconds before crossing it on a path that was almost perpendicular, approximately 300 ft below. The 2 aircraft landed without incident, without damage, and without injuries. NAV CANADA is conducting an internal investigation.
