Incident at ST. JOHN'S INTL NL (CYYT) (Aerodrome - runway or taxiway surface condition, Aerodrome, runway or taxiway shutdown)

A tractor involved in snow clearing became stuck on the threshold of Runway 29 with a Jazz de Havilland DHC-8-402 (C-GGAH/JZA8990) on a flight from Halifax/Stanfield Intl, NS (CYHZ) to St. Johns Intl, NL (CYYT) on approach. Runway 29 was active and the only available runway, as 16/34 was closed for maintenance and 02/20 was closed for snow. The vehicle was pulled out sooner than they had expected, but not before the inbound aircraft had been extended roughly 10 miles. There was only one impacted aircraft, which was delayed 4-5 minutes.

After landing Runway 14 and vacating in Taxiway M, an Exploits Valley Air Services Beech 1900D (C-GLHO/EV121) on a flight from Gander Intl, NL (CYQX) to Halifax/Stanfield Intl, NS (CYHZ) was told to taxi via D and hold short of Runway 23. A Jazz de Havilland DHC-8-402 (C-GGNW/JZA8635) on a flight from Halifax/Stanfield Intl, NS (CYHZ) to Ottawa/MacDonald-Cartier Intl, ON (CYOW) was rolling Runway 23 as EV121 was observed crossing the hold short line and entering the runway protected area. Tower controller instructed JZA8635 to abort takeoff and JZA8635 was able to stop prior to Taxiway D.

Update TSB #A19Q0134: C-GABP, a De Havilland DHC-8-300 aircraft operated by Jazz Aviation LP, was conducting flight JZA8685 from Bagotville, Qc (CYBG) to Montréal/Pierre Elliott Trudeau Intl, QC (CYUL). As the aircraft was on approach to Runway 24R at CYUL behind a Boeing 767-300, operated by Air Canada Rouge flight ROU1533 it encountered wake turbulence, followed immediately by an uncommanded 30° roll to the left and an uncommanded roll to the right. The crew notified ATC, and continued the approach without further incident.

During cruise flight, the flight crew noticed a fuel imbalance and initiated a fuel transfer from the right main tank, to the left one. Subsequently, the flight crew stopped the fuel transfer when it was realized that the left wing fuel quantity was indicating 200 lbs, and decreasing. No fuel leak could be observed by the cabin crew. A PAN PAN was declared, and the flight diverted to Montreal/Pierre Elliott Trudeau Intl (CYUL), QC. During the approach, fuel quantity indications returned to normal; consequently, the emergency was cancelled. The aircraft landed without further incident. The operator’s maintenance identified the left wing fuel indication system to be faulty.
