After a hand off (H/O) from Gander (QX), a Jazz de Havilland DHC-8-402 (C-GJZG/JZA8899) from Goose Bay, NL (CYYR) to Halifax/Stanfield, NS (CYHZ) was seen approximately 17 NM east of the route indicated in the Canadian Automated Air Traffic System (CAATS). Air traffic control (ATC) at Gander (QX) confirmed that the tower at CYYR had given it the flight planned route. When questioned, JZA8899 confirmed that it was going directly (DCT) to 4700N06249W.

Vehicle operator was observed to be working outside of 200 from the edge of Runway 33 for one (1) IFR departure, a FLYGTA Inc. Cessna 550 (C-GWFP) from London, ON (CYXU) to Dryden, ON (CYHD), and one (1) IFR arrival, a Swoop Inc. Boeing 737-8CT (C-FPLS/WSW315) from Halifax/Stanfield, NS (CYHZ) to London, ON (CYXU) on Runway 33. No hold short instruction had been issued to the vehicle.

An Air Canada Airbus A321-211 (C-GJWD/ACA626) from Toronto/Pearson, ON (CYYZ) to Halifax/Stanfield, NS (CYHZ) was at the holding point for Runway 24R and was instructed to hold position and that they would be departing after the traffic at 4 miles final. ACA626 read back "to position" and commenced line up on Runway 24R. Controller detected the incorrect read back, however ACA626 had already started moving and had crossed the holding position. The controller then expedited the departure of ACA626 and there was no impact on operations. Transportation Safety Board (TSB) was advised.

Incident at OTTAWA / MACDONALD-CARTIER INTL ON (CYOW)

A Jazz de Havilland DHC-8-402 (C-GGOY/JZA8639) from Halifax/Stanfield, NS (CYHZ) to Ottawa/MacDonald-Cartier, ON (CYOW) declared an emergency due to loss of hydraulic fluid. The flight landed safely on Runway 32, exited the runway and was towed to the gate.
UPDATE from Airworthiness: A Civil Aviation Safety Inspector (CASI) looked into this occurrence. Prior to fight the Flight Crew reported to MOC that the No. 1 Hydraulic Level was low, Maintenance topped up the system. The aircraft departed CYHZ. The Flight Crew advised maintenance and dispatch on-route that the No. 1 Hydraulic Fluid level had dropped from 90% to 35%. The Flight Crew continued monitoring and planned to continue to CYOW. Approximately 40 minutes later the level had dropped to 0% on system No.1, the Crew declared an emergency on descent to CYOW. The Flight landed 20 minutes later without incident and was towed to the gate. Maintenance troubleshooting identified a Hydraulic Line that had been chafed through by a clamp. The affected line was repaired, clamp replaced, Filters/Pump inspected, fluid added, and leak check performed. The aircraft was returned to service. Service Difficulty Report No. 20190408006 was submitted.
