Incident at 4700N / 07140W

An Adventure Air Cessna 208 (C-GRUC) from Dryden, ON (CYHD) to Fredericton, NB (CYFC) was observed at 3500 feet entering Valcartier, QC, restricted airspace (CYR603) in a southeasterly direction. The aircraft never established contact with the Quebec terminal, but further on it established contact with the Quebec tower. Valcartier had to cease operations. No other impact on operations.

Incident at SAINT JOHN NB (CYSJ) (ATM - inaccurate aeronautical information)

An error in the camera system occurred for the Saint John, NB (CYFC) remote aerodrome advisory service (RAAS). Pan-tilt-zoom (PTZ) cameras moved to static television screens and static cameras disappeared. The only way to get the system back was to reboot it. Computer and video feed were subsequently slow and stuttering. Technical operations coordinator (TOC) advised.

Incident at Fredericton/Gagetown, NB (CYR724)

A privately registered Cessna 182L from Fredericton, NB (CYFC) to Grand Manan, NB (CCN2) departed on a VFR flight plan. Prior to exiting the control zone, the controller queried the pilot to ensure they were aware of restricted airspace CYR724. The pilot stated they were aware of the airspace and was subsequently changed to en route frequencies. A short time later, the aircraft was observed entering CYR724 airspace (at coordinates 4544N 06630W). The controller initiated a "Check Fire" command with the Gagetown Range Control. The aircraft exited the ranges at 1253Z.

Incident at FREDERICTON INTERNATIONAL AIRPORT

The controller cleared a Moncton Flight College Diamond DA 20-C1 (C-FJXD) from Fredericton, NB (CYFC) to Fredericton, NB (CYFC) to land, but no response was received from the pilot. The controller attempted several times to re-establish communications and also used light gun signals to clear the aircraft to land. The aircraft intentionally pulled up and went around. The pilot was able to establish communications again while conducting the overshoot and stated it was an issue with their radios volume.

The pilot stated they powered up again while on the runway and did not notice the issue anymore, but decided to return to a local hangar space operated by a branch of their Flight school to make sure there was no issue.

A privately registered Cessna 150M from Fredericton, NB (CYFC) to Fredericton, NB (CYFC) was flying the left downwind for Runway 33. The controller observed that the track the Cessna 150M was flying was too close to the final approach and was flying towards another aircraft. The controller instructed the pilot to widen out their downwind by 5 to 10 degrees to the right. The Cessna 150M requested, and was instructed, to make a 360 degree turn for spacing. When rolling out from the 360 degree turn, the Cessna 150M was still flying towards an aircraft on final for Runway 33. The Cessna 150M was instructed to make a right turn to resolve the conflict.

The controller issued a 360 degree turn to C-GNPE.

A Moncton Flight College Diamond DA 20-C1 (C-GNPE) from Fredericton, NB (CYFC) to Fredericton, NB (CYFC), 4NM northwest, called the tower and advised that it was experiencing an oil pressure issue and was declaring an emergency. The Aircraft Rescue and Fire Fighting (ARFF) unit was on standby. The aircraft landed safely, without incident, at 1942Z. Two aircraft in the circuit and one transiting aircraft were delayed slightly in order to give C-GNPE priority.

Two miles north of the airport, C-FJXD was observed making a right turn, northbound, instead of a left turn to join the right downwind for Runway 27. The controller caught it early and corrected the pilot. No impact on operations.

Incident at FREDERICTON INTERNATIONAL AIRPORT

Shortly after departure, the transponder a Moncton Flight College Diamond DA 20-C1 (C-GMFF) from Fredericton, NB (CYFC) to Fredericton, NB (CYFC) stopped giving surveillance information. The tower controller made several attempts to contact the aircraft on frequency, with no reply. The controller observed the aircraft flying to the north of the airport. The aircraft overflew the tower and joined the left downwind for the active runway. The aircraft was unable to land on the first attempt, but returned for a successful landing on the second attempt. Four other aircraft experienced minor delays arriving and departing.

At 1950Z, the Fredericton, NB (CYFC) tower lost the ability to transmit and receive on tower frequency 119.0 MHz. At this time, a Moncton Flight College Diamond DA 20-C1 (C-FJYQ) from Fredericton, NB (CYFC) to Fredericton, NB (CYFC) was taxiing to position for an immediate departure and a Moncton Flight College Beech C90A (C-GDFF) from Fredericton, NB (CYFC) to Fredericton, NB (CYFC) was turning 2NM final for Runway 33. The tower controller attempted to call both aircraft, with no response. The tower controller then issued the flashing red light signal with the light gun to C-GDFF, to indicate that the aerodrome was unsafe and to indicate to the aircraft to pull up and conduct a go-around. C-GDFF pulled up at 200ft and conducted a missed approach at 1951Z. Frequency 119.0 MHz was serviceable at 1951Z, after a 1 minute outage.

The aircraft was then given the light signal to land while it was on final, but did not see it. C-FHFS conducted an overshoot and landed safely at 1524Z. No impact on operations.

A Jazz de Havilland DHC-8-402 (C-GGND/JZA8734) from Fredericton, NB (CYFC) to Iles-de-la-Madeleine, QC (CYGR) declared PAN PAN and reported flaps stuck at 15 degrees. The pilot requested diversion to Halifax/Stanfield, NS (CYHZ). The aircraft landed at 1758Z, No impact on operations.
UPDATE AOR-266121-V1: The Moncton (ZQM) air traffic control (ATC) advised the Charlottetown, PE (CYYG) flight service station (FSS) that a Jazz de Havilland DHC-8-402 (C-GGND/JZA8734) on an IFR flight from Fredericton, NB (CYFC) to Îles-de-la-Madeleine, QC (CYGR) declared "Pan Pan" on approach into CYGR. JZA8734 was now diverting to CYYG and the pilot requested the CYYG Aircraft Rescue and Fire Fighting (ARFF) unit be alerted and put into position. The aircrafts flap operation was abnormal. At 1718Z ZQM ATC advised that JZA8734 was now diverting to Halifax/Stanfield, NS (CYHZ) vice CYYG. At 1721Z ZQM ATC confirmed that the CYYG ARFF unit could "stand down". (Duplicate record AOR-266121-V1 / CADORS 2020A0491 deleted)
Update: TSB Report #A20A0033: C-GGND, a de Havilland DHC-8-402 aircraft operated by Jazz Aviation LP, was conducting flight JZA8734 from Fredericton Intl (CYFC), NB, to Îles-de-la-Madeleine (CYGR), QC. On approach to CYGR, the crew received a FLAP POWER caution indication and the flaps did not extend beyond 17 degrees. The crew declared PAN PAN with air traffic services (ATS) and requested a diversion to Halifax/Stanfield, (CYHZ), NS. The aircraft landed at CYHZ without further incident.

An Air Canada Rouge Airbus A319-114 (C-FYIY/ROU1524) from Toronto/Lester B. Pearson, QC (CYYZ) to Fredericton, NB (CYFC) declared PAN PAN with the Boston Centre due to a hydraulic problem. The aircraft landed at Quebec/Jean Lesage, QC (CYQB) at 1538Z. Runway 24 was closed at CYQB until 1610Z.
UPDATE TSB Report # A20Q0028: C-FYIY, an Air Canada Rouge LP Airbus 319-114 operating as flight ROU1524, was conducting an instrument flight rules (IFR) flight from Toronto/Lester B. Pearson, ON (CYYZ) to Fredericton, NB (CYFC) with 129 passengers and 5 crew members on board. During cruise, when the aircraft was at 77NM southeast of Quebec, QC, the Electronic Centralized Aircraft Monitor(ECAM) generated a low hydraulic fluid message in the green system. The crew elected to divert to Quebec/Jean Lesage, QC (CYQB) and declared a state of emergency. The aircraft landed on Runway 24 without issue. There were no injuries or damage to the aircraft.
