A call from London, ON (CYXU) FIC was received, informing they were closing the flight plan at 1815Z.

Visibility dropped to 1/2 mile in -SN and tower observed visibility was 1/4 mile. C-FSXA conducted an overshoot because they lost visual reference to the ground. All aircraft landed safely by 1528Z.

Incident at FREDERICTON INTERNATIONAL AIRPORT

TSB Report #A20A0007: C-GBJZ, a de Havilland Dash 8-400 aircraft operated by Jazz Aviation LP, was conducting flight JZA8902 from Montreal Trudeau airport (CYUL), QC, to the Greater Moncton Romeo Leblanc airport (CYQM), NB. While in cruise at FL250 over Fredericton New Brunswick, the aircraft encountered severe turbulence. The autopilot disengaged, the aircraft banked left to about 40 degrees and lost approximately 1000 feet before the crew could regain control. The turbulence lasted for approximately 45 seconds before abating. The 77 passengers and 4 crew were wearing seatbelts and no one was injured. The aircraft landed safely at CYQM. Maintenance completed a severe turbulence inspection and the aircraft was released to service.

The tower controller had to instruct two Diamond DV20s that were in the circuit for Runway 33 to pull up and go around.

A Moncton Flight College Diamond DA 20-C1 (C-FEFZ) from Fredericton, NB (CYFC) to Fredericton, NB (CYFC) did not respond to several instructions on where to exit the runway after landing. Another Diamond DA 20-C1 aircraft was instructed to pull up and go around due to the traffic on the runway that was not responding. Eventually, C-FEFZ made contact with the controller and stated they had heard the instruction but their response was not transmitting.

At Fredericton, NB (CYFC), a vehicle (TK387+1) was instructed and read back to hold short of Runway 15/33 on Taxiway B. Vehicle was observed across the hold short and in the runway protected area (RPA) for Runway 15/33 and was queried as to the hold short. A Moncton Flight College Diamond DA 20-C1 (C-FSXF) from Fredericton, NB (CYFC) to Fredericton, NB (CYFC) was on final with a landing clearance. Vehicle vacated the RPA and C-FSXF landed safely at 1611Z. No impact on operations.

At Fredericton, NB (CYFC), a vehicle (TK387) requested and was instructed to work on Taxiway A with turns in the intersection of Runway 15/33 and Runway 09/27. The ground controller noticed a second truck following TK387 and queried TK387 as to whether they were +1 or not. TK387 was not aware of the second truck but at that time took the second truck as +1. No impact on operations.

Kennedy, NY (KJFK) to Halifax/Stanfield, NS (CYHZ) landed on runway, the field foreman advised there was debris on the runway and that it was closed until it could be swept. An Exploits Valley Air Service Beech 1900D (C-GUPW/EV778) from Fredericton, NB (CYFC) to Halifax/Stanfield, NS (CYHZ) on approach to Runway 05 had to divert to land on Runway 32 instead. A WestJet Encore Ltd. de Havilland DHC-8-402 (C-FENO/WEN3484) from Halifax/Stanfield, NS (CYHZ) to Sydney, NS (CYQY) delayed taxi for a few minutes as well. No other operational impact.

Initially having filed FL330 as a requested cruising altitude, ASP524 revised the requested altitude to FL270. The aircraft was subsequently cleared as requested. No impact on operations.

A Jazz de Havilland DHC-8-402 (C-GGNY/JZA8500) from Montreal/Pierre Elliott Trudeau, QC (CYUL) to Fredericton Intl, NB (CYFC) declared an emergency due to a problem with the cargo door and returned to CYUL to land. The aircraft landed without incident at 1245Z. No impact on operations.
UPDATE from Airworthiness: A Civil Aviation Safety Inspector (CASI) looked into this occurrence. During initial climb, the Flight Crew received a ‘Fuselage Doors’ warning light associated with the aircraft baggage door. An emergency was declared and the flight executed an air turn back without further incident. Upon arrival the aircraft cargo door external handle was found extended, not in the stowed position. The cargo door was inspected and the aircraft returned to service. No Service Difficulty Report (SDR) required.
Update: TSB report No. A19Q0181: C-GGNY, a Dash 8-400 operated by Jazz Aviation LP as JZA500 with four crew members and 54 passengers on board, was flying under instrument flight rules from Montréal/Pierre Elliott Trudeau International Airport (CYUL), QC, to Fredericton (CYFC), NB. During the initial climb, the fuselage door warning light illuminated. Crew members followed the appropriate checklist and noted that the rear cargo door light was on. A PAN PAN was declared and the aircraft returned to land without incident at CYUL. There were no injuries. Following a check, it was determined that the handle on the rear cargo door had not been properly secured during closing.

The BODPO transition specifies 4 000 ft or more between BODPO and IKDEB. C-GDHS was observed to be descending at 3 000 ft. The aircraft was then cleared for a visual approach.
