The pilot of a privately registered Cessna A185F from Yorkton, SK (CYQV) to Dryden, ON (CYHD) reported a rough running engine and advised that they were diverting to Dauphin, MB (CYDN). No assistance required. Approximately 15NM southeast of CYDN, the pilot advised that they believed the engine issue was sorted out and they would continue on their original flight plan. The airport manager (APM) advised that one aircraft, a Harvs Air Service Ltd. Piper PA-28-161 (C-FEIN) from Dauphin, MB (CYDN) to Virden, MB (CYVD), departed during the power outage. Impact: At least one aircraft was not provided with the remote aerodrome advisory service (RAAS).

A West Wind Aviation Limited Aerospatiale ATR 42-300 (WEW442) from Buffalo Narrows, SK (CYVT) to Saskatoon/Diefenbaker, SK (CYXE) that was inbound to CYXE was cleared to 5000 and was passed traffic information on an eastbound Government Of Canada, Department Of National Defence Bell 412 (FREE51) from North Battleford, SK (CYQW) to Dauphin, MB (CYDN) that was at 3500. WEW442 subsequently advised traffic in sight at same altitude 5500 and commenced avoidance action. After clearing traffic, WEW442 completed a visual approach at CYXE and landed without incident. VFR helicopter advised Tower of Mode C issues and confirmed level at 5500. All surveillance data showed that helicopter was at 3500.
