A Skynorth Air Beech 200 (C-GCFF/SN851) on a flight from Winnipeg/James Armstrong Richardson Intl, MB (CYWG) to Cross Lake (Charlie Sinclair Mem), MB (CYCR) reported a mechanical issue and requested direct to Thompson, MB (CYTH). The pilot advised no assistance required. SN851 landed safely without incident. No impact to operations.

Incident at THOMPSON MB (CYTH)

A Perimeter Aviation Swearingen SA226-TC (C-GYRD/PAG07) on a flight from Thompson, MB (CYTH) to Cross Lake (Charlie Sinclair Mem), MB (CYCR) rejected take-off Runway 24. The aircraft exited the runway under its own power. No impact on operations.
UPDATE from Airworthiness: A Civil Aviation Safety Inspector (CASI) looked into this occurrence. The Metro 2 aircraft (C-GYRD) had an aborted take off in CYTH due to the right-hand (R/H) beta light remaining on during take off run at 96% rotations per minute (RPM) and 2206 ft/lbs torque. Maintenance replaced the R/H beta switch and released the aircraft back to service.

UPDATE from Airworthiness: A Civil Aviation Safety Inspector (CASI) looked into this occurrence. A Metro 2 , C-FFDB aborted a takeoff in Thompson due to AWI not firing on the R/H engine. AWI control box was replaced and the aircraft released.

A Cargair Ltee. Cessna 152 (C-FRFN) on a flight from Chicoutimi/St-Honore, QC (CYCR) and landing at Chicoutimi/St-Honore, QC (CYCR) entered the control zone without contacting air traffic control (ATC), as the aircraft did not have a functional transponder. The aircraft joined the circuit, went around once and then landed without clearance. Then, C-FRFN taxied on Alpha without clearance. The impact to operations involved an Exact Air Inc. Cessna 172P (C-GMDI) on a flight from Chicoutimi/St-Honore, QC (CYCR) and landing at Chicoutimi/St-Honore, QC (CYCR) that had to be put in a hold and a Cargair Ltee. Cessna 152 (C-GZSS) on a flight from Chicoutimi/St-Honore, QC (CYCR) and landing at Chicoutimi/St-Honore, QC (CYCR) that had to be given avoidance instructions.

Several aircraft were rerouted to land on Runway 31 while a runway inspection was conducted. No remains were found. No other operational impact.

PAG118 landed without incident at 0204Z. One inbound flight was slightly delayed to accommodate a runway inspection. No other operational impact.

UPDATE to aircraft: The aircraft was changed from "A Vanguard Air Care Beech B200 (C-FUNF)" to "A Perimeter Aviation Fairchild SA227-AC (C-FAMC)".
A work crew and maintenance vehicle was present on the runway without an appropriate NOTAM being issued. A Vanguard Air Care Beech B200 (C-FUNF) from Norway House, MB (CYNE) to Cross Lake (Charlie Sinclair mem), MB (CYCR) was required to pull and go around because of obstructed runway.

UPDATE from Airworthiness: A Civil Aviation Safety Inspector (CASI) looked into this occurrence. After takeoff, the nose gear door was indicating open. Inspected sensor and wiring harness and found broken wire at radius by bulkhead connection point. Repaired harness. Nose Landing Gear (NLG) function test completed with no faults. Tested serviceable.

Incident at PORT HARDY BC (CYZT)

UPDATE from Airworthiness: A Civil Aviation Safety Inspector (CASI) looked into this occurrence. B300 King Air C-GRXX had no nose gear down and locked indication on approach to Port Hardy. Crew elected to fly back to CYVR and declared a precautionary emergency. Aircraft landed uneventfully and shut down after turn off. Maintenance with help of crew determined it was a microswitch switch wire causing the indication issue. Aircraft taxied back to hanger where Maintenance confirmed the fault with aircraft up on jacks. Nose gear down microswitch replaced aircraft returned to service.
CORRECTION: Aircraft was landing at Port Hardy, BC (CYZT) and not Sanspit, BC (CYZP).
A Carson Air Ltd. Beech B350 (CA611) on a flight departing Vancouver, BC (CYCR) performed a missed approach at Sandspit, BC (CYZP) due to a mechanical issue. Emergency declared. CA611 returned to CYVR and landed safely at 0501Z. Aircraft Rescue and Fire Fighting (ARFF) services were on standby and the Aviation Operations Centre was advised. No operational impact.
UPDATE: TSB Report#A17P0184: C-GRXX, a Beech B300 aircraft operated by Carson Air, was conducting medevac flight CA611 from Vancouver Intl, BC (CYVR) to Port Hardy, BC (CYZT) with 2 crew members and 2 passengers on board. During the approach to CYZT, the landing gear down and locked indicator failed to illuminate upon selection of landing gear down. The flight crew aborted the approach, circled and executed the emergency checklist. The flight crew diverted the aircraft back to CYVR and declared an emergency. The flight landed on Runway 26R without further incident.

UPDATE: TSB Report#A17C0154: F-HPJG, an Airbus 380-861 aircraft operated by Air France, was conducting flight AFR066 from Paris/Charles de Gaulle, France (LFPG), to Los Angeles Intl, USA (KLAX). While in cruise flight, the flight crew received a low oil quantity indication on the #2 engine (Engine Alliance GP7270). Over Cross Lake, MB (CYCR), the crew conducted a precautionary shut down of the #2 engine and declared a PAN PAN. The crew consulted with company personnel and elected to continue to KLAX where the aircraft landed safely.
An Air France Airbus A380-800 (AFR066) on a flight from Paris, France (LFPG) to Los Angeles, CA (KLAX) reported an engine failure and declared a PAN PAN. The aircraft elected to continue to KLAX. No impact on operations.

Incident at CROSS LAKE (CHARLIE SINCLAIR MEM) MB (CYCR)

UPDATE: TSB REPORT#A17C0050: C-GQAJ, a Swearingen SA226-TC aircraft operated by Perimeter Aviation Lp, was conducting flight PAG01 from Cross lake/Charlie Sinclair Mem, MB (CYCR) to Winnipeg/James Armstrong Richardson Intl, MB (CYWG). Shortly after the departure, the flight crew reported a flight control problem and referenced the QRH for inadvertent stick pusher. The flight crew stopped the climb at 4000 feet with no major trim changes required, declared an emergency and advised ATC that they were returning to CYCR where the aircraft landed without further event. The operator's maintenance is investigating the flight control system.
UPDATE: JRCC Trenton SARSUM Report#[T2017-00670]: (543685N 0974543W - Cross Lake). Winnipeg Centre reported that a Perimeter Aviation Swearingen SA226-TC (C-GQAJ/PAG01) had declared an emergency and was making an emergency landing at Cross Lake. Shortly after the initial call, the aircraft landed safely, no assistance was required from the rescue coordination centre (RCC) .
Shortly after departing Cross Lake (Charlie Sinclair Memorial), MB (CYCR), a Perimeter Aviation Swearingen SA226-TC (C-GQAJ/PAG01) on a flight from Cross Lake (Charlie Sinclair Memorial), MB (CYCR) to Winnipeg/James Armstrong Richardson, MB CYWG) reported a control issue with the Winnipeg area control centre (ACC) controller, declared an emergency and advised returning to CYCR. The aircraft called the Winnipeg flight information centre (FIC) and advised that they landed safely. Trenton joint rescue coordination centre (JRCC) was advised.
UPDATE from Airworthiness: A Civil Aviation Safety Inspector (CASI) looked into this occurrence. The issue was a hydraulic failure in flight. After further investigation it was found the left hand I/B squat switch wire was chaffed. Wire replaced and system tested serviceable.

After landing Runway 06, a Calm Air Aerospatiale ATR 72-202 (C-FJCQ/ CAV525) from Winnipeg, MB (CYWG) to Thompson, MB (CYTH) experienced steering trouble, with a Kississing Lake Lodge Beech 100 (C-GTLS) on a local flight from Thompson, MB (CYTH) turning 4NM final for a touch and go (circuits) and a Perimeter Aviation Swearingen SA226-TC (C-FBTL/ PAG11) from Cross Lake, MB(CYCR) to Thompson, MB (CYTH) was approximately 8NM final for full stop. CAV525 was unable to vacate the runway in time for C-GTLS to land, resulting in C-GTLS breaking off their approach and circling to rejoin downwind. PAG11 started to circle, but CAV525 was able to vacate the runway and PAG11 was able to land on Runway 06.

UPDATE from the Operator: A Perimeter Aviation Swearingen SA226-TC (C-FFDB/PAG09) landed Runway 24 and reported stopped off the runway due to crosswind. The aircraft had actually stopped between the lights on the runway edge. Staff vehicle towed aircraft in order to straighten it toward centerline for taxiing.
A Perimeter Aviation Swearingen SA226-TC (C-FFDB/PAG09) from Cross Lake, MB (CYCR) to Norway House, MB (CYNE) landed Runway 24 at 1905Z and reported sliding off north side of runway and into side of snow bank due to crosswind. No injuries or damage to aircraft. Staff vehicle towed aircraft back onto runway. Aircraft taxied off runway unassisted at 1925Z. No operational impact or delays.
UPDATE TSB #A17C0023: C-FFDB, a Swearingen SA-226-TC aircraft operated by Perimeter, was conducting flight PAG09 from Cross Lake (Charlie Sinclair Mem), MB (CYCR) to Norway House, MB (CYNE) with a crew of two and one passenger on board. During the landing roll on Runway 23 at CYNE, a temporary loss of control was encountered and the aircraft came to a stop on the edge of the north side of the runway. There were no injuries and the aircraft was not damaged. The engines were shut down and a tractor was called out to straighten the aircraft. The engines were restarted and the aircraft taxied off the runway. It was reported that there were gusting crosswinds from 18 kts to 32 kts at CYNE.

An aerodrome special meteorological report (SPECI) was done at 1125Z changing visibility to 1/4SM from 1/2SM at Thompson, MB (CYTH). A Perimeter Aviation Swearingen SA226-TC (C-GIQF/PAG12) from Cross Lake, MB (CYCR) to CYTH was advised of this change approximately 11 miles W of CYTH, and continued the approach, landing at 1131Z with runway visual range (RVR) P6000 and runway lights at strength 5. PAG12 taxied off the runway with visibility 1/4SM. After reporting down and clear, PAG12 advised that cockpit visibility was at least 1SM when on the runway. No impact to operations.

A Perimeter Aviation Swearingen SA226-TC (C-FJNW/PAG03) from Cross Lake, MB (CYCR) to Thompson, MB (CYTH) declared an emergency inbound from CYCR due to a hydraulic issue. Aircraft Rescue and Fire Fighting (ARFF) was called out and on stand by. PAG03 landed without incident. No impact on operations.
UPDATE: TSB#A16C0040: C-FJNW, a Perimeter Aviation Lp Swearingen SA226-TC operating as flight PAG03, had departed from Cross Lake (Charlie Sinclair Mem), MB (CYCR) en route to Winnipeg/James Armstrong Richardson Intl, MB (CYWG). When the landing gear was selected up shortly after takeoff, both hydraulic pressure warning lights illuminated. The flight crew elected to divert to Thompson, MB (CYTH) and declared an emergency. A manual landing gear extension was executed and the subsequent landing in CYTH was uneventful with ARFF responding. The operator?s maintenance personnel determined that the loss of hydraulic fluid was due to a cracked aluminum tube at the servicing port in the left wheel well.

Incident at THOMPSON MB (CYTH)

UPDATE: TSB#A16C0008: C-GSNM, a Beech E90 operated by SkyNorth Air as flight SN696, was on approach to Thompson, MB (CYTH) from Cross Lake (Charlie Sinclair Mem), MB (CYCR). When the landing gear was selected down, the left main gear down indicator lights did not illuminate, as well as the associated lights on the landing gear handle. The landing gear was selected up, then down again with the same results. The crew tested the gear lights and determined they were functional. The flight diverted to Winnipeg/James Armstrong Richardson Intl, MB (CYWG) under IFR with the landing gear down. Approaching CYWG, the crew carried out the emergency gear lowering procedure and landed without further incident with ARFF standing by. The operator?s maintenance inspection revealed a broken wire on the left main gear down lock indicator switch.
The Pilot of SkyNorth Air Ltd Beech E90 (C-GSNM/SN696) from Cross Lake, MB (CYCR) to Thompson, MB (CYTH) reported a missed approach for Runway 06 and circled right for a left downwind Runway 24 citing a landing gear issue. SN696 made a low pass of the Runway and the flight service station (FSS) confirmed gear appeared in the down position. Crew decided to divert to Winnipeg, MB (CYWG) flying with gear in the lowered position. SN696 landed safely at CYWG with aircraft rescue and fire fighting (ARFF) standing by.

A Perimeter Aviation Fairchild SA227-AC (C-FJLO/ PAG118) from Cross Lake, MB (CYCR) to Winnipeg, MB (CYWG) executed a go around approximately 3 miles final Runway 18 due to a nose wheel indication. Aircraft stayed VFR with Tower and landed safely at 0244Z. Aircraft rescue and fire fighting (ARFF) on standby as a precaution. No other impact to operations.
UPDATE: TSB Report#A15C0012: Perimeter Aviation Flight 118 was on approach to Runway 18 at the James Richardson Airport in Winnipeg with a crew of 2 and 10 passengers onboard. During final approach, the crew selected the landing gear down and did not receive a nose gear down and locked indication. The crew cycled the landing gear several times and still did not receive a down and locked indication for the nose gear. A fly-by the tower confirmed that the landing gear appeared to be down. AARF was put on standby and the aircraft then landed without further incident.

Incident at WINNIPEG / JAMES ARMSTRONG RICHARDSON INTL MB (CYWG)

Update from Maintenance and Manufacturing: Aircraft registration was C-GIQF, not C-GIQG. The stability augmentation system (SAS) indicator indicated a stall intermittently on climb out. Horn came on as well with no stick pusher or SAS fail light. Maintenance found a wire shorting to the SAS heat control box. The wires were repaired in accordance with Wiring Manual. Angle of Attack (AoA) transmitter and stall avoidance system tested serviceable in accordance with Aircraft Maintenance Manual.
Shortly after departure, a Perimeter Aviation Swearingen SA226-TC (C-GIQG / PAG12) from Winnipeg, MB (CYWG) to Cross Lake, MB (CYCR) reported an unspecified indication issue and advised returning to the airport. No assistance required. PAG12 arrived without incident at 2159Z. No impact to operations.

Incident at THOMPSON MB (CYTH)

A Perimeter Aviation Swearingen SA226-TC (C-GQAJ/ PAG01) from Cross Lake, MB (CYCR) to Thompson, MB (CYTH) requested assistance for a wing overheat indication on a 3 mile final for Runway 24. Airport maintenance and a medevac ambulance met PAG01 on Apron 1. PAG01 reported no further issues. No impact on operations.
UPDATE TSB#A14C0176: The Perimeter Aviation SA226-TC, C-GQAJ operating as flight PAG01 medevac was on final approach for CYTH, Thompson. The left "wing over-heat" warning light illuminated and remained steady. The checklist was actioned and an emergency was declared. The aircraft taxied off the runway with ARFF in attendance.

Incident at THOMPSON MB (CYTH)

A Workplace Solutions Inc. Cessna 210 (C-GLIB) from Cross Lake, MB (CYCR) to Thompson, MB (CYTH) landed on runway 24 at 2119Z with a Province of Manitoba Bombardier CL-215-6B11 (C-GMFW / TKR258) from Lac Brochet, MB (CZWH) to Thompson, MB (CYTH) following shortly after on final. As C-GLIB turned on to Taxiway C they reported engine problems which delayed their exit from the active Runway. TKR258 executed a missed approach as a result. C-GLIB taxied off safely. TKR258 landed on runway 24 at 2128Z. No assistance was required for either aircraft.

Incident at In the vicinity of: NORWAY HOUSE MB (CYNE) (Communication navigation surveillance/air traffic system)

A Perimeter Aviation Fairchild SA227-AC (C-FJLO/PAG996), from Cross Lake, MB (CYCR) to Winnipeg, MB (CYWG), requested a clearance direct to Winnipeg on an Instrument Flight Rules (IFR) flight plan that was filed direct BIRLA direct Winnipeg. The Controller cleared PAG996 direct Winnipeg but did not update the routing in the Canadian Automated Air Traffic System (CAATS). The error was detected by the adjacent sector. No other aircraft in the vicinity. No impact on operations.

Incident at CROSS LAKE (CHARLIE SINCLAIR MEM) MB (CYCR)

TSB Report#A14C0027: Perimeter flight 115, Fairchild SA-227-AC aircraft, registration C-FJTS was landing on runway 23 at the Cross Lake airport. During the landing roll, directional control of the aircraft was lost and the aircraft began to veer off to the left. The aircraft came to a rest approximately 15 feet off the left side of the runway. The left main landing gear and the right propeller struck two landing lights. It was reported that the aircraft skidded after reverse thrust and brake action were applied.
Update Maintenance & Manufacturing: In the roll out upon landing runway 23 in CYCR, decreasing through 40 knots, PAG115 started drifting towards the right side of the runway. Crew corrected to the left and lost traction when straightening the plane. Crew locked up the breaks and aircraft started skidding towards the left entrance of the turnaround bay with the nose veering to the right. The line indoc Captain took control too late to straighten the plane through asymmetrical trust and was not able to regain traction. At about 5-10 knots while skidding sideways, the plane hit two lights simultaneously, before coming to rest 15 feet past the lights. One light was hit with the left main outboard tire hub, one with the right propeller. PAG 115 then taxied to the apron in CYCR to deplane. Replaced #2 propeller, serviceable. Replace #2 engine, ground rand and leak checked, serviceable pending satisfactory flight test.

Incident at NORWAY HOUSE MB (CYNE) (Communication error)

Update Aerodromes Safety: was advised by the airport manager that "Call-on/Call-off" will be ensured before/after runway check to prevent a recurrence of this incident. No further action required at this time."
A Perimeter Aviation Fairchild SA227-AC (C-FTSK/ PAG116) from Cross Lake, MB (CYCR) inbound to Norway House, MB (CYNE) with a vehicle shown to be on the runway. Vehicle instructed to exit the runway 5 minutes before arrival but no response on multiple radio calls. Aircraft advised that status of vehicle unknown. PAG116 verified that runway was unobstructed prior to landing at 2215Z.

Incident at THOMPSON MB (CYTH)

Update Maintenance & Manufacturing: R/H ann. panel hyd. warning light illuminated in flight. The R/H hyd. pressure switch was replaced. The wiring was inspected. During the aircraft ground run, it was unable to duplicate. No leaks.
A Perimeter Aviation Swearingen SA226-TC (C-GQAJ/ PAG01) reported inbound to Thompson, MB (CYTH) from Cross Lake, MB (CYCR) with a hydraulic indication. No emergency was declared. Landed runway 06 at 2045Z without incident. No operational impact.

Incident at THOMPSON MB (CYTH)

A Sweeny Enterprises Ltd Piper PA31-350 (C-FJKM) from Thompson, MB (CYTH) to Cross Lake, MB (CYCR) reported small baby birds on Taxiway C, blocking their backtrack. The Thompson Regional Airport Authority (TRAA) called for small bird extraction. No further impact.
Update Aerodrome Safety: Thompson Regional airport has a Wildlife Management Plan that is followed for all Bird and Wildlife incidents.

Incident at 60 Miles Southeast of Norway House (CYNE)

A Royal Canadian Mounted Police Pilatus PC 12 (C-GMPP) on a VFR flight from little Grand Rapids (CZGR) to Cross Lake (CYCR) was radar observed entering controlled airspace at 16,000 feet 60 miles southeast of YNE without authorization. The aircraft was contacted through another aircraft on the enroute frequency and promptly descended out of controlled airspace. No impact to operations.

Incident at Vicinity of Cross Lake (CYCR)

UPDATE TSB A13C0002: The Perimeter Aviation SA226-TC, Metroliner C-FBTL, flight PAG10M departed CYCR, Cross Lake enroute to CZTM, Shamattawa. While climbing through 4000 feet asl, the rpm of the right engine (Honeywell TPE331) dropped from 100% to 98%. The reduction in power was verified. All other engine parameters were normal however it was not possible to regain 100% rpm. The crew elected to divert to CYTH, Thompson. An emergency was declared with Winnipeg Centre. The flight proceeded to Thompson with reduced power on the right engine. The aircraft landed uneventfully with ARFF on standby. Maintenance personnel made adjustments to the right hand speed setting lever and the max stop screw. The propeller synchronizer actuator and control cable were also adjusted. Ground runs were performed and the aircraft was released for service .
Shortly after departure, a Perimeter Aviation Swearingen SA266TC (C-FBTL/ operating as PAG10M) on a IFR flight reported loss of power in the right engine. Pilot declared an emergency and advised diverting to Thompson. ARFF on standby. PAG10M arrived Thompson safely at 2222z. No impact to operations. NOC/CACO advised.
UPDATE Maintenance & Manufacturing: The crew reported that the right engine would only make 98% RPM. Maintenance adjusted the speed lever and adjusted the max RPM screw 1 turn and re centered the prop sync actuator. The aircraft was released pending test flight. Test flight was satisfactory.
UPDATE AOR 156542-V1: ZWG adz at 2205Z that a Perimeter Aviation Swearingen SA226TC (C-FBTL/ operating as PAG10M) on a IFR flight diverting to Thompson due to loss of power in right engine. Emergency was declared with ZWG and requesting Thompson Fire Dept. to respond. Aircraft landed safely at 2222Z , taxied off runway under own power, and declined further assistance. No further impact, no other aircraft impacted.

Incident at CROSS LAKE (CHARLIE SINCLAIR MEM) MB (CYCR) (Incursion - runway - animal)

The crew of PAG 919, a Perimeter Aviation Metro, reported dogs on the threshold of Runway 23 at Cross Lake. Airport staff conducted a runway inspection several minutes later and did not see any animals.

Incident at NORWAY HOUSE MB (CYNE)

PAG 982, a Perimeter Aviation Metro, was en route from Winnipeg to Cross Lake when Winnipeg Centre observed the aircraft on radar commencing descent from 16,000 feet in controlled airspace without a clearance and landed at CYCR. The crew was not in communication with ATC at the time they commenced descent.

C-FRDN, a Piper Navajo operated by Canadian Flyers International, was on an IFR flight from St. Andrews to Cross Lake and the pilot descended and landed at Cross Lake without obtaining a descent or approach clearance from Winnipeg ACC.

Incident at CROSS LAKE (CHARLIE SINCLAIR MEM) MB (CYCR) (Aerodrome, runway or taxiway shutdown, Aerodrome - runway or taxiway surface condition)

PAG 116, a Perimeter Aviation Metro, landed at Cross Lake and the aircraft became stuck on the runway. Runway 05/23 was closed for about 90 minutes.
UPDATE Aerodrome Safety reported that the manager for the Manitoba Government Northern Airports reported that the crew of PAG116 a Fairchild SA227AC got their aircraft stuck in the graded area outside of the threshold runway end lights while attempting to turn back towards the terminal building. The airport maintainer, with the assistance of a red faced crew, were able to get the aircraft back onto hard surface an hour and a half after it's arrival at Cross Lake. This event did not cause any aircraft damage not result in any injuries to either the crew or their passengers.

Incident at THOMPSON MB (CYTH)

A Keewatin Air Beech King Air 200 medevac was en route from Rankin Inlet to Winnipeg and when the flight was 120 NM southeast of Thompson the crew stated they had smoke in the cockpit and wanted to divert to Thompson. At 0141z they declared an emergency and were given vectors to the Cross Lake Airport (CYCR). All emergency services were notified and the aircraft landed safely at 0128z. The airport operator reported that the town's fire truck would not start and it was later towed to the aircraft and responders foamed underneath the left engine as it was leaking fuel. All occupants were taken to the nursing station for observation. TSB will contact the company.
UPDATE TSB reported that the Keewatin Air Beech B200 Super King Air aircraft operating as "medevac" flight was in cruise at FL 180 when the crew smelled a strong burning plastic odor and observed smoke and flames coming from the right side circuit breaker panel. The crew donned oxygen masks and advised ATC of the fire and the need to descend and land. The crew carried out emergency procedures, declared an emergency, and requested diversion toward Cross Lake. As ATC vectored the flight to Cross Lake, the aircraft cabin lights, flood light, and side panel lights ceased operating. The crew oxygen supply was depleted after five minutes and the crew removed their masks. The aircraft landed at Cross Lake without further incident. Two crew members sustained minor smoke inhalation injuries and the other two crew members and two passengers were not injured. The aircraft was inspected and flown to Winnipeg on a ferry permit. Company maintenance determined a bulb in the right circuit breaker panel solid-state lighting circuit board (p/n 90-364124-1) shorted and burned, resulting in a 1.5 cm diameter scorched area. Company maintenance has ordered parts to replace damaged components and is examining the crew oxygen system.

A Beaver Air Services Piper Navajo landed at Cross Lake and the aircraft experienced a flat left main tire. The aircraft was disabled on the runway for about 2 hours until it could be towed clear and the runway re-opened.

Incident at CROSS LAKE (CHARLIE SINCLAIR MEM) MB (CYCR)

A private Cessna 140 was inbound to Cross Lake and the pilot had informed people on the ground that he was having some difficulty controlling the aircraft. The pilot landed on Runway 23 and then the aircraft veered off the runway and did a 360-degree turn before coming to a stop. The pilot was able to taxi back onto the runway and to a hangar across from the terminal building. It appeared to observers that the pilot was having some difficulty taxiing the aircraft. TSB contacted the owner and the problem was determined to be a locked tailwheel. There was no damage to the aircraft.
