A Jazz de Havilland DHC-8-402 (C-GJZG/JZA8261) on a flight from Vancouver Intl, BC (CYVR) to Nanaimo, BC (CYCD) reported the possibility of a bird strike on landing roll Runway 16. Vehicle inspection did not find bird/debris on or near runway. The pilot inspected the aircraft and advised no sign of bird strike.

While conducting runway check, airports personnel discovered the carcass of a dead seagull. Seagull had been struck by an aircraft. No aircraft associated with this event. Foreign object debris (FOD) removed by airports. No impact to operations.

An American corporately registered Cessna 172 (N7115T) flew a transborder flight from Friday Harbour, WA (KFHR) to Nanaimo, BC (CYCD). Kamloops flight information centre (FIC) received an arrival message from CYCD at 1720Z. Earlier, Kamloops FIC had received a proposed flight plan in international civil aviation organization (ICAO) format but didnt receive a departure message. Kamloops FIC sent a flight plan not opened (FPNO) message to the U.S. which prompted them to send the departure message albeit after the aircraft had arrived.

A Victoria Flying Club Cessna 172S (C-GBMO) on a flight from Victoria Intl, BC (CYYJ) to Victoria Intl, BC (CYYJ) at 025 mean sea level (MSL), 3.5NM SW Nanaimo, BC (CYCD) airport, reported a drone sighting in the aircrafts vicinity at 028 mean sea level (MSL), southbound. The pilot reported the drone being approximately 1.5ft long, black with possible red markings. Royal Canadian Mounted Police (RCMP) notified.

Incident at NANAIMO AIRPORT

A Pacific Professional Flight Centre Cessna 152 (C-GZSP) on a flight from Nanaimo, BC (CYCD) to Sechelt, BC (CAP3) climbed into Class C airspace without authorization in the vicinity of a Sklylink Express Inc. Cessna 208B (SLQ711) on an IFR departure from Nanaimo, BC (CYCD) to Vancouver Intl, BC (CYVR). C-GZSP climbed to 2,900 before contacting the Terminal Unit and was immediately told to descend to avoid traffic.
UPDATE from Flight Operations: A Civil Aviation Safety Inspector (CASI) looked into this occurrence. This CADORS was reviewed with the enterprise. Appropriate action was taken. No further action is required.

Incident at NANAIMO / QUENNELL LAKE BC (Water) (CBQ9)

At 2038Z, a Pacific Seaplanes Beech 18 (SP7) on a flight from Vancouver Intl, BC (Water) (CAM9) to Nanaimo/Quennell Lake, BC (Water) (CBQ9) mobile phoned Nanaimo, BC (CYCD) Flight Service Station (FSS) to report a complete communication failure, present position abeam Yellow Point, 5NM East of CYCD. The pilot reported transponder was operational and squawking 2454, intentions were to enter CYCD control zone for a Southeast bound landing at (CBQ9). FSS provided SP7 with CYCD wind and altimeter setting, confirmed SP7 would call in arrival report on landing. Mobile phone reception was not good and contact was lost shortly after initial information exchange. Victoria terminal was advised. At 2041Z, SP7 was visually observed on final for CBQ9. At 2042Z, SP7 phoned CYCD FSS to file arrival report. No impact to operations.

Incident at NANAIMO AIRPORT

At 1856Z, a series of brief emergency locator transmitter (ELT) signal bursts were monitored. At 1858Z, the ELT went to continuous. Multiple local users were contacted, and the ELT is surmised to have originated from a privately registered, amateur-built, Vans RV8 on a flight from Nanaimo, BC (CYCD) to Friday Harbour, WA (KFHR). When the aircraft started up it was coincidental to the ELT being activated. The pilot was contacted and asked to check their ELT. The pilot subsequently disarmed the ELT and reset it, and the signal stopped. Area control centre (ACC) Shift Manager and Joint Rescue Coordination Centre (JRCC) Victoria were updated throughout.

Impact on operations: A Vital Aviation Cessna 172K (C-GJXU) on a flight from Nanaimo, BC (CYCD) to Nanaimo, BC (CYCD) on final Runway 34 had to break off the approach and rejoin the circuit. Multiple aircraft holding on Taxiway A.

A Jazz de Havilland DHC-8-402 (C-FSRW/JZA8266) on a flight from Nanaimo, BC (CYCD) to Vancouver Intl, BC (CYVR), which had not yet indicated visual contact with airport, was issued a 30 degree intercept heading and visual approach to Runway 08R. The aircraft passed through the centerline of Runway 08R and infringed on a WestJet Boeing 737-76N (C-FKWS/WJA543) on a flight from Montreal/Pierre Elliott Trudeau Intl, QC (CYUL) to Vancouver Intl, BC (CYVR) on the approach to Runway 08L. WJA543 was vectored off the approach and JZA8266 subsequently conducted a visual approach to Runway 08R.

Numerous emergency locator transmitter (ELT) bursts lasting longer than 5 seconds heard from 0102Z to 0105Z. The area control centre (ACC) shift manager was advised. The Joint Rescue Coordination Centre (JRCC) was advised and indicated the emergency locator transmitter (ELT) is registered to a privately registered Maule M-4-210C from origin unknown to destination unknown. There was no contact with aircraft and all agencies to monitor for further developments.

Incident at NANAIMO AIRPORT

TSB #A19P0085: C-FEXH, a Cessna 208B aircraft operated by Morningstar Air Express, was conducting flight MAL8052 from Vancouver Intl (CYVR), BC to Nanaimo (CYCD), BC with only the pilot on board. During the approach to CYCD, the pilot experienced a burning electrical smell. The STBY PWR and the number 3 Bus 1 circuit breakers popped. No emergency was declared, and the aircraft landed without further incident. The operator’s maintenance found the number 1 and 2 avionics switch terminal screws loose, causing arcing and the subsequent electrical smell. It was also noted that connectors PH16 and PH17, forward of the circuit breaker panel, overheated. The number 1 and 2 avionics switches and wires were replaced, and the aircraft was returned to service.

I (N565TM) from Port Townsend/Jefferson County, WA (K0S9) to Campbell River, BC (CYBL) entered the Nanaimo, BC (CYCD) zone at 5NM East Southeast (ESE), transiting Northwest (NW) at 2 500 feet, then 2 minutes later climbed above the control zone to 2 600 feet. A Jazz de Havilland DHC-8-402 (JZA8262) from Nanaimo, BC (CYCD) to Vancouver, BC (CYVR) was about to depart off of Runway 34 (clearance and flow time issued/valid). N565TM did not respond to numerous calls from the flight service station (FSS). JZA8262 delayed approximately 5 minutes.
