Incident at IQALUIT NU (CYFB) (Incursion - runway - animal, Bird presence)

At the Iqaluit, NU (CYFB) aerodrome, ravens observed on the runway as a foreign, corporately registered Partenavia P68 (DGERP) from Kangerlussuaq, Greenland (BGSF) to Iqaluit, NU (CYFB) was touching down. The birds were observed again before a Cargojet Airways Ltd. Boeing 767-300 (CJT262) from Iqaluit, NU (CYFB) to Hamilton, ON (CYHM) was ready to depart. CJT262 was advised and elected to depart. The birds returned to the runway after CJT262 departed and stayed until a First Air Aerospatiale ATR 42-300 (C-GSRR/FAB825) from Pangnirtung, NU (CYXP) to Iqaluit, NU (CYFB) landed. An airport vehicle (ST21) advised that the birds were scared away at 2315Z. No bird strike was reported.

An American corporately registered Mooney M20R (N1033Q) on a flight from Iqaluit, NU (CYFB) to Kangerlussuaq, Greenland (BGSF) received and correctly readback the authorization to climb to 19 000 feet and proceed direct KENKI. The flight climbed to 18 600 feet and was observed descending to 17 000 feet. The flight was no longer in radio contact and was observed north of its course. No impact to operations.

An American corporately registered Piper PA-32RT-300 (N32HF) on a VFR flight route from Reykjavík, Iceland (BIRK) to Narsarsuaq, Greenland (BGBW) at A040 ascended without an air traffic control (ATC) clearance to A105 at 62N038W at 1200Z. The aircraft advised it had flight planned the level change and was following the flight plan to ascend at 1200Z. The request to ascend was not in the flight plan. Nil Traffic. Flight was switched to Kangerlussuaq, Greenland (BGSF) at 1232Z.

Incident at In the vicinity of: 5940N 048W

At 1559Z, after passing 59N050W, an American corporately registered Cessna 421C (2740B) from Goose Bay, NL (CYYR) to Narsarsuaq, Greenland (BGBW) advised of an oil leak in the left engine. At 1615Z, the flight declared an emergency after losing the left engine and advised they had enough fuel to continue to destination. At 1622Z flight was given Kangerlussuaq, Greenland (BGSF) Information frequency 121.3. BGSF advised N2740B was unable to land BGBW due weather and eventually landed Paamiut, Greenland (BGPT) at 1813Z.
UPDATE TSB #A16A0107: N2740B, a Cessna 421 aircraft was en route from Goose Bay, Newfoundland and Labrador (CYYR) to Narsarsuaq, Greenland (BGBW) at flight level 210 when the pilot reported a loss of oil from the left engine. The flight was at 59N 048W when it lost engine power. The pilot shut down the engine and declared an emergency. The pilot continued on to Greenland but diverted to Paamiut airport (BGPT) due to poor weather at BGBW and landed safely.

At 1841Z, a WestJet Boeing 767-338 (C-GOGN/WJA4) from London, England (EGKK) to Toronto, ON (CYYZ) requested an immediate diversion to Kangerlussuaq, Greenland (BGSF). The flight had a "forward equipment overheat" message, which resulted in a potential avionics failure. The flight was cleared as requested and landed without incident at 1942Z. No traffic and no other impact on operations.

On approach, a Twin Star Aviation Diamond DA 42 (HBSDM) from Kangerlussuaq, Greenland (BGSF) to Iqaluit, NU (CYFB) advised of an engine failure and declared an emergency. HBSDM landed without incident at 1925Z. No impact. National Operations Centre (NOC), Aviation Operations and Joint Rescue Coordination Centre (JRCC) Halifax advised.
UPDATE: JRCC Halifax SARSUM Report#[H2016-00666]: Montreal area control centre (ACC) called and reported a Twin Star Aviation Diamond DA42 (HBSDM) had an engine failure. Aircraft continued to Iqaluit airport and landed safely.

Accident at IQALUIT NU (CYFB)

Update TSB#16Q0042: A privately operated Antonov AN-2 was on a VFR flight from Iqaluit (CYFB), NU, to Kangerlussuaq/Sondre Strømfjord (BGSF), Greenland. While it was moving on the runway, the pilot aborted takeoff because of engine problems. When the pilot was preparing to leave the runway via Taxiway CHARLIE, the aircraft experienced a brake defect. The aircraft left the runway and collided with a mandatory instruction sign. The aircraft?s left wing was substantially damaged. No one was injured.
An American privately-registered PZL AN-2 from Iqaluit, NU (CYFB) to Kangerlussuaq, Greenland (BGSF) aborted take off from Runway 16, and exited the Runway at Taxiway C. The aircraft ground-looped off the Taxiway and cleared off the Runway. The pilot reported shutting down due to engine issues. The aircraft sustained damage to the lower left wing tip when it struck a Taxiway sign. Taxiway C was then temporarily closed until the aircraft was removed. There was no operational impact.

At 1954Z, 50 miles northeast of EMBOK, a Nolinor Aviation Boeing 737-33A 9C-GNLQ/NRL586) from Kangerlussuaq, Greenland (BGSF) to Ottawa, ON (CYOW) was observed descending out of FL320 without a clearance. While descending through FL310 the flight was recleared to FL320. There was no traffic.

The Worldwide Jet Charter Gulfstream G4 (N310 / WWI31) from Kangerlussuaq, Greenland (BGSF) to Teterboro, NJ (KTEB) requested rapid descent due to pressurization problem, and was cleared to FL290. Aircraft then requested 10,000, and Montreal was called for lower which couldn't be approved immediately due to traffic. The aircraft then advised that the situation was under control and that FL290 was acceptable. No emergency declared, no assistance required. Montreal advised on hotline. No further impact on the operation.

Incident at XOLTI INTERSECTION

A Commandement du Transport Aérien Militaire Francais Airbus A330-200 (FRARF/ CTM1275) from Kangerlussuaq, Greenland (BGSF) to Ottawa, ON (CYOW) flew the STAR RNAV LEAMY2, however the aircraft made an unauthorized turn at XOLTI towards TEFLY. The manoeuvre compromised the lateral spacing plan and sequence, but vertical separation was established and maintained at all times. CTM1275 was subsequently guided to final. No impact on operations.

As an American corporately registered Quest Kodiak 100 (N92KQ) from Iqaluit, NU (CYFB) to Kangerlussuaq, Greenland (BGSF) was taking off, a vehicle (ST40) was observed on Taxiway A on the edge of the runway within the protected area without any radio contact with the flight service specialist (FSS). Airport authority advised and dispatched ST40 in order to have the vehicle removed. No impact on operations.

Incident at 63N055W

At 1959Z, in the vicinity 63N055W, a Southern Cross Aviations Beech B300 (N352JP/SXA1265) from Kangerlussuaq, Greenland (BGSF) to Gander, NL (CYQX) relayed through another aircraft (UAL959) that they were descending from F280 to F240. At 2001Z Gander Oceanic Control Area (OCA) requested the flight confirm flight level as they had not been issued a clearance to descend. At 2010Z aircraft advised they were level F240 and had descended due to an engine problem associated with high oil temperature. SXA1265 was cleared to maintain F240. Aircraft did not declare an emergency and there was no traffic affected.

At 0842Z, automatic dependent surveillance ? broadcast (ADS-B) positioning indication indicated a Flight Options Embraer E135 (N925FL/ OPT925) from Goose Bay, NL (CYYR) to Kangerlussuaq, Greenland (BGSF) was off course. Contact was attempted several times and was unsuccessful. At 65N56W, the aircraft contacted Reykjavik, Iceland (BIRK) radio and was issued a clearance present position direct BGSF. No other traffic affected.
