A Nolinor Aviation Boeing 737-4Y0 (C-GGWV/NRL782) from Quebec/Jean Lesage, QC (CYQB) to Sept-Îles, QC (CYZV) was established for an approach on the instrument landing system (ILS) for Runway 09 and a privately registered Robinson R66 from Sept-Îles, QC (CYZV) to Charlevoix, QC (CYML) was taking off on a VFR flight from CYZV to CYML. During the aerodrome advisory service (AAS), the Robinson R66 indicated that it would remain south on final for Runway 09, with NRL782 in sight. The flight service station (FSS) observed visually and on surveillance that the Robinson R66 was well south on final for Runway 09. Once on the ground, NRL782 indicated that it had received a traffic alert and collision avoidance system (TCAS) resolution advisory (RA).

Beech 200 (LSJ447) from Quebec/Jean-Lesage, QC (CYQB) to Val-dOr, QC (CYVO), on approach for Runway 36, reported having the traffic on its traffic alert and collision avoidance system (TCAS) and passing within 2 NM of the traffic.

A Pascan British Aerospace Jetstream 3212 (C-FPSC/PSC701) from Baie-Comeau, QC (CYBC) to Wabush, NL (CYWK), descending to CYWK, received a traffic alert and collision avoidance system (TCAS) traffic advisory. The conflicting traffic, a Terraquest Ltd. Cessna U206 (C-GGLS), was contacted on the en route frequency. C-GGLS was on a non-radar and no-flight-plan VFR flight at 11,500 ft. No impact on operations.

A Cargojet Airways Boeing 757-23A (C-FLAJ/CJT1951) from Covington/Cincinnati, KY (KCVG) to Montreal/Mirabel, QC (CYMX), on final for Runway 24, received a resolution advisory (RA) from the traffic alert and collision avoidance system (TCAS) regarding an Academie Aeronautique Cessna 172N (C-GIGW) from Montreal/Mirabel, QC (CYMX) to Montreal/Mirabel, QC (CYMX) on the right downwind. Traffic information was relayed and the two aircraft reported "traffic in sight". CJT1951 landed without incident. No impact on operations.

Incident at MONTRÉAL / ST-HUBERT QC (CYHU)

A Pascan Saab 340B (PSC478) from Montreal/Pierre Elliott Trudeau, QC (CYUL) to Montreal/St-Hubert, QC (CYHU) was on final for 24R for a full stop. The air traffic controller (ATC) passed information regarding traffic on base for Runway 24L to PSC478, and the aircraft acknowledged receipt. The aircraft landed and, once transferred to the ground control frequency, explained that it had received a traffic alert and collision avoidance system (TCAS) resolution advisory (RA), but did not execute any avoidance manoeuvre.

Incident at 3NM TAKIN intersection

While approaching Montreal/St-Hubert (CYHU), QC, and descending for 5,000 feet, a Pascan British Aerospace Jetstream 3212 (PSC836) from Bagotville, QC (CYBG) to Montreal/St-Hubert, QC (CYHU) responded to a traffic alert and collision avoidance system (TCAS) resolution advisory (RA) while descending to 3,900 feet. The traffic, a privately registered Beech 35-C33 on a VFR flight from Montreal/St-Hubert, QC (CYHU) to Quebec/Jean Lesage, QC (CYQB), at 5,600 feet, was not in communication with the air traffic controller (ATC). PSC836 had been informed of the presence of the Beech 35-C33.

Incident at 3NM E SIBNA intersection

An Air Creebec de Havilland DHC-8-106 (C-FDWO/CRQ5936) from Val-dOr, QC (CYVO) to Rouyn-Noranda, QC (CYUY) advised of receiving a traffic alert and collision avoidance system (TCAS) resolution advisory (RA) while on left base for Runway 26 at CYUY. Two Bombardier CL-215-6B11 (CL-415 series) aircraft crossed the runway centre line of Runway 26 at an estimated distance of 6NM to 8NM, without having established any radio contact. The first Bombardier CL-215-6B11, having been sighted visually by the flight service station (FSS), had been passed as traffic to CRQ5936 with approximate position and altitude, but the second was not seen.

A WestJet Boeing 737-7CT (C-FKIW/WJA187) was on an IFR flight from Calgary Intl, AB (CYYC) to Kelowna, BC (CYLW) inbound to Runway 16. An unknown target popped up on radar in the zone approximately 4NM north orbiting over Wood Lake at 3000ft. Traffic passed to WJA187. WJA187 had traffic on traffic alert and collision avoidance system (TCAS) and in sight, reported low wing single aircraft. WJA187 overflew the aircraft. Ground reached out on Vernon, BC (CYVK) frequency and made contact with the aircraft which was a Western Ag-Air Ltd. Piper PA-32-260 (C-FZJY).

Helicopter traffic was passed to WEN3337 in initial advisory. WEN3337 then landed safely Runway 34. No impact to operations.

A Jazz de Havilland DHC-8-402 (C-GGFJ/JZA8490) from Victoria, BC (CYYJ) to Calgary, AB (CYYC) reported a traffic alert and collision avoidance system (TCAS) resolution advisory (RA) while climbing through 3,800 feet for 7,000 feet. The TCAS RA was in reference to a Helijet International Sikorsky S-76A (C-GHJW/JBA714) from Victoria Harbour (Camel Point), BC (Heli) (CBF7) to Vancouver Harbour (Public), BC (Heli) (CBC7) that was northbound at 3,500 feet. Traffic information was passed twice to JBA714, and JZA8740 was instructed to expedite its climb through 5,000 feet due to traffic.

Incident at 9NM Kelowna (CYLW)

An Air Canada Boeing 737 MAX 8 (C-FSES/ACA364) from Kelowna, BC (CYLW) to Montreal/Pierre Elliott Trudeau, QC (CYUL) departed from CYLW on the Runway 16 Kelowna 8 departure, to 9000ft. The Vancouver (VR) area control centre (ACC) twice passed traffic information concerning a Mag Canada Cessna 172M (C-GWXU) from Vernon, BC (CYVK) to Chilliwack, BC (CYCW) that was flying at 8600ft. While climbing through 7500ft, ACA364 reported levelling at 7600ft due to traffic. ACA364 subsequently climbed to 8000ft before descending to 7300ft. Once clear of traffic, ACA364 continued climbing to FL280, as cleared by air traffic control (ATC). ACA364 confirmed its actions were in response to a traffic alert and collision avoidance system (TCAS) alert.

A privately registered, amateur-built Coot A from Kamloops, BC (CYKA) to Kamloops, BC (CYKA) had advised that it had traffic in sight as it continued east to clear the zone and land on the South Thompson river. No operational impact.

Incident at CRANBROOK / CANADIAN ROCKIES INTL BC (CYXC)

A Pacific Coastal Airlines Limited Saab 340B (C-GPCI/PCO3023) from Calgary, AB (CYYC) to Cranbrook/Canadian Rockies, BC (CYXC), on approach for Runway 16, had a traffic alert and collision avoidance system (TCAS) resolution advisory (RA) due to another aircraft, an Air Spray (1967) Ltd. Cessna 340A (C-GFGT) from Cranbrook/Canadian Rockies, BC (CYXC) to Whitecourt, AB (CYZU), that was converging on its altitude. PCO3023 noticed the other aircraft to be approximately 2 miles to the west, and continued with its landing after the TCAS alert was resolved.

Incident at 5 NM W McKinley landing (Communication navigation surveillance/air traffic system)

A Finnair Ltd. Eurocopter EC135 P2+ (C-FINZ) had called the Kelowna, BC (CYLW) tower in the control zone, heading southbound. The tower was conducting training at the time, and a student had cleared the aircraft southbound at 022ft, which was below the CYLW control zone. During a discussion of why clearances at that altitude are outside the CYLW zone and should not be issued, a Cessna 180 called up on the frequency to inform the tower that C-FINZ had flown over one of their students in a float plane who was conducting circuits on the water. The helicopter climbed and was cleared south once it was in the zone. Audio was reviewed. No impact to operations.
UPDATE from Flight Operations: A Civil Aviation Safety Inspector (CASI) looked into this occurrence. The CASI followed up with the Air Operator and spoke with the pilot (who also provided a written response). The pilot stated they followed all air traffic control (ATC) instructions and clearances. In addition, the pilot stated the other aircraft was visible on the traffic alert and collision avoidance system (TCAS), with sufficient separation between them.

Gulfstream GV-SP (C-FTEL) from Vancouver, BC (CYVR) to Calgary, AB (CYYC), on a vectored climb, came within 3.4NM and 700ft of an American, corporately registered Cessna 441 (N23NW) from Burlington/Skagit, WA (KBVS) to Burlington/Skagit, WA (KBVS) that was conducting a photo flight at FL190. The controller was required to provide either 5NM or 1000ft of vertical separation. C-FTEL reported a traffic alert and collision avoidance system (TCAS) resolution advisory (RA) and requested a heading to the left, allowing the aircraft to pass behind and continue their climb.

The RA was in reference to a privately registered, amateur-built Mustang Bushby Mustang II on a VFR flight from Nanaimo, BC (CYCD) to Victoria, BC (CYYJ). No operational impact.

An Eva Airways Boeing 787-9 (B17805/EVA010) from Taoyuan, Taiwan (RCTP) to Vancouver, BC (CYVR) responded to a traffic alert and collision avoidance system (TCAS) resolution advisory (RA) while established on final approach for Runway 08L. A Pacific Coastal Airlines Beech 1900D (C-FMCN/PCO715) from Comox, BC (CYQQ) to Vancouver, BC (CYVR) was on a visual approach and established on the centre line for Runway 08R. PCO715 was in descent from above EVA010 while both aircraft were side by each. Traffic was passed prior to the TCAS RA. No operational impact.

A Jazz Bombardier CL-600-2D24 (C-GCJZ/JZA8408) from Vancouver, BC (CYVR) to Kelowna, BC (CYLW) and an Airsprint Inc. Cessna 525A (C-FIAS/ASP511) from Edmonton, AB (CYEG) to Kelowna, BC (CYLW), while on descent into CYLW, experienced a traffic alert and collision avoidance system (TCAS) resolution advisory (RA) with reference to the same VFR aircraft without a transponder. Traffic information was passed to both JZA8408 and ASP511. No operational impact.

Incident at 7NM WHITE ROCK (ABBOTSFORD) BC (WC) NDB

While at 3000 feet on an IFR flight, a privately registered Cessna 182P from Vancouver/Boundary Bay, BC (CZBB) to Vancouver/Boundary Bay, BC (CZBB) asked to deviate due to traffic 500 feet below, a privately registered Osprey II from Langley, BC (CYNJ) to Victoria, BC (CYYJ), that prompted a traffic alert and collision avoidance system (TCAS) advisory. Traffic had been passed. The aircraft climbed to 3300 feet before returning to 3000 feet. No operational impact.

Bell 214B-1 (C-FBBT) on a flight to Kamloops, BC (CYKA). No impact on operations.

Incident at FORT ST. JOHN BC (CYXJ)

A Sunwest Aviation Beech 1900D (CNK55) from Edmonton, AB (CYEG) to Fort St. John, BC (CYXJ) called after it had landed and advised that it had received a traffic alert and collision avoidance system (TCAS) alert due to a Yellowhead Helicopters Ltd. Aerospatiale AS 350 B-2 (C-GPTL), on a VFR flight from Fort St. John, BC (CYXJ), that had been flying below. CNK55 had been inbound on the area navigation (RNAV) Runway 12 approach and C-GPTL had been outbound and heading northwest. Both aircraft were passed as traffic to one another. C-GPTL advised it would remain at 040 feet and below, and this information was passed to CNK55 and acknowledged. CNK55 landed and C-GPTL continued flying northwest bound. No impact to operations.

A WestJet Boeing 737 MAX 8 (C-FCTK/WJA511) from Toronto/Lester B. Pearson, ON (CYYZ) to Kelowna, BC (CYLW) received a traffic alert and collision avoidance system (TCAS) resolution advisory (RA) in reference to an Okanagan Aviation Academy Cessna 172M (C-GPZD) on a VFR flight from Kelowna, BC (CYLW) to Kelowna, BC (CYLW). Traffic was passed to WJA511, however, C-GPZD was not able to be contacted. WJA511 confirmed that traffic was in sight and continued with its descent. No operational impact.
