Flight plan closed at 2016Z; confirmed by dispatch at CZBM and by the pilot at 2020Z. The Joint Rescue Coordination Centre (JRCC) Trenton had not yet been notified when it closed.

Incident at MONTRÉAL / PIERRE ELLIOTT TRUDEAU INTL QC (CYUL)

On final for Runway 24R, a Sunwing Airlines Boeing 737-800 (SWG429) from Punta Cana, Dominican Republic (MDPC) to Montreal/Pierre-Elliott-Trudeau, QC (CYUL) asked to abort its approach due to flap problems. No emergency. SWG429 was instructed to fly the runway heading and climb to 3,000 ft. Despite a correct read-back, SWG429 deviated from the planned route and was observed climbing through 3,000 ft. A few minutes later, SWG429 reported having resolved its flap issues and landed without incident. No impact.

A Cirrus Aero Inc. Cirrus SR22 (C-GEHK), on a transborder flight from Astoria, OR (KAST), landed at Abbotsford, BC (CYXX). The Kamloops Flight Information Centre (FIC) did receive the proposed copy of the flight plan prior to the aircraft departing; however, they did not receive a departure message. Therefore, the flight plan (FP) was never activated at the Kamloops FIC. A "flight plan not received" (FPNO) message was sent to the United States flight services unit.

Incident at INVERMERE BC (CAA8)

The pilot of a privately registered Cessna 172M from Golden, BC (CYGE) to Invermere, BC (CAA8) called on the CAA8 remote communications outlet (RCO) to close their flight plan. The Kamloops Flight Information Centre (FIC) did not receive this flight plan and, when queried, the pilot advised that they had filed with ForeFlight. The Kamloops FIC had a previous flight plan for this aircraft from CAA8 to CYGE.

Incident at VANCOUVER INTL BC (CYVR)

The pilot of a Six Flying Fish Inc. Quest Kodiak 100 (C-FVOL) arrived at Vancouver, BC (CYVR) from Provo, UT (KPVU) and called the flight information centre (FIC) to close their transborder VFR flight plan. The Kamloops (YKA) flight information centre (FIC) was not holding an active transborder flight plan, as a departure message had not been received from the United States. No operational impact.

The aircraft departed KPSC, and the YKA FIC had received a proposed transborder flight plan, but no departure notification was ever received.

A Pacific Professional Flight Centre Ltd. Cessna 172P (C-GHFH) from Boundary Bay, BC (CZBB) to Boundary Bay, BC (CZBB) on a VFR flight plan (FP) reached the Information Request to Departure Station (QALQ) stage at 0600Z. Called the pilots cell phone and left 2 messages on voicemail. Checked CZBB Tower Aircraft Movement (TAM), with no indication of a departure (DEP) or arrival (ARR) from CZBB. Called the CZBB tower, they had no contact with the aircraft. Left message on voicemail for "Pro IFR". The aircraft reached the information request (INREQ) stage at 0630Z. Joint Rescue Coordination Centre (JRCC) Victoria called and advised of details. Was in the process of getting Delta Police to arrange a ramp check when the pilot called back. The pilot indicated they never did depart from CZBB, but forgot to call back to cancel their FP. FP closed. Called JRCC Victoria back to advise communication search terminated.

Incident at White Rock, BC

A Zulu Airways Cessna 172M (C-FDLH) from Abbotsford, BC (CYXX) to Abbotsford, BC (CYXX) called to close their flight plan (FP) and report a laser strike. The pilot reported a blue laser strike around the White Rock area at the crossing of 154 St and 14th Avenue. The aircraft was flying at 2000ft at approximately 0600Z. The pilot noted that the same laser strike occurred 2 weeks prior. A message was left with the shift manager and the Emergency Communications (ECOMM) unit and Royal Canadian Mounted Police (RCMP) were notified.

A privately registered Piper PA-28-151 on a flight to Williams Lake, BC (CYWL) exited Runway 12/30 onto Taxiway B, which does not have winter maintenance. A vehicle (ST21) assisted the aircraft to get back onto Runway 12/30. The aircraft continued on their flight plan after a delay of approximately 15 minutes. No other impact to operations.

Incident at 4910N / 12205W

A 1299750 B.C. Ltd. Cessna 414A (C-GWMT) enroute as a VFR flight from Chilliwack, BC (CYCW) to Victoria, BC (CYYJ) lost communication with the air traffic controller (ATC). Multiple attempts to re-establish contact were made. C-GWMT returned to Chilliwack and cancelled its flight plan through the Flight Information Centre (FIC). No operational impact.

Incident at VANCOUVER / BOUNDARY BAY BC (CZBB)

At 0640Z, a Lita Aviation Ltd. Mooney M20R (C-GJOG) from Victoria, BC (CYYJ) to Vancouver/Boundary Bay, BC (CZBB) became overdue, so a message was left on the pilots cell phone. At 0710Z, an Information Request was made, as well as another attempt to reach the pilot. This was followed by leaving a message for their search and rescue (SAR) contact, and the Joint Rescue Coordination Centre (JRCC) Victoria was also notified. At 0726Z, the pilot called to close the flight plan. JRCC was notified.

Incident at KAMLOOPS FIC / FIC DE KAMLOOPS (ATM - inaccurate aeronautical information, ATM - weather observation systems)

At approximately 2320Z, the Collaborative Flight Planning Services (CFPS) weather displays/information lost "connectivity" with the source servers and would not function or update. Access to the flight plan template database appeared to be operating properly. The Flight Information Centre (FIC) reverted to alternate/back-up sources for the pilot briefing service (PBS) weather data. Failure of CFPS components are nationwide. Coordination with the Technology Operations Coordinator (TOC) and other FICs indicate the outage was unplanned and on-going.

Incident at VICTORIA INTL BC (CYYJ)

The pilot of a Pacific Coast Jet Charter Inc. Cessna 525A (N920JR/PXT920) from Victoria, BC (CYYJ) to Los Angeles, CA (KLAX) filed duplicate flight plans with different routings under both the aircraft identification (ACID) and civil registration. The tower cleared the pilot via the flight plan route for PXT920, and the pilot read back the clearance. When the departure controller cleared PXT920 to the first point on route of flight, the pilot queried the clearance. At this point it became clear there were two different routes and the pilot was re-cleared appropriately. No other operational impact.

A privately registered Rans S-6S (S-6 Super) Coyote II from Grand Forks, BC (CZGF) to Grand Forks, BC (CZGF) was on a VFR flight plan. The aircraft assumed departure at 2100Z. The aircraft reached the Information Request to Departure Station (QALQ) phase at 0030, and the information request (INREQ) phase at 0100Z. Emergency contact advised of new estimated time of arrival (ETA) at 0130Z. The flight plan was updated. The aircraft entered the QALQ phase for a second time at 0200Z. The pilot was called, and they closed the flight plan.

Incident at PITT MEADOWS BC (CYPK)

A Canadian Flight Centre Cessna 172R (C-GZPK) from Pitt Meadows, BC (CYPK) to Pitt Meadows, BC (CYPK) departed CYPK at 0646Z on a return flight plan (FP) back to CYPK, with an estimated time of arrival (ETA) of 0746Z. After a communications search, the Royal Canadian Mounted Police (RCMP) was dispatched to CYPK for a ramp check, where the aircraft was located at 0943Z. The FP was closed.
