Incident at CCN2, Grand Manan, N.B.

The PA34 was on a VFR flight, ETA for CCN2 was 1036z. The pilot was advised by Moncton ACC to file his arrival report with the Halifax FIC (Flight Information Center) by telephone at approximately 1021z. No arrival was received. Halifax FIC had an airport check conducted and the aircraft was not located, RCC was then advised. Moncton ACC advised Halifax FIC of the suspected idendity of the pilot, Halifax FIC contacted the Grand Manan RCMP who contacted the pilot and this secured the aircraft arrival. The pilot advised that he had not filed a flight plan but a company flight note and an arrival report was not required. During the flight the pilot had flown through the United States while enroute to CN2 which requires that a flight plan be filed. TSB no involvement.
