Incident at YELLOWKNIFE NT (CYZF) (Aerodrome - visual aids)

A Canadian North Inc. Boeing 737-200 (MPE245) from Inuvik, NT (CYEV) to Yellowknife, NT (CYZF) was inbound, and Runway 16 edge lights were set to brightness 5 with precision approach path indicators (PAPIs) on. Runway identification (ID) lights did not appear to activate. Controller attempted to toggle the edge lights from 4 to 5 in attempt to activate the ID lights, with no success. After landing, MPE245 confirmed that the Runway 16 ID lights were not on. Impact was that the runway identification lights (RILS) were not operating as published.

At Lloydminster, AB (CYLL), there was a commercial power outage from 2022Z until 2200Z. Fuel and all was unavailable at CYLL. Diefenbaker, SK (CYXE) to Lloydminster, AB (CYLL), an IFR aircraft arrival in daytime with VFR conditions had no precision approach path indicators (PAPIs) available.

The flight service station (FSS) at High Level, AB (CYOJ) received a report from the airport designate that the precision approach path indicators (PAPIs) were unserviceable due to a power bump overnight. Local on airport company additionally reported the bump happened around 0500Z, and they had no overnight flights. All FSS equipment was in working order. Other impact unknown.

At Edmonton, AB (CYEG), a vehicle (ELEC27) got stuck in a snow drift on the road that leads to the precision approach path indicators (PAPIs) for Runway 30 with 3 aircraft on final: a Flair Airlines Ltd. Boeing 737-86N (C-FFLA/FLE101) from Vancouver, BC (CYVR) to Edmonton, AB (CYEG); a CargoJet Airways Ltd. Boeing 757-23A (C-FLAJ/CJT920) from Calgary, AB (CYYC) to Edmonton, AB (CYEG); and a WestJet Encore Ltd. de Havilland DHC-8-402 (C-FNEN/WEN3156) from Vancouver, BC (CYVR) to Edmonton, AB (CYEG). The vehicle estimated to be approximately 30 to 40 feet away from the edge of the runway, but still inside the runway protected area (RPA) for the runway. The three arriving aircraft were informed about the vehicle and elected to land at their discretion. A fourth arrival was re-directed by the terminal to land on Runway 02. No further impact to operations. No ground surveillance, audio reviewed by the Unit Operations Specialist (UOS).

At approximately 1635Z, there was a power surge which caused the Runway 23 precision approach path indicator (PAPI) lights to become temporarily unserviceable (U/S). The PAPI lights had turned off with an American, corporately registered Cessna 560 (N174JS) from Boise Air Terminal, ID (KBOI) to Lethbridge, AB (CYQL) on short final. The PAPIs were reset and serviceable shortly thereafter. No further impact to operations.

A Collège denseignement général et professionnel de Chicoutimi Beech C23 (C-GZSL) from Chicoutimi/Saint-Honoré, QC (CYRC) to Chicoutimi/Saint-Honoré, QC (CYRC) had just landed. A vehicle (BW121) reported that it was stopped near the precision approach path indicators (PAPI) in the runway protected area (RPA) and that another vehicle was coming to help it. The pilot decided to conduct a go-around, then diverted to Alma, QC (CYTF) instead of making a full stop. BW121 indicated that it had cleared the runway.

At Victoria, BC (CYYJ), the Runway 14 edge lights and the omnidirectional approach lighting system (ODALS) were unserviceable upon activation for night operations. Visually confirmed by runway inspection vehicle, fault indicated on Liberty lighting panel. The precision approach path indicator (PAPIS) was serviceable. No impact to operations, as Runway 14 closed at 0300Z for noise abatement. The Technical Operations Coordinator (TOC) and the airport authority were advised.
