Incident
at CAMPBELL RIVER BC (CYBL)
A 49 North Helicopters Bell 206B (C-FJOR) from Campbell River, BC (CYBL) to Campbell River, BC (CYBL) was departing from Runway 12 and the specialist requested, using "can you" phraseology, that C-FJOR sequence behind a Sealand Flight Cessna 172K (C-FXYJ) from Campbell River, BC (CYBL) to Campbell River, BC (CYBL) when joining the circuit for Runway 12. C-FJOR queried traffic again and elected to turn in front of traffic entering the downwind (C-FXYJ). C-FJOR then executed an autorotation for the runway that had them cut in front of another helicopter, a 49 North Helicopters Robinson R22 Beta (C-FZWQ) from Campbell River, BC (CYBL) to Campbell River, BC (CYBL), that was final for the grass area south of Runway 12, and turned onto final for Runway 12, which was still occupied by a departing Pacific Coastal Airlines Beech 1900 (PCO707) from Campbell River, BC (CYBL) to Campbell River, BC (CYBL). C-FJOR initially stated they were going to land behind the PCO707. C-FJOR ended up landing behind the PCO707 that was departing Runway 12, cutting in front of C-FZWQ, who was on final for the grass area. The "can you" phraseology was to allow time for the PCO707 to backtrack and depart.
