At the Quebec/Jean Lesage, QC (CYQB) aerodrome, there was a total outage of the network, the Extended Computer Display System (EXCDS), the Operational Information Display System (OIDS), the Integrated Information Display System (IIDS), and the automatic terminal information service (ATIS). There was no composite radar display. It was impossible to handle all these systems locally. Minor impact on operations due to the time at which the outage occurred.

Incident at CALGARY INTL AB (CYYC) (ATM - inaccurate aeronautical information, ATM - NAVAIDS/radar)

Airport surface detection equipment (ASDE) system alarm activated and indicated and Extended Computer Display System (EXCDS) issue. EXCDS at all workstations became extremely slow in updating. EXCDS at workstation 105 ceased to receive any updates for approximately 5 minutes. Weather interface on Operational Information Display System (OIDS stations) failed for approximately 2 minutes. EXCDS functionality returned to all stations after approximately 7 minutes but no arrival flight data entries (FDEs) received. Multiple departures delayed as no departure flight plans received.

Incident at ABBOTSFORD BC (CYXX) (ATM - weather observation systems)

City power outage caused loss of wind information on the primary Operational Information Display System (OIDS) and backup Wind and Altimeter Digital Display System (WADDS) displays. After backup generator came on, displays took approximately 15 minutes to restart and display wind information. The airport wind estimated to be 020 at 20G30. WestJet Encore (WEN3205), Flair Airlines (FLE803) and a privately registered Cessna 172M landing Runway 07 all requested wind checks on final and were provided estimated wind.

Interruptible power unit (IPU) Monitor unserviceable. Wind and Altimeter Digital Display System (WADDS) unserviceable. No operational impact.

Incident at OTTAWA / MACDONALD-CARTIER INTL ON (CYOW) (ATM - inaccurate aeronautical information)

The Integrated Information Display System (IIDS) servers failed at the Ottawa, ON (CYOW) Tower. There was impact on the NAV Canada Auxiliary Radar Display System (NARDS), loss of the mosaic, loss of the automatic terminal information service (ATIS), and the Operational Information Display System (OIDS). The service was restored by the technicians at 2100Z. No operational impact.

Incident at MEDICINE HAT AB (CYXH) (ATM - inaccurate aeronautical information)

Integrated Information Display System (IIDS) Static Uninterruptible Power Unit (SUPU) failure on July 29 at 1951Z. IIDS router returned to service on July 31 at 1620Z. This resulted in loss of IIDS Circuit (CCT) to Medicine Hat, AB (CYXH) Flight Service Station (FSS). Operational impact: NAV CANADA Auxiliary Radar Display System (NARDS), and Extended Computer Display System (EXCDS) were unserviceable. Loss of electronic communication with Area Control Centre (ACC) and Flight Information Centre (FIC) via EXCDS. Greatly increased workload at FSS using paper flight data strips and manually entering aircraft movements into Time Alignment Mark (TAM), using Multipurpose Information Display System (MIDS) to open/close VFR Flight Plans (FPs). No information available via Weather Data Element (WDE) Operational Information Display (OIDS).

Incident at FORT MCMURRAY AB (CYMM) (ATM - weather observation systems, ATM - inaccurate aeronautical information)

Phone lines, Nav Canada auxiliary radar display system (NARDS), extended computer display system (EXCDS), operational information display system (OIDS), automated weather observation system (AWOS) all became unserviceable following a Telus phone circuit being severed in the vicinity of the airport. The outage was lengthy (over 8 hours) and most aircraft were slightly delayed due to the issue. Equipment began functioning again at 0310Z and an all clear was received from the TOC at 0415Z.

NAV CANADA staff at Oshawa Tower reported that the Toronto (Oshawa) Municipal Airport (CYOO) control tower supplemental universal power unit (SUPU) failed. Ops. impact -- tower staff lost NARDS, EXCDS, OIDS and NVCS for approximately 15 minutes. NAV CANADA Technical Operations Centre (T.O.C.) staff were contacted and the SUPU was placed on bypass. No further operational impact.

NAV CANADA staff at Hamilton Control Tower reported that they did not have any wind data on either their Operational Information Display System (OIDS) or Wind Altimeter Digital Display System (WADDS) due to a bird on the anemometer. Airfield Maintenance staff subsequently dispersed the bird. The wind indicators returned to normal after approximately 10 minutes. Ops. impact -- none.

Incident at FORT MCMURRAY AB (CYMM) (Communication navigation surveillance/air traffic system, Aerodrome - power failure, ATM - weather observation systems, ATM - other, ATM - operations, ATM - NAVAIDS/radar)

A NOTAM was issued for Fort McMurray as FISE frequency 123.55 failed due to a power failure as a result of a ruptured gas line outside of the Fort McMurray control tower at approximately 1600z. At 1830z, the tower was evacuated to the firehall (evacuation site). Tower was unable to transmit at the evacuation site initially, so it was handed over to Peace River FSS. At 2050z, Peace River was unable to transmit on 118.1 and tower resumed control of the frequency with limited range. At 2225z, Peace River was able to take control of 118.1 again. Fort McMurray tower resumed all normal operations at 2325z. NARDS, EXCDS, OIDS and AWOS were unserviceable at various times the next day, with no impact to operations.

At 2218Z, the Québec/Jean-Lesage (CYQB) flight service station (FSS) Flight Information Management System (FIMS) was showing "FIMS SERVEUR1 ET 2 INACTIFS [FIMS SERVER1 AND 2 INACTIVE]". The technical operations coordinator (TOC) was notified of the situation. At 2250Z, the situation seemed to return to normal and the TOC was notified. Impact: a Québec/Jean-Lesage aviation selected special report (SPECI) was no issues on all networks but was available on the Operational Information Display System (OIDS).

NAV CANADA staff at Waterloo control tower (at Kitchener/Waterloo Regional Airport (CYKF)) reported the failure of their EXCDS, IIDS, OIDS, NARDS data line, NFDPS line the and connection between ATIS and AWOS, Intranet and Internet connectivity due to an off-site Bell telephone line cut. Tower staff reverted to using paper strips. Ops. impact -- there were no commercial customer delays, however, there was a decrease in efficiency due to the limited data on hand.

Radios were still available. By 1530Z, the equipment was available again. Ops. impact -- BLS324, IFR to CYOW, had its departure delayed by five (5) minutes.

Incident at KITCHENER / WATERLOO ON (CYKF) (Aerodrome - operations)

NAV CANADA staff at Waterloo Tower reported a disruption in Bell data line resulted in the loss of NARDS, EXCDS, OIDS, ACC hotlines, ILS monitor line to London FIC, interphone line (406), strip printer and PAL frequency 128.27MHz. Direct feed from Hamilton radar still operational, but no system flight plans available. Tower had to continue operations with paper strips and no data tags. No restrictions to aircraft. TOC and DSC notified. System up and running by 0020Z (March 30). Total disrupted time about 5 hours. As of 1100Z March 30 entire system appears operational.

UPDATE from ANS & Airspace: No further action required.
TELUS advised the Nav Canada Technical Operations Centre of a communications cable cut in the vicinity of Fort Langley. Affected systems are Operational Information Display System (OIDS), Nav Canada Auxiliary Radar Display System (NARDS) and the Extended Computer Display System (EXCDS) for Kamloops Flight Information Centre and FSS, Cranbrook FSS, and Kelowna and Prince George Towers. There was minimal impact on operations with no impact to customers. Estimated time for restore is 180700Z.

Incident at CYR 107 (Retricted Airspace) (ATM - inaccurate aeronautical information)

At 1923Z Victoria CYYJ-Sector received a request from Comox Terminal for a wrong way altitude due to CYR 107 (Restricted Airspace) being active to 3000 ft as per NOTAM. No notice of the NOTAM was on the Operational Information Display System (OIDS) and investigation revealed that the NOTAM had been in effect from 1600Z. Investigation revealed the NOTAM had not been processed as per Air Traffic Operations Specialist (ATOS) procedures. A review of the Radar file from 1600Z to 1923Z showed that no aircraft had entered into the NOTAM?D area.

At 0405Z, Hamilton (JCMIA) (CYHM) Tower lost EXCDS, OIDS and radar. TOC staff were advised. At 0421Z, the radar feed returned. Hamilton Tower staff were unable to print strips for IFR flight plan movements and were unable to have them faxed. At 0612Z, all equipment was once again serviceable. Ops. impact - there were many delays for IFR departure clearances.

Incident at FORT MCMURRAY AB (CYMM) (Weather - other, ATM - weather observation systems)

Starting at 1600Z ,the D-ATIS had 6 error messages, and the 1600Z weather did not appear on the OIDS. When the weather was published at 1618Z, it indicated 3/8SM visibility, but the visibility was actually better than 9SM. There is no RVOP/LVOP in place in Fort McMurray, and one aircraft was delayed until tower declared the AWOS U/S and put a tower observed visibility on the ATIS.

Incident at VANCOUVER INTL BC (CYVR) (ATS operating irregularity)

The airspace was a Vancouver Area Control Centre internal Restricted Operations Area (ROA) planned to go active at 1700Z. This was a controlled internal training exercise in preparation for the 2010 Olympics. The exercise had not started and there were no military aircraft in the airspace. Because it was posted on the Operational Information Display System (OIDS), the airspace was deemed hot when the traffic - Dept. of National Defence Flight CHETA17, a Dornier AJET IFR Victoria to Cold Lake/Group Captain R.W. McNair - was cleared through it.
UPDATE from ANS & Airspace: The occurrence has been followed up by Air Traffic Control. No further action required.

Incident at HAMILTON ON (CYHM) (ATM - other, ATM - operations, ATM - NAVAIDS/radar)

The Cargojet Airways Ltd. Boeing 767 aircraft (operating as flight CJT571) had departed on an IFR flight from Hamilton (JCMIA) (CYHM) to Calgary (CYYC). CJT571 departed runway 30 then was unable to contact YYZ CTR. At the same time, the tower radar and OIDS became unserviceable. CJT571 returned to the tower frequency while I tried to contact YYZ CTR by hotline and then by phone. After 7 minutes the radar and frequencies were serviceable again and contact was made with YYZ CTR. CJT571 was 17 nm north of the field at 4000 feet when I was able to switch him to the YYZ CTR frequency. The CTR controller informed me that their radar and frequencies all went offline.

The Meteorological Service of Canada (MSC) staff suspect telephone line problems. No further action required.
NAV CANADA staff at Toronto (City Centre) Airport reported that the site's AWOS weather information was not available in the NAV CANADA Operational Information Display System (OIDS). Ops. impact -- unknown.

Following a power failure that occurred when the generator was being inspected from 0235Z to 0312Z, the Quebec City (CYQB) FIC lost use of the national voice communications system (NVCS), FSS Weather Graphics System (FWGS), the multi-purpose information display system (MIDS), the ACD and facsimile system as well as all frequencies. The impact on ATC operations is unknown. The Quebec City control tower also lost the use of the national voice communications system (NVCS), the Nav Canada auxiliary radar display system (NARDS), the extended computer display system (EXCDS), the World Wide TAAM User Group (TUG), the total airport and airspace modeller (TAAM) and the operational information display system (OIDS). With regard to the control tower, there was no impact on ATC operations due to the time of the incident and because there was very little traffic.
Update #2: According to 101502-V2, this event occurred when the uninterruptible power system (UPS) failed as a result of a scheduled maintenance.
