At Calgary/Springbank, AB (CYBW), an emergency locator transmitter (ELT) signal was heard on the National Voice Communication System (NVCS) frequency 121.5 MHz and on the hand-held radio (NICAN). However, aircraft on the ground and in the air said that they were not receiving any ELT signal. The ELT signal stopped at 2111Z.

A failure occurred from 0058Z to 0110Z of the emergency radio, which was used for transmission on the mandatory frequency (MF) 123.15 MHz, due to a frequency problem on the National Voice Communication System (NVCS). Coordination effort was made with the Moncton (ZQM) Area Control Centre (ACC) and the Mont-Joli (YYY) radio for the departure of a Pascan British Aerospace Jetstream Model 3212 (C-GPPS/PSC732) from Îles-de-la-Madeleine, QC (CYGR) to Gaspé/Michel Pouliot, QC (CYGP).

At Abbotsford, BC (CYXX), the National Voice Communication System (NVCS) Frequentis power amplifier (PA) was found to be unserviceable (U/S) from all working stations.

The National Voice Communication System (NVCS) alarm was active for 2 minutes. No aircraft or vehicles were active. Frequency 118.5 was monitored on the hand-held radio (NICAN) as a precaution. NVCS indicated as serviceable at 0158Z. The Technical Operations Coordinator (TOC) was advised.

The area control centre (ACC) National Voice Communication System (NVCS) was unserviceable (U/S) in the morning. The Technical Operations Coordinator (TOC) was advised. The ACC was advised. The primary position began working within a half an hour. The secondary position of NVCS remained U/S, the TOC was advised.

At Fort St. John, BC (CYXJ), a commercial power outage started at 0719Z and back up generator did not turn on until 0723Z. A Canadian North Inc. Boeing 737-300 (MPE9104) from Kelowna, BC (CYLW) to Fort St. John, BC (CYXJ) was about to start the approach for Runway 30 when the power outage happened. The approach lights for Runway 30 turned off. The pilot was notified and NPAS was called to turn on Runway 30 lights immediately after the generator was started. Approach lights were turned on when MPE9104 was approximately a 7NM final, and the aircraft landed 0725Z. Technical Operations Coordinator (TOC) advised when the National Voice Communication System (NVCS) was functional again. Commercial power restored at 0941Z. No operational impact.

At Brandon, MB (CYBR), the National Voice Communication System (NVCS) frequency 122.1 MHz failed and switched to the hand-held radio (NICAN) back-up frequency. The Technical Operations Coordination Centre (TOCC) was advised. It is unknown how long the frequency was unserviceable (U/S). Impact to operations unknown.

At La Ronge (Barber Field), SK (CYVC), the National Voice Communication System (NVCS) alarmed four separate times while the Flight Service Station (FSS) was attempting to transmit on the mandatory frequency (MF). The alarm prevented transmissions from being heard by aircraft. The NVCS alarms were stopped immediately and the FSS was able to re-transmit on the MF. There were slight delays on relaying information to aircraft as a result. The Technical Operations Coordinator (TOC) was advised.

Several aircraft advised that there was an emergency locator transmitter (ELT) alarming on 121.5 MHz. The Air Traffic Operations Specialist (ATOS) was called and aircraft in the air also confirmed that they were receiving it as well. The National Voice Communication System (NVCS) was unable to pick up the ELT, but the hand-held radio (NICAN) could pick it up loud and clear. A privately registered Piper PA-28-140 from Calgary/Springbank, AB (CYBW) to Calgary/Springbank, AB (CYBW) called at 1839Z to advise that it was their ELT.

At Red Deer, AB (CYQF), a strong emergency locator transmitter (ELT) signal was heard from 2237Z until 2240Z. The Air Traffic Operations Specialist (ATOS) was advised.

At Prince Albert (Glass Field), SK (CYPA), a commercial power bump occurred at 0154Z. A loss of the Human Weather Observation System (HWOS), wind, temperature, barometer, etc., lasted for roughly 5 minutes. There was a loss of the mandatory frequency (MF) 122.3 transmission-receiver (TX/RX) circuit on the National Voice Communication System (NVCS). A loss of communication occurred with a Transwest Air Ltd. Saab 340B (C-FJVW/TW103) from Stony Rapids, SK (CYSF) to Prince Albert (Glass Field), SK (CYPA) nearing its final approach. A backup hand-held radio (NICAN) was tuned to 122.3 and appeared to be working. The backup radio was used for further communications. The Technical Operations Coordinator (TOC) was advised.

At Red Deer, AB (CYQF), the National Voice Communication System (NVCS) at Workstation 103 was briefly intermittent. Two aircraft tried calling unable to get through, the NVCS was still lighting up but no audio could be heard. About 20 seconds later it was working fine. The south position (Workstation 102) was working fine as well. The Technical Operations Coordinator (TOC) was advised.

At Churchill, MB (CYYQ), the National Voice Communication System (NVCS) ground frequency 122.6 failed from 1728Z to 1734Z. Technical Operations Coordinator (TOC) advised. Frequency 122.6 unmonitored for approximately 20 seconds.

A Manan Air Services Piper PA-42 (C-GKGS) attempted contact with the Charlottetown, PE (CYYG) flight service station (FSS) on 118.0 MHz. The aircraft advised the Moncton Area Control Centre (CZQM) that they were unable to contact the FSS. Frequency 118.0 MHz and 121.5 MHz on the National Voice Communication System (NVCS) were found to be unserviceable. The Technical Operations Coordinator (TOC) was advised. Frequency 118.0 MHz was serviceable via hand-held radio (NICAN).

The National Voice Communication System (NVCS) position of Deer Lake (YDF) was unserviceable (U/S) at 0740Z. Frequency 122.3 MHz was serviceable on the portable radio backup and frequency 122.6 MHz was serviceable on the NVCS. Frequencies 239.6 MHz, 243.0 MHz, 121.5 MHz, and 122.3 MHz were NOTAMed as U/S at 1034Z. The NVCS YDF and St. Anthony (YAY) positions were serviceable at 1426Z. Frequencies 239.6 MHz, 243.0 MHz, 121.5 MHz, 122.3 MHz, and 122.6 MHz were serviceable on the NVCS at 1426Z.

Power outage occurred at 1713Z at Fort St. John, BC (CYXJ), setting off the following alarms: very high frequency directional finder (VDF), instrument landing system (ILS), National Voice Communication System (NVCS), lighting panel, wind sensor and temperature sensor. Backup generator started at 1714Z, wind sensor and temperature sensor did not return. Technical Operations Coordinator Centre (TOCC) advised at 1718Z. Second power bump at 1726Z with same alarms as well as uninterruptible power system (UPS) alarm and temporary loss of multilateration system (MLAT) from 1726Z to 1728Z; no effect on operations.

Power Outage occurred at 2314Z at Nanaimo, BC (CYCD), resulting in a failure of Collaborative Flight Planning Services (CFPS), NAV CANADA Auxiliary Radar Display System (NARDS), Extended Computer Display System (EXCDS), Human Weather Observation System (HWOS), National Voice Communication System (NVCS) and perhaps other systems. No operational impact.

At the Nanaimo, BC (CYCD) aerodrome, a failure of the National Voice Communication System (NVCS) occurred. The mandatory frequency was operated by backup radio, and vehicles were advised to operate on the mandatory frequency. Frequency 121.5 was unmonitored from 1243Z to 1817Z.

At the Red Deer, AB (CYQF) aerodrome, a strong emergency locator transmitter (ELT) signal heard on the National Voice Communication System (NVCS) frequency 121.5 from 1611Z to 1612Z. No impact to operations.

At the Langley, BC (CYNJ) aerodrome, there was a complete failure of the National Voice Communication System (NVCS) tower position.

An emergency locator transmitter (ELT) signal was heard on transceiver 121.5 (not on National Voice Communication System (NVCS)) from 1736Z to 1740Z. Area control centre (ACC) shift manager advised.

Air traffic control (ATC) 620 and National Voice Communication System (NVCS) phone lines, and Hotline were unserviceable (U/S). Communication established with Toronto Centre via standalone telephone.

At Sault Ste. Marie, ON (CYAM), 118.8 receiver failure occurred on the National Voice Communication System (NVCS). The Technical Operations Coordinator (TOC) advised.

Beaver Creek, YT (YXQ) remote communications outlet (RCO) receive indication was not lighting up green on the National Voice Communication System (NVCS). Technical Operations Coordinator (TOC) advised.

Checked telephone at random via National Voice Communication System (NVCS) and received no dial tone. Tried non-NVCS handset with same result. 5th floor break room and fax lines also unserviceable (U/S). Notified technical operations coordinator (TOC) and provided the affected phone numbers.

At Iqaluit, NU (CYFB), an inbound (IB) call on the National Voice Communication System (NVCS) main line. Nothing was heard.

At the Iqaluit, NU (CYFB) aerodrome, an inbound call was made on the National Voice Communication System (NVCS), and nothing was heard.

Power testing on the back up generator resulted in power bumps at 1905, 1930, 2116, 2124 and 2140Z. National Voice Communication System (NVCS) left with flashing red maintenance alarm. The last power bump resulted in the airfield lighting panel failing. Runway lights on continuously and approach lights Runway 31 unserviceable. NOTAM issued.

A Can-West Corporate Air Charters Ltd. Beech B200GT (C-GLUH/CWA924) MEDEVAC flight from Cranbrook/Canadian Rockies Intl, BC (CYXC) to Calgary Intl, AB (CYYC) conducted an overshoot of Runway 35L, initiated by the tower, due to traffic on the runway and a National Voice Communication System (NVCS) issue. The West Tower controller was unable to hear transmissions from aircraft and was unable to depart the aircraft in position. CWA924 landed safely at 1623Z. The Technical Operations Coordinator (TOC) was informed about the NVCS issue.

At the Red Deer, AB (CYQF) aerodrome, a strong emergency locator transmitter (ELT) signal heard on the National Voice Communication System (NVCS) frequency 121.5 from 1611Z to 1612Z. No impact to operations.

At approximately 1830Z, commercial and generator power failed at Saint John, NB (CYSJ). The Extended Computer Display System (EXCDS), NAV CANADA Auxiliary Radar Display System (NARDS), National Voice Communication System (NVCS), and the Wind and Altimeter Digital Display System (WADDS) altimeter were only run off of battery power. All other equipment failed. Battery backup failed at approximately 1930Z. EXCDS, NARDS, NVCS and WADDS altimeter failed. Hand-held (NICAN) radio only from approximately 1930Z until approx 1950Z. At approximately 1950Z, the commercial power was restored.

At the Halifax/Stanfield International, NS (CYHZ) aerodrome, the technicians advised that one "side" of the National Voice Communication System (NVCS) had failed. The hand-held radio (NICAN) was turned onto the tower frequency as a backup test flight area (TFA). The NVCS became serviceable at 1845Z. No impact.

The remote communications outlet (RCO) 123.475 at Rouyn-Noranda, QC (YUY) deactivated itself and the frequency was flashing red on the National Voice Communication System (NVCS). The technical operations coordinator (TOC) was notified and a NOTAM was issued.

All National Voice Communication System (NVCS) frequencies were down, without any action on the part of air traffic control (ATC).

The National Voice Communication System (NVCS) was displaying the "connection error" alarm, with a brief loss of all frequencies and functions. The outage lasted approximately 1 minute.

National Voice Communication System (NVCS) alarmed (red). Frequency 121.5 appeared unserviceable (U/S). The system returned to normal after 5 seconds. Frequency 121.5 was serviceable. No impact on operations.

After starting up on the main apron, A Skylink Express Beech 1900D (SLQ751) from Kamploops, BC (CYKA) to Kelowna, BC (CYLW) advised the flight services station (FSS) that they were picking up an emergency locator transmitter (ELT) signal. Nothing was coming through on the 121.5 on the National Voice Communication System (NVCS). ELT was picked up once the hand-held radio (NICAN) was tuned to 121.5. Area control centre (ACC) Shift Manager and Joint Rescue Coordination Centre (JRCC) Victoria was advised. JRCC sent Civil Air Search and Rescue Association (CASARA) out to locate the ELT. ELT stopped broadcasting at approximately 0010Z. CASARA determined the ELT was coming from a KF Cargo Convair 340 (C-FKFZ/KFA576) from Kamloops, BC (CYKA) to Kelowna, BC (CYLW) on the apron. The aircraft arrived earlier in the morning at 1616Z and was shutdown all day.

Unable to transmit on frequency 121.9, either via the National Voice Communication System (NVCS) or TIL. All were serviceable at 1730Z.

Received a phone call on landline through the National Voice Communication System (NVCS), the touch screen was unresponsive to touch and the phone line button continually blinked even though the phone call was answered and ended. The Technical Operations Coordinator (TOC) was advised, performed a power cycle/reset. Returned to service after rebooting. No impact to operations.

At 2026Z at the Rankin Inlet, NU (CYRT) aerodrome, the power failed, with no back-up generator. Power was restored at 2104Z. There was no use of the National Voice Communication System (NVCS), Human Weather Observation System (HWOS), Weather Information Display System (WIDS), airport lighting, and the very high frequency directional finder (VDF). Frequencies 121.5 and 122.6 (vehicle frequency) were unmonitored. No aircraft were delayed inbound or outbound.

At the Edmonton International, AB (CYEG) aerodrome, Red9 called the ground controller requesting direction. The crash alarm button on the ground position National Voice Communication System (NVCS) had been activated. Ground controller had not pressed button. False Alarm. The Duty Manager (DM) was advised. No impact to operations.

At the Edmonton Flight Information Centre (FIC), the speaker stopped working on the National Voice Communication System (NVCS). Several calls were missed from aircraft. The aircraft could only be heard if the frequency was selected to headset. The technician recycled the NVCS and the problem was fixed.

At the Edmonton International, AB (CYEG) aerodrome, the 121.7 frequency was unserviceable (U/S) due to static and distortion. Aircraft were unable to read what the controllers were transmitting. The 126.0 frequency was used as the Ground frequency replacement, via TIL-91 on remote through the National Voice Communication System (NVCS).

Peripheral station (PAL) was unserviceable (U/S). 135.7, 121.5 (on National Voice Communication System (NVCS)), and 123.55 were unserviceable (U/S).

Power failure at 1900Z-1910Z and emergency power unit (EPU) was not running. Human Weather Observation System (HWOS), National Voice Communication System (NVCS), very high frequency directional finder (VDF), and all airport lighting were unserviceable (U/S). No known impact to operations.

A power bump resulted in the loss of the National Voice Communication System (NVCS), the Human Weather Observation System (HWOS), the Weather Information Display System (WIDS), the very high frequency directional finder (VDF) and all airport lighting. Once the Emergency Power Unit (EPU) started, all but the high frequency directional finder (VDF), the Human Weather Observation System (HWOS) and the airport lighting returned to service. The operational impact involved delays of approximately 20 minutes for two inbound aircraft.

For two days, an Air North Charter & Training Aerospatiale ATR 42-300 (ANT208) from Dawson City, YT (CYDA) to Old Crow, YT (CYOC) flight into CYOC could not reach Whitehorse (YXY) Flight Information Centre (FIC) on the dial-up remote communications outlet (DRCO). Both times YXY FIC was able to dial it up and had green confirmation on the National Voice Communication System (NVCS), but it appears to be a potential telecommunication (Telco) problem from the other side. NOTAMed until 1804192359Z.

Tower Frequency on the National Voice Communication System (NVCS) receive and transmit failed for approximately 30 seconds. A Jazz de Havilland DHC-8-402 (JZA8584) from Calgary, AB (CYYC) to Saskatoon, SK (CYXE) was in position on Runway 29. A WestJet Boeing 737-700 (WJA1571) from Denver, CO (KDEN) to Calgary, AB (CYXE) was on 5 mile final. JZA8584 received takeoff clearance via backup TIL Radio. NVCS serviceable to clear WJA1571 to land. No other impact on operations.

At 2135Z, commercial power failed and the airport's back-up power did not activate. A First Air BAE Systems RJ85 (C-FERJ/ FAB956) from Rankin Inlet, NU (CYRT) to Iqaluit, NU (CYFB) was taxiing for departure and the National Voice Communication System (NVCS) failed before traffic, inbound, was passed. Standby transceiver was used to complete advisory prior to FAB955 entering the taxiway. Inbound aircraft, a Calm Air Aerospatiale ATR 42-300 (C-GDSS/ CAV211) from Arviat, NU (CYEK) to Rankin Inlet, NU (CYRT) reported the Flight Service Station (FSS) transmission was weak and fading. NVCS rebooted shortly after aerodrome advisory service (AAS) provided. Standby power went on 1 minute later. This resulted in the NVCS resetting again. Commercial power returned at 2040Z and the airport's standby generator shut down. This resulted in another outage of the NVCS. Impact: Total loss of voice communication system (VCS) frequency. Mandatory frequency (MF) was temporarily unserviceable while NICAN transceiver activated and MF frequency selected. Current wind and altimeter data, not available during AAS.

At the Rankin Inlet, NU (CYRT) aerodrome, a power failure occurred at 0115Z and the back-up generator kicked in. When commercial power was restored at 0155Z, all equipment (airport lighting, National Voice Communication System (NVCS), phones, Human Weather Observation System (HWOS),) powered by the back up generator failed. Airport maintainers were called to reset the issue in the field electrical centre (FEC) building, and everything was restored and working by 0215Z.
