An Exact Air Inc. Beech A100 (C-FDOS/ET824) from Natashquan, QC (CYNA) to La Romaine, QC (CTT5) conducted a go-around due to turbulence. Incident at Lac Larin Mont Blanc, QC

Aviation Incident Report #17654: An individual reported that a small, white aircraft with pontoons flew close to their house. The aircraft landed on Lac Larin Mont Blanc, Quebec, and then took off again. The City of Mont-Blanc, Les Laurentides Regional County Municipality, Quebec Natural Resources, Two Lake associations, local police, and media were advised. The individual recorded the event.

Incident at TROIS-RIVIÈRES QC (CYRQ)

Aviation Incident Report #17881: An Académie Aéronautique inc. Piper PA-28-140 (C-GVPL) flew into a parachutist drop zone at the Trois-Rivières, QC (CYRQ) airport that is known and identified in the Canada Flight Supplement (CFS), while the drop was taking place, which endangered parachutists and the aircraft itself. Trois-Rivières universal communications (UNICOM), as well as the jump aircraft, a Parachutisme Adrénaline inc. Cessna 208B (C-GYRQ), attempted unsuccessfully to communicate with C-GVPL. No jumpers were injured and the aircraft left the zone without contacting anyone.

Upon departure from Runway 24R, a Cargair Piper PA-23-250 (C-GARI) on an IFR flight from Montreal/Saint-Hubert, QC (CYHU) to Montreal/Saint-Hubert, QC (CYHU) advised the tower that they had an engine problem. The aircraft did not declare an emergency and flew a VFR circuit while maintaining contact with the tower. The aircraft landed at 1921Z without incident.

A Nolinor Aviation Boeing 737-33A (C-GNLQ/NRL58) from Toronto/Lester B. Pearson, ON (CYYZ) to Montréal/Mirabel, QC (CYMX) was conducting an approach for Runaway 24 and was instructed to pull up because the tower had not been notified by the Airport Authority that it had permission to land. A NOTAM requiring aircraft to obtain a 30-minute "prior permission required" (PPR) was in effect. NRL58 cancelled instruments, flew a VFR circuit, and returned to land 8 minutes later.

Incident at QUÉBEC / JEAN LESAGE INTL QC (CYQB)

A Go Hélico Inc. Eurocopter EC120B (C-GLCN) took off from Quebec/Capitale Hélicoptère, QC (Heli) (CCH7) to conduct a tour of the city at an altitude of 1,400 ft. During the departure from the airport, the controller was no longer able to establish communication with the pilot. C-GLCN flew in the control zone for 10 minutes before reestablishing communication. Several VFR aircraft were flying over the city. A Sasair Cessna 152 (C-FCYU) had to be instructed to change its altitude to avoid the aircraft.

Despite being cleared for 1,600 ft and correctly reading back the clearance, a Propair Inc. Incident at HAVRE ST-PIERRE QC (CYGV) (Other operational incident)

Aviation Incident Report #17565: The mandatory instruction sign announced that Runway 08/26 was damaged while a Government of Canada, Department of National Defence Bell 412 helicopter taking part in the "Arctic Warrior" wintertime operation was hovering over Taxiway Alpha. The top of the sign, as well as the plastic panel for Runway 08/26 (terminal side), flew away. The sign for Runway 08/26 could not be immediately found. It is most likely that it was buried under the snow. No damage to the aircraft. No impact on flight operations. An investigation is currently taking place. It is assumed that the clasp that secured the top of the sign may have been improperly attached, and that it was therefore not working properly to secure the top cover with a certain degree of tension.

Cessna 152 (C-GVNM) on a flight to Langley, BC (CYNJ) tried to contact the tower for transit through the Pitt Meadows, BC (CYPK) control zone but the aircraft appeared to be "transmit only". The aircraft flew through the control zone at 2000 feet without contacting the tower. Contact was established with the tower as the aircraft was leaving the zone, towards CYNJ.

Incident at NANAIMO AIRPORT

A VFR target was observed on radar approximately 10 Southeast (SE) of Nanaimo, squawking 1200 at 1000ft. The target proceeded to fly Northwest (NW) over Ladysmith Harbour into the Nanaimo control zone, with no contact, and was visually observed flying parallel to Runway 16/34. The flight service station (FSS) passed traffic information to a Vital Aviation Ltd. Cessna 172K (C-GTXA) from Nanaimo, BC (CYCD) to Nanaimo, BC (CYCD) that was in the circuit on the base leg, and C-GTXA required an evasive right-hand turn and orbit to avoid collision. The unknown aircraft then crossed North of the Runway 16 threshold and flew Northwest (NW) bound and exited the control zone. The unknown aircraft was observed on radar flying into the Comox control zone, and upon query, the Comox tower indicated that the VFR target appeared to be an American, corporately registered Cessna 208B (N118KT). The Comox tower later indicated that the same aircraft flew through their control zone as well, with no contact.
