A Pascan Pilatus PC-12/47E (C-GJVM/PSC883) from Montreal/St-Hubert, QC (CYHU) to Mont-Joli, QC (CYYY) was inbound for an approach on Runway 06. An Air Creebec Inc. de Havilland DHC-8-314 (C-GZEW/CRQ531) from Sept-Îles, QC (CYZV) to Mont-Joli, QC (CYYY) was cleared to conduct an approach and chose Runway 24 even though it had been informed of the inbound traffic for Runway 06. CRQ531 created a dangerous situation by conducting the approach for a circuit opposite that of the one chosen by PSC883 up until short final. At 2 NM on final for Runway 24, CRQ531 went into the downwind for Runway 06 since PSC883 was still not on the ground.

Incident at QUÉBEC / JEAN LESAGE INTL QC (CYQB)

A Government of Quebec Canadair CL600-2B16 (series 601-3R) (C-GURG/QUE10) from Mont-Joli, QC (CYYY) to Quebec/Jean Lesage, QC (CYQB) conducted a missed approach on Runway 24 due to an instrument problem. The aircraft received and correctly read back the instruction to turn left on a heading of 150 and to climb to 3 000 ft. Impact: separation was reduced to 2.7 NM and 800 ft with the aircraft that preceded it due to late execution. No other impact on operations.
UPDATE TSB #A20Q0019: C-GURG, a Service aérien gouvernemental Canadair CL-600-2B16 (QUE10), was on an instrument flight rules (IFR) flight from Mont-Joli, QC (CYYY) to Jean-Lesage, QC (CYQB). C-GDTL, a Panorama Fixed Wings Pilatus (NDL543), was on an instrument flight rules (IFR) flight from CYQB to Wabush, NL (CYWK). QUE10 initiated a missed approach RWY 24 due to an instrument problem. It received and correctly read back the instruction to turn left on a heading of 150 degrees and to climb to 3 000 feet. When it reached 2 900 feet in altitude, separation with NDL543, which had taken off before it, was lost. Separation was reduced to 2.7 nautical miles (NM) horizontally and 800 feet vertically, while 3 NM horizontally or 1 000 feet vertically was required between the 2 aircraft. No injuries or damage.

A telephone report indicated that 40 silver-coloured objects in the sky in Ste-Angèle-de-Mérici, QC were observed December 26, 2019 at night (around 0100Z, on December 27). The objects were moving and followed one after the other until they disappeared as they climbed higher. Duration: approximately 10 minutes.

During the initial call, the specialist mentioned that Runway 24 was in service. NDL901 did not want to use the circuit established by the specialist.

Incident at BAIE-COMEAU QC (CYBC)

A Jazz de Havilland DHC-8-311 (C-FRUZ/JZA8928) from Baie-Comeau, QC (CYBC) to Mont-Joli, QC (CYYY) reported that it was rejecting its takeoff due to a light on the dashboard, and it returned to the terminal. The IFR clearance was cancelled, and the Montreal Area Control Centre (CZUL) was notified. No impact on operations. On the second attempt, the same problem occurred. The aircraft returned to the terminal. CZUL was notified. IFR clearance was cancelled. No impact.
UPDATE from Airworthiness: A Civil Aviation Safety Inspector (CASI) looked into this occurrence. On takeoff, the Flight Crew received a "#2 FUEL FLTR BYPASS" amber caution light; takeoff was rejected and the aircraft exited the runway. After contacting Company Maintenance Operations Control (MOC), resetting the system and completing a successful ground run-up, a second takeoff was attempted with the same result. The flight was cancelled and the aircraft returned to the terminal. The aircraft was removed from service and a Maintenance Crew travelled to the station. The engine high pressure fuel filter was replaced along with the pressure switch before returning the aircraft to service. No Service Difficulty Report (SDR) is necessary.

An Air Creebec de Havilland DHC-8-314 (C-FNXN/CRQ530) from Mont-Joli, QC (CYYY) to Sept-Iles, QC (CYZV) declared an engine failure emergency with the Montreal regional control centre (ZUL) after takeoff and returned and landed at CYYY. It was on the ground without any problems by 1504Z. Impact on operations: the departure of a PAL Airlines de Havilland DHC-8-300 (PVL3071) was delayed by approximately 30 minutes.
Update - TSB #A19Q0070: an Air Creebec DHC-8-300 (C-FNXN/CRQ530) on an instrument flight rules (IFR) flight from Mont-Joli, QC (CYYY) to Sept-Îles, QC (CYZV) with 3 crew members and 43 passengers on board. Shortly after takeoff from Runway 06 at CYYY, the crew noted torque and power fluctuations in the left engine (Pratt & Whitney Canada PW123B), then turned off the engine as a precaution and declared an emergency. The aircraft returned to CYYY where it landed without incident. No one was injured.

At 1841Z, MAX140 contacted Mont-Joli, QC (CYYY) radio at CYBC to cancel the instrument flight. No impact on operations.
