At takeoff, a Jazz Bombardier CL-600-2B19 (C-FIJA/JZA8549) from Montreal/Trudeau, QC (CYUL) to Charlottetown, PE (CYYG) reported that it was going back to CYUL and landing. The nature of the issue was not indicated. No emergency was declared and no assistance was requested. The aircraft landed without incident at 0306Z. During taxi, a WestJet Boeing 737-6CT (C-GWSB/WJA331) from Charlottetown, PE (CYYG) to Toronto/Lester B. Pearson, ON (CYYZ) reported an animal, possibly a coyote, on CYYG Taxiway A. The pilot of WJA331 advised they would hold short of the runway for an inspection by the Canadian Airport Authority (CAA). Animal was observed proceeding towards the south of Taxiway A. WJA331 departed with a 5 minute delay. Moncton/Gander Flight Information Region (CZQM) advised.

At takeoff from Runway 24R, the separation between an Air Canada Rouge Airbus A321-211 (C-GHPD/ROU1686) from Montreal/Pierre Elliott Trudeau, QC (CYUL) to Charlottetown, PE (CYYG) and an Envoy Air Embraer E135 (N812AE/ENY3903) from Montreal/Pierre Elliott Trudeau, QC (CYUL) to New York/La Guardia, NY (KLGA) was reduced to 2.5 NM, where it should normally be 3 NM. Impact: ENY3903 deviated to the south and north of the runway centreline due to wake turbulence produced by ROU1686.
Update: TSB Report #A19Q0142: An Air Canada Rouge Airbus A321 (C-GHQI) was conducting flight ROU1686 from Montreal/Pierre-Elliott Trudeau Intl (CYUL), QC, to Charlottetown (CYYG), PEI. During takeoff, separation between ROU1686 and Envoy Air Embraer EMB-135 (ENY3903) flying to New York/LaGuardia (KLGA), NY, was reduced to 2.5 NM, whereas the required separation was 3 NM. However, vertical separation was maintained. As a result, ENY3903 deviated north and south of the runway centreline because of the wake turbulence produced by ROU1686.

SKV7519 landed safely at 1613Z.
TSB #A19Q0053: C-FRQW, a Sky Regional Airlines Embraer ERJ 170-200, was on instrument flight rules (IFR) flight SKV7519 from Charlottetown, PE (CYYG) to Toronto/Lester B. Pearson Intl, ON (CYYZ). Approximately 63 nautical miles southeast of Quebec/Jean Lesage, QC (CYQB), the crew was informed of the smell of smoke coming from the back section of the cabin. No smoke was visible; however, the crew decided to divert to CYQB. No emergency was declared, and the aircraft landed without incident. No one was injured.

Incident at MONTRÉAL / PIERRE ELLIOTT TRUDEAU INTL QC (CYUL) (Aerodrome - runway or taxiway surface condition, Aerodrome, runway or taxiway shutdown)

Although it received and read back the instruction to clear Runway 06L via Taxiway B1 after landing, a Jazz Bombardier CL-600-2B19 (series 100) (C-GUJA/JZA8512) from Charlottetown, PE (CYYG) to Montreal/Pierre Elliott Trudeau, QC (CYUL) did so by exiting via Taxiway E; it took a high-speed exit. Impact on operations: JZA8501 was instructed to reject its approach on Runway 06L and was reassigned to Runway 06R for its landing. Runway 06L was closed from 1113Z to 1242Z. Due to poor weather conditions and to the state of the runways surface, Runway 06R was closed from 1236Z to 1243Z for snow removal. The following departures were delayed: TSC954, ROU1986, and ROU1842. The National Operations Centre (NOC) and the Transportation Safety Board of Canada (TSB) were notified.
Update - TSB Report #A19Q0001: C-GUJA, a Jazz Aviationi LP Bombardier CL-600-2B19 CRJ200, was on instrument flight rules (IFR) flight JZA8512 from Charlottetown, PE (CYYG) to Montreal/Pierre Elliott Trudeau, QC (CYUL) with 3 crew members and 49 passengers on board. At landing on Runway 06L at CYUL, air traffic control (ATC) instructed the flight crew to exit on Taxiway B1. Although the instruction was read back correctly, the pilot-in-command steered the aircraft towards Taxiway Echo, which was closed by NOTAM. When he noticed this error, the pilot-in-command applied the brakes with the intention of bringing the aircraft onto Runway 06L. However, a layer of ice covered the ground within the protected area on Taxiway Echo, which prevented the aircraft from braking effectively and turning. The aircraft ended its run on the lawn. Runway 06L was closed temporarily to allow for the towing. The aircraft did not sustain any damage on the landing gear, and no one was injured.

Update TSB Report #A19O0158: C-FYJH, an Airbus A319 aircraft operating as Air Canada Rouge flight ROU1640 was vectored within close proximity of Air Canada Rouge flight ROU1706, an Airbus A321 (C-GHQI) aircraft, resulting in loss of separation. Separation was reduced to 2.5nm where 3nm was required.

Runway 21 was the determined runway. A Jazz Bombardier CL-600-2B19 (Series 100) (C-FEJA/JZA8511) from Montreal/Trudeau, QC (CYUL) to Charlottetown, PE (CYYG) was cleared for an approach to Runway 03. JZA8511 was informed of Runway 21 being in use and traffic prior to commencing approach, aircraft continued approach and landed Runway 03, circuit traffic Runway 21 forced to extend downwind to accommodate traffic landing Runway 03. No coordination was attempted by Moncton Area Control Centre (ACC).

Moncton (CZQM) Technical Operations Coordinator (TOC) advised that distance measuring equipment (DME) failed. After inspection by dispatched technicians to, it was found that water was leaking into very high frequency omnidirectional range (VOR) building and DME must be shut down including VOR to avoid damaging equipment housed in building.

Piper PA-28R-201T (C-GWFA) on a flight from Charlottetown, PE (CYYG) on a VFR arrival Runway 28 at Charlottettown, PE (CYYG), and a Moncton Flight College Diamond DA 20-C1 (C-GPUX) on a flight from Greater Moncton/Romeo Leblanc Intl, NB (CYQM) to Greater Moncton/Romeo Leblanc Intl, NB (CYQM) on stop and go Runway 28. The aircraft were then followed by a Moncton Flight College Diamond DA 20-C1 (C-FXJD) on a flight from Greater Moncton/Romeo Leblanc Intl, NB (CYQM) to Greater Moncton/Romeo Leblanc Intl, NB (CYQM) on a stop and go 28 and a Moncton Flight College Beech C90A (C-GDHS) on a flight from Fredericton, NB (CYFC) to Fredericton, NB (CYFC) on instrument landing system (ILS) 03. C-GDHS on instrument landing system (ILS) 03 executed a missed approach due to traffic conflicts, and C-FXJD terminated stop and go 28 due to traffic conflicts.

Douglas McCurdy, NS (CYQY) was observed on radar entering Charlottetown, PE (CYYG) control zone (CZ) at 2900 ft without contacting CYYG mandatory frequency (MF). CYYG Radio attempted to contact the aircraft prior to it entering the MF with no response, aircraft working with Moncton area control centre (CZQM). Initial contact with TSK902 was made at 3NM N CYYG at A029 transiting through the control zone.

Incident at CHARLOTTETOWN AIRPORT (Aerodrome - visual aids)

The Charlottetown, PE (CYYG) airport management technician (AMT) reported that the precision approach path indicator (PAPI) 10 and PAPI 28 did not activate during the morning airfield lighting inspection. Voice NOTAM was issued by the Canadian Airport Authority (CAA), as Runway 03 was in use. The CAA airport electrician was called in to investigate. No impact to operations.

An Exploits Valley Air Services Beech 1900D (EV750) enroute from Halifax/Stanfield Intl, NS (CYHZ) to Charlottetown, PE (CYYG) advised the terminal control unit (TCU) that they were returning due to communication issues. No assistance required. Emergency response services (ERS) advised. EV750 landed safely at 1146Z. No impact on operations.

Incident at CHARLOTTETOWN AIRPORT

TSB #A19A0067: C-GQJA, a Bombardier CL-600-2B19 (CRJ100) aircraft operated by Jazz was conducting flight JZA8627 from Charlottetown (CYYG), PEI to Ottawa/MacDonald-Cartier Intl (CYOW), ON. While at the gate and about to depart the Captain was advised by the flight attendant that they were ill and unable to continue with their duties. The flight was cancelled.

A Jazz de Havilland DHC-8-402 (C-GGBF/JZA7997) from Sydney, NS (CYQY) to Montreal/Trudeau, QC (CYUL) rejected its take-off and taxied off the runway to troubleshoot. Aircraft subsequently departed without incident.
