A Provincial Airlines Beech 1900D (C-GPBG/PVL1984) from Fredericton, NB (CYFC) to Saint John, NB (CYSJ) departed from Runway 15 and did not commence the required turn. The controller queried the pilot and, due to the proximity of CYR724, initiated vectors. The aircraft did not enter CYR724. No impact to operations.

At Saint John, NB (CYSJ), the runway edge lights for Runway 05/23 were in "fault". Maintenance was advised and a vehicle confirmed that every second edge light was unserviceable (U/S) on Runway 05/23. Two aircraft departed and one arrived during daytime IFR conditions.

The pilot then reported that they were able to control the cabin pressure manually and assistance was no longer required. The aircraft landed at 0149Z without incident. No impact on operations.

A privately registered Piper PA-38-112 from St. Stephen, NB (CCS3) to St. Stephen, NB (CCS3) advised the flight service station (FSS) that it was inbound to conduct circuits but were unsure of position. When the pilot advised they were unsure of the turn needed and gave visual references, the flight service station (FSS) received the heading from the area control centre (ACC) to pass on to the pilot and used visual references until the pilot had the airport in sight. The pilot did not require assistance anymore. No operational impact.

A Shoreland Transport Inc. Beech B200GT (C-FMGC) had departed from Charlottetown, PE (CYYG) and was en route to Saint John, NB (CYSJ) at 1511Z. After departure, the pilot advised of a possible bird strike upon rotation. The flight service station (FSS) advised the Field Foreman (FF) to conduct an inspection of the runway. The Field Foreman confirmed a bird strike, as a juvenile falcon was found injured on the runway. The bird was removed and the pilot was advised. No impact on operations.

After leaving the Fredericton control zone, the aircraft was observed entering CYR724 at 0146Z. Gagetown Range Control conducted a check fire and the aircraft exited the restricted airspace at 0148Z.

Incident at FREDERICTON INTERNATIONAL AIRPORT

TSB Report #A21A0013: C-GOSX, a Piper PA-60 aircraft operated by Forest Protection Limited, was returning to Fredericton, NB (CYFC) on a VFR flight after conducting night currency circuits at Saint John, NB (CYSJ) with one pilot onboard. While on final approach to Runway 27 in CYFC, the pilot felt an impact on the left side of the aircraft and believed that a possible bird strike had occurred. After landing, company maintenance personnel inspected the aircraft and it was determined that the aircraft had come in contact with trees. The aircraft sustained minor damage. No injuries were reported. The operator’s maintenance department will be removing the left engine and propeller for inspection and making minor repairs to the left landing gear door assembly.

An error in the camera system occurred for the Saint John, NB (CYFC) remote aerodrome advisory service (RAAS). Pan-tilt-zoom (PTZ) cameras moved to static television screens and static cameras disappeared. The only way to get the system back was to reboot it. Computer and video feed were subsequently slow and stuttering. Technical operations coordinator (TOC) advised.

At Saint John, NB (CYSJ), an emergency locator transmitter (ELT) signal was heard on 243.0 MHz from 0938Z until 1024Z, with a strength of 4 and a broken transmission. From 1026Z until 1057Z, the signal had a strength of 5, was continuous and could also be heard on 121.5 MHz. At 1059Z, the pilot of an Atlantic Aircraft Salvage Ltd. Cessna 172B (C-FXJI) advised that the aircrafts ELT had activated on its own in the hangar. The Air Traffic Operations Specialist (ATOS) was advised. No operational impact.

Incident at SAINT JOHN NB (CYSJ) (Incursion - manoeuvring area, Incursion - runway - pedestrian)

At Saint John, NB (CYSJ), at approximately 1455Z, a vehicle (ST21) informed the Flight Service Station (FSS) that a person was shovelling snow near the lights on Taxiway I. A Moncton Flight College Diamond DA 20-C1 (C-FNHO) from Moncton/Romeo LeBlanc, QC (CYQM) to Moncton/Romeo LeBlanc, QC (CYQM) was on approach for Runway 32. The FSS observed a vehicle and person on Taxiway I. C-FNHO proceeded with a stop-and-go. After the aircraft was airborne, the FSS observed the person shovelling snow across the hold short line and a second person walking from the Irving ramp onto Taxiway I to join the first person. The vehicle stayed on Taxiway I. The FSS notified the maintenance garage. While a vehicle (ST26) was en route to Taxiway I, the two individuals and the initial vehicle (ST21) returned to the Irving ramp. Separation was not assured with a departing Air Canada Embraer ERJ 190-100 IGW (C-FMZB/ACA462) from Toronto/Lester B. Pearson, ON (CYYZ) to Ottawa/Macdonald-Cartier, ON (CYOW). Transportation Safety Board of Canada (TSB) advised.

UPDATE TSB Report #A20O0026: Jazz Aviation LP, flight JZA949, a De Havilland DHC-8-400 (registration C-GGNW) aircraft, landed at Toronto / LBPIA (CYYZ) on Runway 24L and was instructed by ATC to take a right turn onto D2 and then cross Runway 24R. When the aircraft was approaching the holding position for Runway 24R, the flight crew observed an Air Canada ERJ 190-100 (flight AC462, registration C-FMZB) departing runway 24R in front of them. AC462 had received clearance from ATC to depart Runway 24R, and was on the take-off roll. The flight crew of JZA949 queried ATC when they saw AC462 passing in front. NAV Canada is conducting an internal investigation.
